According to the formula for determining sample size for studying preferences, the number of samples obtained for this study is 100 people. The sampling methode for this study is the accidental sampling. The study used the conjoint analysis method. In this study, seven attributes that affect size, weight, skin color, price, and taste, thickness of fruit flesh and thickness of fruit skin were used. The results reveal that Padangsidempuan and Pondoh snake fruit which became consumer preferences had the same preferences, namely snake fruit with medium size, heavy in weight, blackish brown skin color, affordable, sweet taste, thick fruit flesh and thin fruit skin. In conclusion, consumers of Padangsidempuan and Pondoh snake fruit consider the attributes of flavor as the most important factor in making decisions to consume Padangsidempuan and Pondoh snake fruit. Key Words : Consumer Preference, Padangsidempuan and Pondoh Snake Fruit Abstrak Penelitian ini bertujuan untuk menganalisis preferensi konsumen terhadap kombinasi atribut salak Padangsidempuan dan salak Pondoh di Kota Medan dan untuk menganalisis urutan atribut dari salak Padangsidempuan dan salak Pondoh yang paling penting menurut preferensi konsumen. Menurut rumus untuk menentukan ukuran sampel untuk penelitian preferensi, jumlah sampel yang diperoleh untuk penelitian ini adalah 100 orang. Metode pengambilan sampel untuk penelitian ini adalah accidental sampling. Metode penelitian yang digunakan adalah metode analisis konjoin. Pada penelitian ini digunakan tujuh atribut yang mempengaruhi di antaranya ukuran, berat, warna kulit, harga, rasa, ketebalan daging buah dan ketebalan kulit buah. Hasil penelitian menunjukkan bahwa salak Padangsidempuan dan Pondoh yang menjadi preferensi konsumen memiliki preferensi yang sama yaitu salak dengan ukuran salak sedang, berat salak berat, warna kulit salak coklat kehitaman, harga salak murah, rasa salak manis, ketebalan daging buah tebal dan ketebalan kulit buah tipis. Konsumen salak Padangsidempuan dan Pondoh menganggap atribut rasa salak sebagai faktor yang terpenting dalam mengambil keputusan untuk mengkonsumsi salak Padangsidempuan dan Pondoh. Putra dari Papa Hasan dan Mama Tjoa Mui Ting. Pendidikan formal yang telah ditempuh penulis adalah sebagai berikut: 1. Tahun 2000 masuk SD Swasta Xaverius Padangsidimpuan, kemudian tahun 2003 masuk SD Swasta Perguruan Sariputra Padangsidimpuan tamat Tahun 2006. 2. Tahun 2006 masuk SMP Swasta Perguruan Sariputra Padangsidimpuan, tamat Tahun 2009. 3. Tahun 2009 masuk SMA Swasta Sutomo 1 Medan, tamat Tahun 2012. 4. Tahun 2012 diterima di Program Studi Agribisnis, Fakultas Pertanian, Universitas Sumatera Utara. 5. Bulan Agustus-September 2015 melaksanakan Praktek Kerja Lapangan (PKL) di Desa Bah Tonang, Kecamatan Raya Kahean,Kabupaten Simalungun. 6. Tahun 2015 melaksanakan penelitian skripsi di Desa Sempajaya, Kecamatan Berastagi, Kabupaten Karo. 7. Tahun 2016 menyelesaikan pendidikan S1 di Program Studi Agribisnis, Fakultas Pertanian, Universitas Sumatera Utara. 8. Tahun 2016 melanjutkan pendidikan S2 di Program Studi Magister Agribisnis, Fakultas Pertanian, Universitas Sumatera Utara. 9. Tahun 2018 melaksanakan penelitian tesis di Kota Medan, Provinsi Sumatera Utara. 10. Email: [email protected] ABSTRACT This research is aimed to find out the level of regional disparity, the effects of government expenditure, natural resources, and the investment toward regional disparity among regencies/cities in North Sumatera Province, and the relationship between the inequality and economic growth of North Sumatera Province in 2010-2019. Using secondary data, the research applies Williamson index analysis technique to measure the development disparity. The panel regression analysis; Common Effect, Fixed Effect and Random Effect; is used to analyze the effects of government expenditure, investment, and natural resources toward regional disparity in North Sumatera in 2010-2019. This research also uses Product Moment Correlation and Regression Curve Estimation to find out the correlation between the disparity and economic growth. The result of the study shows that the level of regional disparity in North Sumatera Province is very high. Government expenditure, natural resources significantly affect the regional disparity, whereas the investment does not significantly affect the disparity. The correlation between the growth economy and regional disparity indicates a very weak negative correlation. Thus, the data cannot be used to explain the correlation between economy growth and development disparity in North Sumatera Province in 2010-2019. Keywords: Economy Growth, Regional Disparity 1.

Dany Juhandi1, Ardian Elonard Purba2 {[email protected]} Politeknik Wilmar Bisnis Indonesia, Indonesia1, 2 Abstract. Fruit commodity is one of the most imported agricultural commodities. However, the government did not pay enough attention to agricultural policies for this commodity. Farmers also prefer to plant food and plantation commodities. Meanwhile, increasing consumption of fruits creates opportunities for farmers and the government to meet domestic demand. It increases due to the consumption factor of the population. Fruit consumption is currently showing an increasing trend because public awareness to consume fruits continues to increase. To meet domestic demand, the fruit market is filled with imported fruits. We need an appropriate development plan for fruit commodities which has an impact on regional economic development. This study aims (1) to analyze potential fruit commodities in North Sumatra, (2) to analyze specialization and localization of fruit commodities, and (3) to analyze priority fruit commodities in North Sumatra. The research methodology used in this paper is quantitative descriptive using secondary data from 2017- 2018. The results of the study show that (1) each district in North Sumatra has a very varied fruit commodity base, (2) there are no districts in North Sumatra that specialized in producing certain fruit commodities, (3) the priority fruit commodities are still monotonous. Planning of fruit commodities development has not been specialized so that the objectives of regional economic development based on horticultural commodities are difficult to achieve. The expansion of the area was not only due to political factors but also due to vast economic ambition. This was evident from the trade monopoly of coffee from the beginning of Dutch occupation in the area. The colonial government’s desire for the economy was gratified by the implementation of coffee forced-farming in Tapanuli. The forced-farming system created huge profits for the treasury of the Dutch colonial government. The colonial exploitation was not confined to coffee forced-farming only but also extended to the local people, who were forcibly exploited for their labour as coolies to carry the coffee beans from remote storehouses to the port. The suffering of the local people worsened when Tapanuli district was categorised as a taxpayer district by the end of 19th century.

Struktur ruang merupakan arahan susunan pusat-pusat permukiman dan sistem jaringan prasarana dan sarana yang berfungsi sebagai pendukung kegiatan sosial ekonomi masyarakat yang secara hirarkis memiliki hubungan fungsional, sedangkan pola ruang merupakan arahan distribusi peruntukan ruang dalam suatu wilayah yang meliputi peruntukan ruang untuk fungsi lindung dan peruntukan ruang untuk fungsi budidaya. Arahan struktur dan pola ruang yang tertuang dalam RTRW menjadi perhatian pembangunan bidang Cipta Karya untuk mewujudkan permukiman yang layak huni dan berkelanjutan, sesuai tujuan dari penyelenggaraan penataan ruang yaitu keharmonisan antara lingkungan alam dan lingkungan buatan, keterpaduan dalam penggunaan sumber daya alam dan sumber daya buatan dengan memperhatikan sumber daya manusia, serta pelindungan fungsi ruang dan pencegahan dampak negatif terhadap lingkungan akibat pemanfaatan ruang. 3.1 Arahan RTRW Nasional Rencana Tata Ruang Wilayah Nasional PP 26/2008 yang selanjutnya disebut RTRWN adalah arahan kebijakan dan strategi pemanfaatan ruang wilayah Negara. Tujuan penelitian ini yaitu, untuk mengetahui di Kabupaten mana yang menjadi basis tanaman cabai besar di Provinsi Sumatera Utara. Metode analisis yang digunakan yaitu, Analisis Location Quotient (LQ) dengan data digunakan dalam penelitian iniadalah data sekunder. Luas tanam tanaman cabai besar dan produksi tanaman cabai besar selama kurun waktu sepuluh tahun terakhir dari 2007 sampai dengan 2016. Hasil Analisis Location Quotient (LQ) menunjukan sektor basis luas tanam cabai besar terdapat 5 Kabupaten tertinggi yaitu, Kabupaten Batu-Bara, Kabupaten Phak-paak Bharat, Kabupaten Dairi, Kabupaten Humbang Hasundutan, Kabupaten Padang Lawas Utara. sektor basis produksi cabai besar terdapat 5 Kabupaten tertinggi yaitu. Kabupaten Phak-pak Bharat, Kabupaten Batu bara, Kabupaten Mandailing Natal, Kabupaten Langkat dan Kabupaten Nias.

It particularly focuses on the historical evolution and dynamics of these four Islamic organizations. As a subject of analysis, it, for the most part, assesses the aspects of ethnicity, religious doctrine, educational institution, and political aspiration reflected by these organizations in that area. The paper shows that these four organizations have contributed much to the progress of the Islamic community in this region. Introduction The early twentieth century is a very important moment in the history of Islamic revival in Indonesia. Social, political, economic, educational, and religious conditions of Muslim commu- nities (ummah) were the driving factors of the emergence of these Islamic organizations.1 1 In this context Karel A.
