Three major patterns are found: first, people of rural origin, with low levels of education and living in the west region, who are disadvantaged in the inequality hierarchy, report greater sat- isfaction with current standards of living than do privileged urbanites, the highly educated and residents in the coastal east. Second, inequality-related negative life experiences and social cognitive processes including temporal and social comparisons, material aspirations, and life goal orientations med- iate the effects of socioeconomic characteristics. Third, the social sources of satisfaction with current standards of living vary across urban, rural and migrant residents. It is suggested that these patterns have largely stemmed from the unique political economic institutional arrangement and stratifica- tion system in China. -

According to media and informant reports, untold thousands of Uyghurs and other Muslims have been and are being detained in clandestine political re-education facilities, with major implications for society, local economies and ethnic relations. Considering that the Chinese state is currently denying the very existence of these facilities, this paper investigates publicly available evidence from official sources, including government websites, media reports and other Chinese internet sources. First, it briefly charts the history and present context of political re-education. Second, it looks at the recent evolution of re-education in Xinjiang in the context of ‘de-extremification’ work. Finally, it evaluates detailed empirical evidence pertaining to the present re-education drive. With Xinjiang as the ‘core hub’ of the Belt and Road Initiative, Beijing appears determined to pursue a definitive solution to the Uyghur question. Since summer 2017, troubling reports emerged about large-scale internments of Muslims (Uyghurs, Kazakhs and Kyrgyz) in China's northwest Xinjiang Uyghur Autonomous Region (XUAR). By the end of the year, reports emerged that some ethnic minority townships had detained up to 10 percent of the entire population, and that in the Uyghur-dominated Kashgar Prefecture alone, numbers of interned persons had reached 120,000 (The Guardian, January 25, 2018). -

936 Charitable Crowdfunding in China: An Emergent Channel for Setting Policy Agendas? Kellee S. Tsai* and Qingyan Wang†,‡ Abstract Social media in China has not only become a popular means of communi- cation, but also expanded the interaction between the government and online citizens. Why have some charitable crowdfunding campaigns had agenda-setting influence on public policy, while others have had limited or no impact? Based on an original database of 188 charitable crowdfunding projects currently active on Sina Weibo, we observe that over 80 per cent of long-term campaigns do not have explicit policy aspirations. Among those pursuing policy objectives, however, nearly two-thirds have had either agenda-setting influence or contributed to policy change. Such cam- paigns complement, rather than challenge existing government priorities. Based on field interviews (listed in Appendix A), case studies of four micro-charities – Free Lunch for Children, Love Save Pneumoconiosis, Support Relief of Rare Diseases, and Water Safety Program of China – are presented to highlight factors that contributed to their variation in public outcomes at the national level. The study suggests that charitable crowd- funding may be viewed as an “input institution” in the context of responsive authoritarianism in China, albeit within closely monitored parameters. Byler Chair of the Supervisory Committee: Sasha Su-Ling Welland, Department of Gender, Women, and Sexuality Studies This study argues that Uyghurs, a Turkic-Muslim group in contemporary Northwest China, and the city of Ürümchi have become the object of what the study names “terror capitalism.” This argument is supported by evidence of both the way state-directed economic investment and security infrastructures (pass-book systems, webs of technological surveillance, urban cleansing processes and mass internment camps) have shaped self-representation among Uyghur migrants and Han settlers in the city. It analyzes these human engineering and urban planning projects and the way their effects are contested in new media, film, television, photography and literature. It finds that this form of capitalist production utilizes the discourse of terror to justify state investment in a wide array of policing and social engineering systems that employs millions of state security workers. The project also presents a theoretical model for understanding how Uyghurs use cultural production to both build and refuse the development of this new economic formation and accompanying forms of gendered, ethno-racial violence. -

Order Code RS22767 December 5, 2007 China’s 17th Communist Party Congress, 2007: Leadership and Policy Implications Kerry Dumbaugh Specialist in Asian Affairs Foreign Affairs, Defense, and Trade Division Summary The Chinese Communist Party’s (CCP) 17th Congress, held from October 15 - 21, 2007, demonstrated the Party’s efforts to try to adapt and redefine itself in the face of emerging economic and social challenges while still trying to maintain its authoritarian one-Party rule. The Congress validated and re-emphasized the priority on continued economic development; expanded that concept to include more balanced and sustainable development; announced that the Party would seek to broaden political participation by expanding intra-Party democracy; and selected two potential rival candidates, Xi Jinping and Li Keqiang, with differing philosophies (rather than one designated successor-in- waiting) as possibilities to succeed to the top Party position in five years. More will be known about the Party’s future prospects and the relative influence of its two potential successors once the National People’s Congress meets in early 2008 to select key government ministers. This report will not be updated. Periodically (approximately every five years) the Chinese Communist Party holds a Congress, attended by some 2,000 senior Party members, to authorize important policy and leadership decisions within the Party for the coming five years. In addition to authorizing substantive policies, the Party at its Congress selects a new Central Committee, comprised of the most important figures in the Party, government, and military.1 The Central Committee in turn technically selects a new Politburo and a new Politburo Standing Committee, comprised of China’s most powerful and important leaders. -

Securing Xinjiang would turna weakly defended 'back door' to China into a strategic strongpointfrom which Beijing canproject influence into Central Asia. The CCP's strategy is to comprehensively encircle Xinjiang with Han people and institutions, a Han dominated economy, and supporting infrastructure emanatingfrom inner China A successful program of Sinicisation would transform Xinjiang from a Turkic-language-speaking, largely Muslim, physically remote, economically under-developed region- one that is vulnerable to separation from the PRC - into one that will be substantially more culturally similar to, and physically connected with, the traditional Han-dominated heartland of inner China. Once achieved, complete Sinicisation would mean Xinjiang would be extremely difficult to separate from China. In Xinjiang, the CCP enacts policies in support of Sinication across all areas of statecraft. This thesis categorises these activities across three dimensions: the economic and demographic dimension, the political and cultural dimension, and the security and international cooperationdimension. -

CHINA (INCLUDES TIBET, HONG KONG, AND MACAU) 2018 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The People’s Republic of China (PRC) is an authoritarian state in which the Chinese Communist Party (CCP) is the paramount authority. CCP members hold almost all top government and security apparatus positions. Ultimate authority rests with the CCP Central Committee’s 25-member Political Bureau (Politburo) and its seven-member Standing Committee. Xi Jinping continued to hold the three most powerful positions as CCP general secretary, state president, and chairman of the Central Military Commission. Civilian authorities maintained control of security forces. During the year the government significantly intensified its campaign of mass detention of members of Muslim minority groups in the Xinjiang Uighur Autonomous Region (Xinjiang). Authorities were reported to have arbitrarily detained 800,000 to possibly more than two million Uighurs, ethnic Kazakhs, and other Muslims in internment camps designed to erase religious and ethnic identities. Government officials claimed the camps were needed to combat terrorism, separatism, and extremism. International media, human rights organizations, and former detainees reported security officials in the camps abused, tortured, and killed some detainees. UNDERGRADUATE LAW JOURNAL OF FAU SPRING 2021 I EDITION X CHINA'S "RE-EDUCATION" CAMPS AND INTERNATIONAL CRIMINAL COURT POTENTIALITY IRENE GATIMI Honors College Florida Atlantic University Abstract China's counter-terror policy implementation has rung alarm bells on the international scene. Many individuals, observers, and victims alike have claimed that the Xinjiang Uyghur population is experiencing a serious infringement of their basic human rights. After the appointment of Chen Quanguo as the new Communist Party Secretary of the Xinjiang Uyghur Autonomous Region in 2016, large-scale vocation education and training centers (dubbed "re-education camps") have emerged alongside the dramatic increase of police presence and surveillance. Chen Quanguo has gained a reputation as an ethnic policy innovator through his pioneering of new methods for securing Chinese Communist Party (CCP) rule over the Uyghurs, Tibetans, and other ethnic minorities in western China. These new methods have been effective in their purpose but could be put under the scrutiny of international law and body agreements, most notable the General Assembly Resolution 3/260 that adopted the Convention on the Prevention and Punishment of the Crime of Genocide. If certain allegations about the conditions of the vocation education and training centers prove to be true, then this would be considered criminal. During his lifetime he had studied a wide range of subjects and countries before finally settling into what readers of this journal would consider his major field in his thirties. Stuart was born in Excelsior, Minnesota on 27 February 1924, the son of a dentist and a company financial officer who divorced when their son was quite young. Stuart’s anger that they never spoke to each other thereafter persisted well into manhood, indicating the emotional scar the divorce caused him. Though much of his adult life was spent in great cities – New York, Paris, London – he never lost his taste for fishing the lakes of his native state. -

A graduate of the University of Virginia, the Hopkins-Nanjing Program, and Oberlin College, Dr. Richardson is the author of numerous articles on domestic Chinese political reform, democratization, and human rights in Cambodia, China, Indonesia, Hong Kong, the Philippines, and Vietnam. She has testified before the European Parliament and the US Senate and House of Representatives. She has provided commentary to the BBC, CNN, the Far Eastern Economic Review, Foreign Policy, National Public Radio, the New York Times, the Wall Street Journal, and the Washington Post. Dr. Richardson is the author of China, Cambodia, and the Five Principles of Peaceful Coexistence (Columbia University Press, Dec. 2009), an in-depth examination of China's foreign policy since 1954's Geneva Conference, including rare interviews with policy makers. Louisa Greve is the Director of Global Advocacy for the Uyghur Human Rights Project (UHRP). The UHRP promotes the rights of the Uyghurs and other Turkic Muslim peoples in East Turkistan, referred to by the Chinese government as the Xinjiang Uyghur Autonomous Region. Previously, Ms. Greve was Vice President for Programs and East Asia Director at the National Endowment for Democracy. She currently serves as Washington Fellow for CSW, an advocacy group promoting freedom of religion or belief for all peoples and faiths. Ms. Greve has served on the Amnesty International USA board of directors, the Virginia Advisory Committee of the U.S.
