Perubahan Atas Peraturan Daerah Nomor 4 Tahun 2014 Tentang Rencana Pembangunan Jangka Menengah Daerah Kabupaten Penajam Paser Utara Tahun 2013-2018 BUPATI PENAJAM PASER UTARA PROVINSI KALIMANTAN TIMUR PERATURAN DAERAH KABUPATEN PENAJAM PASER UTARA NOMOR 19 TAHUN 2017 TENTANG PERUBAHAN ATAS PERATURAN DAERAH NOMOR 4 TAHUN 2014 TENTANG RENCANA PEMBANGUNAN JANGKA MENENGAH DAERAH KABUPATEN PENAJAM PASER UTARA TAHUN 2013-2018 DENGAN RAHMAT TUHAN YANG MAHA ESA BUPATI PENAJAM PASER UTARA, Menimbang : a. bahwa untuk menyesuaikan kewenangan pemerintah daerah berdasarkan ketentuan Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah sebagaimana telah dua kali diubah beberapa kali terakhir dengan Undang-Undang Nomor 9 Tahun 2015 tentang Perubahan Kedua Atas Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dan dengan telah dilakukan penyesuaian Organisasi Perangkat Daerah yang baru, yang mewajibkan tertuangnya program-program Organisasi Perangkat Daerah dalam indikasi rencana program prioritas yang disertai kebutuhan pendanaan; b. bahwa berdasarkan kondisi keuangan daerah Kabupaten Penajam Paser Utara, perlu disesuaikan dengan gambaran pengelolaan keuangan daerah serta kerangka pendanaan; c. bahwa berdasarkan pertimbangan sebagaimana dimaksud dalam huruf a dan huruf b, perlu menetapkan Peraturan Daerah tentang Perubahan Atas Peraturan Daerah Nomor 4 Tahun 2014 tentang Rencana Pembangunan Jangka Menengah Daerah Kabupaten Penajam Paser Utara Tahun 2013-2018; Mengingat : 1. Pasal 18 ayat (6) Undang-Undang Dasar Negara Republik Indonesia Tahun 1945; 2. Undang-Undang Nomor 7 Tahun 2002 tentang Pembentukan Kabupaten Penajam Paser Utara di Provinsi Kalimantan Timur (Lembaran Negara Republik Indonesia Tahun 2001 Nomor 20, Tambahan Lembaran Negara Republik Indonesia Nomor 4182); 3. Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah (Lembaran Negara Republik Indonesia Tahun 2014 Nomor 244, Tambahan Lembaran Negara Republik Indonesia Nomor 5587) sebagaimana telah diubah beberapa kali terakhir dengan Undang-Undang Nomor 9 Tahun 2015 tentang Perubahan Kedua Atas Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah (Lembaran Negara Republik Indonesia Tahun 2015 Nomor 58, Tambahan Lembaran Negara Republik Indonesia Nomor 5679); - 2 - 4. Peraturan Daerah Kabupaten Penajam Paser Utara Nomor 4 Tahun 2014 tentang Rencana Pembangunan Jangka Menengah Daerah Kabupaten Paser Utara Tahun 2013-2018 (Lembaran Daerah Kabupaten Penajam Paser Utara Tahun 2014 Nomor 4); Dengan Persetujuan Bersama DEWAN PERWAKILAN RAKYAT DAERAH KABUPATEN PENAJAM PASER UTARA dan BUPATI PENAJAM PASER UTARA MEMUTUSKAN: Menetapkan : PERATURAN DAERAH TENTANG PERUBAHAN ATAS PERATURAN DAERAH NOMOR 4 TAHUN 2014 TENTANG RENCANA PEMBANGUNAN JANGKA MENENGAH DAERAH KABUPATEN PENAJAM PASER UTARA TAHUN 2013-2018. Pasal I Beberapa ketentuan dalam Peraturan Daerah Kabupaten Penajam Paser Utara Nomor 4 Tahun 2014 tentang Rencana Pembangunan Jangka Menengah Daerah Kabupaten Paser Utara Tahun 2013-2018 (Lembaran Daerah Kabupaten Penajam Paser Utara Tahun 2014 Nomor 4) diubah sebagai berikut: 1. Ketentuan Pasal 5 diubah sehingga berbunyi sebagai berikut: Pasal 5 (1) RPJMD disusun dengan sistematika sebagai berikut: BAB I : PENDAHULUAN BAB II : GAMBARAN UMUM KONDISI DAERAH BAB III : GAMBARAN PENGELOLAAN KEUANGAN DAERAH SERTA KERANGKA PENDANAAN BAB IV : ANALISA ISU STRATEGIS BAB V : VISI, MISI, TUJUAN DAN SASARAN BAB VI : STRATEGI DAN ARAH KEBIJAKAN BAB VII : KEBIJAKAN UMUM DAN PROGRAM PEMBANGUNAN BAB VIII : INDIKASI RENCANA PROGRAM PRIORITAS YANG DISERTAI KEBUTUHAN PENDANAAN BAB IX : PEDOMAN MASA TRANSISI DAN KAIDAH PELAKSANAAN BAB X : PENUTUP - 3 - (2) Uraian sistematika RPJMD sebagaimana dimaksud pada ayat (1) tercantum dalam Lampiran yang merupakan bagian tidak terpisahkan dari Peraturan Daerah ini. 2. Ketentuan ayat (2) Pasal 7 diubah sehingga berbunyi sebagai berikut: Pasal 7 (1) Indikator pambangunan daerah merupakan ukuran keberhasilan pembangunan paling utama dari sasaran RPJMD Kabupaten Penajam Paser Utara tahun 2013-2018 yang harus dicapai pada akhir periode lima tahun. (2) Indikator pembangunan Daerah sebagaimana dimaksud pada ayat (1) meliputi: a. peningkatan APK tingkat Pendidikan SMP menjadi100% (seratus persen); b. peningkatan APM tingkat pendidikan SMP menjadi 84,26% (delapan puluh empat koma dua puluh enam persen); c. terwujudnya pemerintahan yang bersih dan bebas KKN yang dicerminkan dengan perbaikan Indeks Persepsi Korupsi (IPK) Daerah dan peningkatan opini audit BPK berpredikat WTP pada tahun 2016; d. terbangunnya sarana dan prasarana perkantoran bagi dinas/kantor dan lembaga teknis lainnya; e. terwujudnya percepatan pembangunan Rumah Sakit Pratama di Kecamatan Sepaku; f. peningkatan jaringan perpipaan air bersih di 4 (empat) kecamatan; g. pengembangan water front city; h. pengembangan kawasan agroforestri dan agroindustri; i. peningkatan usia harapan hidup hingga usia 73 (tujuh puluh tiga) tahun; j. penurunan prosentase penyandang masalah kesejahteraan sosial (PMKS) hingga 5% (lima persen); k. penurunan jumlah keluarga miskin sebanyak 500 (lima ratus) kepala keluarga; l. peningkatan Kunjungan Wisatawan Domestik hingga 25% (dua puluh lima persen); dan m. peningkatan kontribusi sektor pertanian terhadap PDRB sebesar 20% (dua puluh persen) dengan tetap mengacu pada kelestarian lingkungan. n. pemekaran wilayah kecamatan dan desa/kelurahan, serta perubahan status kelurahan jadi desa; (3) Indikator pembangunan daerah sebagaimana dimaksud pada ayat (2) menjadi acuan bagi SKPD dalam menyusun dokumen rencana pembangunan. - 4 - Pasal II Peraturan Daerah ini mulai berlaku pada tanggal diundangkan. Agar setiap orang mengetahuinya, memerintahkan pengundangan Peraturan Daerah ini dengan penempatannya dalam Lembaran Daerah Kabupaten Penajam Paser Utara. Wb. Puji dan syukur patut kita panjatkan ke Hadirat Allah SWT, karena atas Rahmat dan HidayahNya Dokumen Rencana Pembangunan Jangka Menengah Daerah Kabupaten Penajam Paser Utara Tahun 2013-2018 dapat selesai. Rencana Pembangunan Jangka Menengah Daerah (RPJMD) Kabupaten Penajam Paser Utara Tahun 2013 – 2018 disusun sesuai amanat Undang- undang Republik Indonesia Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional dan berdasarkan Petunjuk Peraturan Pemerintah Republik Indonesia Nomor 8 Tahun 2008 tentang Tahapan, Tata Cara, Penyusunan, Pengendalian dan Evaluasi Pelaksana Rencana Pembangunan Daerah. Saat ini RPJMD telah dilaksanakan selama 2 tahun berjalan. Sepanjang perjalanan, adanya penambahan Organisasi Perangkat Daerah (OPD) yang dengan sendirinya mewajibkan untuk memuat program program dalam RPJMD. Program-program yang tertuang dalam RPJMD sebagai acuan dalam penyusunan Rencana Strategis (Renstra) SKPD dan Rencana Kerja Tahunan (Renja) SKPD. Hal ini bertujuan agar lebih fokus dalam pencapaian program. Disamping itu, kondisi perekonomian yang menyebabkan perubahan anggaran mengakibatkan penyesuaian terhadap kebutuhan pendanaan dalam penentuan pagu indikatif. Berdasarkan kondisi tersebut diatas, maka dianggap perlu untuk melakukan revisi terhadap RPJMD terkait dengan penentuan target program-program yang akan dilaksanakan SKPD serta penyesuaian terhadap sasaran yang ingin dicapai dalam 5 (lima) tahun kedepan. - i - Kami sadari bahwa penyusunan Revisi RPJMD ini masih jauh dari sempurna, oleh karena itu diharapkan kritik dan saran yang bersifat membangun guna penyempurnaan penyusunan buku ini ucapan terima kasih dan penghargaan kepada semua pihak terkait yang telah banyak membantu dalam penyusunan Revisi RPJMD ini. Besar harapan kami bahwa Dokumen Revisi RPJMD Kabupaten Penajam Paser Utara ini dapat dilaksanakan secara konsisten, terintegrasi, terpadu dan transparan melalui koordinasi perencanaan, pelaksanaan, pemantauan dan evaluasi kegiatan pembangunan guna mencapai visi, misi pemerintah daerah dan pada akhirnya mewujudkan kesejahteraan rakyat Penajam Paser Utara. Bulgarian Journal of Agricultural Science, 25(1), 215–221 Growing periods can be determined using water balance analysis to decrease harvest risk in certain area. Generally, there are two types of land use for crop, i.e. irrigated land and non-irrigated land. This research was aimed to determine water input, water use and water loss, consumptive use crop water balance and designing a cropping pattern on rainfed paddy fi eld at Wa- tershed Tenggarong. Determination of fi eld capacity and permanent wilting point using soil texture data was input through Bouyoucos hydrom- eter methods. The calculation of land water balance according to Thornthwaite and Mather (1957) was employed to determine the agro-climate condition, particularly the dynamics of soil moisture content to plan a general cropping patterns was used based on monthly data. The planting time period is the water holding capacity > 50% from available water. Water balance monthly indicated that this area has potential growing season about 9 months, water surplus 8 months (439.6 mm year-1) and water defi cits about 3 months (59.7 mm year-1).

Local rice cultivars provide genetic diversity in rice genepool that is very useful for rice breeding programs. Less is known about local rice genetic diversity in East Kalimantan, because their existence only depends on traditional cultivation and conservation by local farmers based on needs and tendencies towards certain varieties. According to the current exploration study conducted in Penajam Paser Utara (PPU) and Paser, the smallest districts in East Kalimantan, there were high genetic diversities of rice existed in that two districts. As many as 71 local rice cultivars were collected, consisted of 53 rice and 18 glutinous rice. Traits characterization showed that there were large variation of plant height (66 to 209.33 cm), culm number (1 to 41.67), culm diameter (0.23 to 1.03 cm), leaf length (39 to 108.33 cm), leaf width (0.83 to 2.67 cm), leaf angle (10 to 50 degree), ligule length (11 to 55 mm) and weight of ten seeds (0.13 to 0.40 gram) in the local rice population showing high phenotypic variations of agro-morphological traits in the population.

Analysis of forensic engineering in building structures in Indonesia goes through se veral stages. It starts from the preparatory work, then continues with the process of identifying data needs, identifying problems, and preparing literature studies. If the data is sufficient, then it will be proceeded to the data analysis and discussion process. Based on the research findings, the main cause of the collapse of the Mahakam II Bridge in Tenggarong was the construction failure of the vertical hanging cable (clamp and saddle) connecting the main cable. However, there are a number of other possibilities that cause damage to the connecting device which includes: 1) poor maintenance, 2) fatigue in the construction material of cable hangers, 3) the quality of construction materials for the cable of connecting device, 4) procedural errors in maintenance, 5) the possibility of civil engineering rules deviations in planning, and 6) design errors in determining the type of material/ material of connecting device. Commonly, building damage is caused by several factors including: 1) low quality of materials, 2) planning errors, 3) implementation process errors, and 4) poor supervision.

Indonesia‘s plan to relocate its capital from Jakarta to North Penajam Paser has been set in stone. The Indonesian government targets the relocation to be executed in 2024; therefore, the preparations and capital city development must start from 2020. This research aims to study capital relocation from the perspective of regional planning concerning institutional, spatial planning, the economy, social aspects, and the environment. The data source used in this research was the secondary data obtained from literature review and document analysis. The new capital must present a distinct identity, as it will determine the institutional that will lead to success. The main reasons for the capital relocation are growth and economic equality for the eastern part of Indonesia. It means that development will be encouraged to achieve these goals. On the other hand, overly rapid development in the new capital is also undesirable—a challenging paradox for the institutions involved that demands creativity and innovation for a successful capital relocation.
