Friday 7 May 2021 CHAMBER AND COMMITTEE INFORMATION This document is compiled by the Table Office as a guide to events likely to take place in and around the Chamber on Tuesday 11 May. It also includes a list of Select Committee meetings planned for that week. From Wednesday 12 May, the Order of Business and Summary Agenda will be published daily. These and other House business papers can be obtained online or in hard copy from the Vote Office. TUESDAY 11 MAY The State Opening of Parliament will take place. The House will meet at 11.25am for the Queen’s Speech. Due to covid-19 restrictions only the Speaker and invited party leaders and Government and Opposition whips will process to hear the speech delivered in the Lords. All other Members must remain in the House of Commons Chamber and not attempt to join the procession. Afterwards the House will suspend until 2.30pm. After introductory statements by the Speaker, the Outlawries Bill will receive its first reading. This is a purely formal proceeding whereby the House asserts its right to deliberate on matters of its own choosing before those proposed by the Government in the Queen’s Speech: no Bill is produced nor is there any debate. The debate on the Queen’s Speech is then opened. Two backbench Members from the Government side will propose and second a Motion for an Address (thanking the Queen for the Speech), after which the Leader of the Opposition and the Prime Minister will speak. Debate on the Queen’s Speech may continue until 10.00pm on this day. -

Mix Many U.S. officials and Members of Congress view the United Kingdom (UK) as the United Specialist in European States’ closest and most reliable ally. This perception stems from a combination of factors, Affairs including a sense of shared history, values, and culture; a large and mutually beneficial economic relationship; and extensive cooperation on foreign policy and security issues. The UK’s January 2020 withdrawal from the European Union (EU), often referred to as Brexit, is likely to change its international role and outlook in ways that affect U.S.-UK relations. Conservative Party Leads UK Government The government of the UK is led by Prime Minister Boris Johnson of the Conservative Party. Brexit has dominated UK domestic politics since the 2016 referendum on whether to leave the EU. In an early election held in December 2019—called in order to break a political deadlock over how and when the UK would exit the EU—the Conservative Party secured a sizeable parliamentary majority, winning 365 seats in the 650-seat House of Commons. The election results paved the way for Parliament’s approval of a withdrawal agreement negotiated between Johnson’s government and the EU. UK Is Out of the EU, Concludes Trade and Cooperation Agreement On January 31, 2020, the UK’s 47-year EU membership came to an end. -

Parliamentary Conventions Executive Summary “General agreement or consent, as embodied in any accepted usage, standard, etc”1 “Rules of constitutional practice that are regarded as binding in operation, but not in law”2 “[B]inding rules of behaviour accepted by those at whom they are directed. In 1642, King Charles I entered the Commons Chamber and Parliament of the United Kingdom. It is held in the House of Lords attempted to arrest five members. The Speaker famously defied the Chamber, usually in late October or November, or in a General King, refusing to inform him as to where the members were hiding. Election year, when the new Parliament first assembles. 7 The parliamentary calendar The appointment of the times for the holding of sessions of Parliament, the prorogation of the Parliament and the dissolution of the House, is a matter for decision by the Governor- General. The Constitution states: The Governor-General may appoint such times for holding the sessions of the Parliament as he thinks fit, and may also from time to time, by Proclamation or otherwise, prorogue the Parliament, and may in like manner dissolve the House of Representatives.1 In practice however these vice-regal prerogatives are exercised with the advice of the Executive Government.2 Once a Parliament (session), or a further session within that Parliament, has commenced, the days and times for the routine meetings and adjournments of the House are a matter for the House to decide, yet in practice, by virtue of its majority support, these decisions rest with the Executive Government. The Constitution also provides that the House of Representatives can continue for no longer than three years from the first meeting of the House.3 The significance of this to the concept of a representative Parliament and Government is that a Parliament is of limited duration on the democratic principle that the electors must be able to express their opinions at regular general elections. On the other hand a Parliament of short fixed-term duration may be viewed as undesirable in that too frequent elections have disruptive and/or negative effects on the parliamentary and governmental processes. Of further significance is the principle that Parliament should be neither out of existence nor out of action for any undue length of time. -

The project started in April 2018 and the data collection was completed in May 2019. This project aimed to explore the links between the institution of the Westminster Parliament and the buildings in which it is located. The main research questions were: To what extent are the workings of Parliament as an institution intertwined with the buildings and their current design? Would altering the buildings change the existing practices? I present the findings from my research under three headings: (1) Buildings as a resource; (2) Buildings as a constraint; and (3) Buildings as a vehicle for change. Investigating the role of the buildings in preserving the workings, traditions and customs of Parliament is particularly timely given the ongoing discussions related to the Restoration and Renewal (R&R) project and the planned move of Parliament to a temporary location. -

MR SPEAKER'S SPEECH TO THE HANSARD SOCIETY, THE ATTLEE SUITE, JUNE 9, 2010. REFORM IN A NEW PARLIAMENT – REVIVING THE CHAMBER Peter. Thank you for those kind words of introduction. There is much about the political circumstances in which we find ourselves that has changed but, perhaps mercifully, there is also some continuity. Peter, you continue to be the both the Chairman of the Hansard Society and among the most outstanding analysts of Whitehall and Westminster, while the Hansard Society continues to have the kindness, some might argue the sheer masochism, to host my speeches. It was a pleasure and privilege to offer two setpiece lectures to this distinguished forum last year and it is an honour to have the chance to set out further thoughts today. This is, manifestly, a very new political era, one which has witnessed far more radical change than I suspect any of us thought would take place when the old Parliament was dissolved on April 12th, a date that now seems almost a lifetime ago. The most dramatic example of this novelty is, of course, the creation of the first peacetime coalition since the 1930s with all the innovations which this requires in the way that both the executive and the legislature work. But that should not overshadow the considerable change which has occurred in the composition of the House of Commons itself. We have some 227 new MPs and 5 members who have re-entered the House. This is a slightly smaller intake than that of 1997 but still more than a third of the whole House, a figure which represents a massive turnover. -
