Sekolah Pascasarjana Universitas Sumatera Utara Medan 2015 ANALISIS DISPARITAS PEMBANGUNAN EKONOMI ANTAR KABUPATEN / KOTA DI WILAYAH PANTAI TIMUR PROVINSI SUMATERA UTARA TESIS Oleh ANGGIE DERRY PRABAWA 137003007 SEKOLAH PASCASARJANA UNIVERSITAS SUMATERA UTARA MEDAN 2015 1 UNIVERSITAS SUMATERA UTARA ANALISIS DISPARITAS PEMBANGUNAN EKONOMI ANTAR KABUPATEN / KOTA DI WILAYAH PANTAI TIMUR PROVINSI SUMATERA UTARA ANGGIE DERRY PRABAWA ABSTRAK Penelitian ini bertujuan untuk menganalisis tingkat diparitas antar kabupaten/kota di Wilayah Pantai Timur Provinsi Sumatera Utara dalam kurun waktu 2003-2013 .Metode Analisis yang digunakan adalah analisis indeks Williamson dan analisis tipologi Klassen. Data yang digunanakan adalah data sekunder yang telah diolah oleh Badan Pusat Statistik yang terdiri dari data laju pertumbuhan ekonomi, PDRB perkapita, data jumlah penduduk. Wilayah Pantai Timur Provinsi Sumatera Utara terdiri dari 12(duabelas) kabupaten/kota yaitu : Kabupaten Asahan, Kota Medan, Kota Binjai, Kabupaten Langkat, Kabupaten Labuhan Batu, Kabupaten Labuahan Batu Utara, Kabupaten Labuhan Batu Selatan, Kabupaten Batu Bara, Kabupaten Serdang Bedagai, Kabupaten Deli Serdang, Kota Tebing Tinggi, dan Kota Tanjung Balai. Hasil penelitian menunjukkan bahwa selama kurun waktu 2003 sampai dengan 2013, disparitas pembangunan ekonomi Wilayah Pantai Timur Provinsi Sumatera Utara jika dilihat berdasarkan hasil perhitungan Indeks Williamson, maka terdapat 6(enam) wilayah yang disparitasnya semakin meningkat yaitu Kota Medan, Kota Binjai, Kabupaten Deli Serdang, Kabupaten Labuhan Batu Utara, Kabupaten Langkat,dan Kota Tebing Tinggi dan ada 6(enam) wilayah yang disparitasnya semakin menurun yaitu Kabupaten Serdang Bedagai, Kabupaten Asahan, Kabupaten Batu Bara, Kabupaten Labuhan Batu, Kabupaten Labuhan batu Selatan, dan Kota Tanjung Balai. Dari hasil analisis Tipologi Klassen di Wilayah Pantai Timur Provinsi Sumatera Utara menunjukkan 1(satu) daerah yang termasuk golongan cepat maju dan cepat tumbuh (kuadran I) yaitu Kota Medan, 3(tiga) daerah yang terdapat di golongan wilayah maju tapi tertekan (kuadran II) yaitu Kabupaten Deli Serdang, Kabupaten Serdang Bedagai,dan Kota Binjai. Ada 4(empat) daerah yang berada di kategori wilayah sedang tumbuh/berkembang (kuadran III) yaitu Kabupaten Asahan, Kabupaten Batu Bara, Kabupaten Labuhan Batu Utara dan Kabupaten Labuhan Batu Selatan, dan 4(empat) wilayah yang termasuk wilayah tertekan/tertinggal (kuadran IV) yaitu Kabupaten Langkat, Kota Tebing Tinggi, dan Kota Tanjung Balai dan Kabupaten Labuhan Batu. Kata Kunci : Disparitas Wilayah, Pantai Timur, Indeks Williamson, Tipologi Klassen. i UNIVERSITAS SUMATERA UTARA ANALYZE THE DISCREPANCY OF EONOMIC DEVELOPMENT BETWEEN DISTRICT / CITY IN THE EAST OF NORTH SUMATRA ANGGIE DERRY PRABAWA ABSTRACT This study aimed to analyze the level of diparitas between districts / cities in the East Coast region of North Sumatra Province in the period 2003-2013 Analysis .This method used is the analysis of Williamson index and Klassen typology analysis. Digunanakan data is secondary data that has been processed by the Central Bureau of Statistics which consists of a data rate of economic growth in 2003-2013, 2003-2013 GDP per capita of data, the data of population from 2003 to 2013. East Coast of North Sumatra province composed of 12 (twelve) districts / cities, namely: Asahan, Medan, Binjai, Langkat, District Labuhan Batu, Batu Labuhan District North, South Labuhan Batu Regency, Regency Coal, Serdang Bedagai, Deli Serdang, High Cliff State and Tanjung Balai. The results showed that during the period 2003 to 2013, the disparity in economic development area is the East Coast of North Sumatra Province when viewed based on the calculation Williamson index, then there are 6 (six) region growing disparity namely Medan, Binjai, Deli Serdang , North Labuhan Batu district, Langkat, and High Cliff State and there are six (6) areas that disparity decreased namely Serdang Bedagai, Asahan District, Coal, Labuhan Batu Regency, Regency Labuhan Southern rock, and Tanjung Balai. From the analysis Typology Klassen in the East Coast region of North Sumatra Province indicates 1 (one) area that belonged to fast forward and fast-growing (quadrant I), namely Medan, three (3) areas that are in the advanced class but depressed region (quadrant II ) is Deli Serdang, Serdang Bedagai, and Binjai. There are four (4) areas that are in the category of regions emerging / developing (quadrant III) is Asahan District, Coal, Labuhan Batu Regency North and South Labuhan Batu district, and 4 (four) regions including depressed region / lagging ( Quadrant IV) is Langkat, High Cliff State and Tanjung Balai and Labuhan Batu district. Penulis memiliki adik perempuan bernama Nelza L. Bono dan adik laki-laki bernama Boy Bajamaro. Penulis memiliki seorang suami bernama Kurniawan Putra SH, dan seorang anak perempuan bernama Kirana Shanum. Jenjang pendidikan formal yang ditempuh penulis adalah pada tahun 1999 lulus Sekolah Dasar dari SD Negeri 101900 Lubuk Pakam, tahun 2002 lulus dari SLTPN 1 Lubuk Pakam, dan tahun 2005 lulus dari SMUN 1 Lubuk Pakam. Kemudian penulis melanjutkan studi S1 di Universitas Negeri Medan jurusan Pendidikan Ekonomi program studi Tata Niaga dan berhasil lulus tanggal 31 agustus 2009 dan mendapat gelar S.Pd. Pada 7 Desember 2009 dinyatakan lulus penerimaan CPNS di Kota Medan untuk formasi Guru Ekonomi SMA dan ditempatkan di SMA NEGERI 1 MEDAN dan Mulai bekerja sebagai Guru Ekonomi sejak April 2010 sampai dengan sekarang. The panel regression analysis; Common Effect, Fixed Effect and Random Effect; is used to analyze the effects of government expenditure, investment, and natural resources toward regional disparity in North Sumatera in 2010-2019. This research also uses Product Moment Correlation and Regression Curve Estimation to find out the correlation between the disparity and economic growth. The result of the study shows that the level of regional disparity in North Sumatera Province is very high. Government expenditure, natural resources significantly affect the regional disparity, whereas the investment does not significantly affect the disparity. The correlation between the growth economy and regional disparity indicates a very weak negative correlation. Thus, the data cannot be used to explain the correlation between economy growth and development disparity in North Sumatera Province in 2010-2019. Keywords: Economy Growth, Regional Disparity 1.

However, the obstacles that occur in eradicating narcotics crimes in a criminology perspective, among others, are the limited police personnel, the breadth of work area, and the difficulty of support from the community. Moreover, the Labuhan Batu Regency area is so vast that it takes a large amount of money so that eradication is carried out completely to the source. In the meantime, the policy that has been implemented, among others, is that if the perpetrators are children, then their cases are handed back to their parents, and if their parents are gone then they are handed over to the rehabilitation center.

Dany Juhandi1, Ardian Elonard Purba2 {[email protected]} Politeknik Wilmar Bisnis Indonesia, Indonesia1, 2 Abstract. Fruit commodity is one of the most imported agricultural commodities. However, the government did not pay enough attention to agricultural policies for this commodity. Farmers also prefer to plant food and plantation commodities. Meanwhile, increasing consumption of fruits creates opportunities for farmers and the government to meet domestic demand. It increases due to the consumption factor of the population. Fruit consumption is currently showing an increasing trend because public awareness to consume fruits continues to increase. To meet domestic demand, the fruit market is filled with imported fruits. We need an appropriate development plan for fruit commodities which has an impact on regional economic development. This study aims (1) to analyze potential fruit commodities in North Sumatra, (2) to analyze specialization and localization of fruit commodities, and (3) to analyze priority fruit commodities in North Sumatra. The research methodology used in this paper is quantitative descriptive using secondary data from 2017- 2018. The results of the study show that (1) each district in North Sumatra has a very varied fruit commodity base, (2) there are no districts in North Sumatra that specialized in producing certain fruit commodities, (3) the priority fruit commodities are still monotonous. Planning of fruit commodities development has not been specialized so that the objectives of regional economic development based on horticultural commodities are difficult to achieve. Climate change is one of serious threats to the agricultural sector. In North Sumatra Province, climate change is characterized by shorter rainy season with higher rainfall. To overcome such climate change, it is necessary to provide irrigation that can accommodate excessive rain water and distribute it in times of shortage. Therefore, changes in rainfall will not be too influential on productivity. This is especially important for plants that need a lot of water like rice. To analyze the influence of irrigation in North Sumatra Province, the data were collected from 27 regencies/cities in 2011 – 2015 and were analyzed using a Simple Linear Regression analysis model. The estimation results show that irrigation can push the productivity variances. The irrigation regression coefficient of - 0.133432 shows that each increase of irrigation area by 1% will decrease the productivity variation by 0.13 tons/ha.
