Melanie Carina Schmoll, PhD Israel in summer 2021 – the end of the pandemic seems to be near. Israel opens up, almost all mask requirements are cancelled, international travel groups are welcome and even the individual guests are allowed to travel to the Holy Land with almost no restrictions. It seems Israel is back in pre-pandemic times. But it is not the same country anymore. Some fundamental changes have happened over the last few weeks. When, in March 2021, the Israelis had to vote again for the Israeli Parliament, the Knesset, it was for the fourth time within two and a half years. The outcome was almost the same as the three times before. Benjamin Nethanyahu, Israel´s long-time prime minister, won most of the seats with his Likud party. As the State of Israel is a parlamentary democracy the executive branch or the government draws its authority from the Parliament (the legislative branch) and needs its confidence. Therefore, the prime minister is not decided directly by the voters but depends instead on a process of bargaining among the various fractions elected to parliament.     OSW Commentary CENTRE FOR EASTERN STUDIES NUMBER 341 23.06.2020 www.osw.waw.pl Ultraorthodox Jews in Israel – epidemic as a measure of challenges Marek Matusiak In Israel as in other countries, when the COVID-19 epidemic surfaced it exacerbated the existing divi- sions and tensions in society. A group that came under severe attack from the public was the Jewish Ultraorthodox population (the Haredi). This was due to disregard on the part of certain ultraorthodox groups of the restrictions imposed in response to the epidemic and an exceptionally high infection rate in that community – as much as 70% of cases recorded from February until May this year affected members of that community.1 This non-conformity with the regulations by some Haredi (in fact a distinct minority) resonated broadly because it was an element of a decades-long heated dispute over the state’s approach towards the group and its place in Israeli society. Over the years, the issue has repeatedly caused severe shockwaves (including collapse of government coalitions). The stance adopted by the Haredi during the initial phase of the epidemic provided critics of the Haredi with new arguments that they are de facto a law unto themselves, and as a result are becoming increasingly socially and politically problematic. While COVID-19 cannot be expected to significantly change the subjects under debate, the arguments used in the debate, or the balance of power, it will make the dispute even more complex than before the epidemic and lead to greater polarisation. This will further complicate Israel’s efforts to meet challenges posed by the rapid increase in the community’s population.

DEVELOPMENT OF THE BANKING SYSTEM Israel possesses a well­developed banking system, evidenced by the fact that bank deposits constitute some 60 per cent of the money supply. Apart from one or two banks founded in the period of the Ottoman Empire (such as, for example, the Bank Leumi Le­Tsrael B.M., formerly the Anglo­Palestine Bank Ltd.), most of the banks now functioning in Israel were established during the British Mandate. During this period, some dozens of banks were founded; but the economic crises which hit Palestine during the Abyssinian War and again at the outbreak of World War II, resulted in the liquidation of many of the smaller, and the strengthening of the more solid, institutions. The Banking Ordinance, 1921, which ifxed the legal basis of bank operations, was amended several times and the changes were eventually consolidated in the Banking Ordinance, 1941, which is still in force to­day. The Ordinance provided, inter alia, that no banking business might be conducted without a permit from the High Commissioner, that the minimum approved nominal capital of a bank be £P. 50,000, the minimum paid­up capital be £P.25,000; and that all banks submit a monthly report to the Financial Secretary on their assets and liabilities. The Ordin­ ance also imposed on all banks the obligation to publish an annual balance sheet and a profit and loss account. The High Commissioner appointed a Controller of Banks and an Advisory Committee for Banking. With the creation of the State of Israel, the powers exercised by the High Commissioner under the Banking Ordinance were transferred to the Minister of Finance, and the control over banking activities was vested in the Department of Bank Control, a partofthe Ministryof Finance A new Advisory Committee for Bank­ ing was appointed by the Minister of Finance; its function was to consider problems relating to the activities of the banking system and to submit its recommendations to the Minister.

    INSS Insight No. 242, February 20, 2011 The Changing of the Guard in the IDF Giora Eiland The much-publicized conflict between the Minister of Defense and the outgoing IDF Chief of Staff, as well as the drama surrounding the appointment of the new Chief of Staff, diverted public attention from the critical question of the state of the IDF today compared to its state four years ago, when Gabi Ashkenazi assumed Israel's highest military post. Five points are particularly noteworthy. First of all, the past four year period has been among the most peaceful the country has ever known. The northern border, the West Bank, and in fact all of Israel’s borders – including the Gaza Strip region since Operation Cast Lead – were calm sectors with few incidents. While it is true that there are external explanations for the calm, there is no doubt that the quality of the IDF’s activity and operational discipline contributed to this state of affairs. Second, by virtually every known parameter, the army’s preparedness has improved dramatically. Reservists are training more, and their training is of better quality. The army has undertaken major re-equipment processes. The frequency of drills and exercises of the upper echelons has increased, and operational plans, some of which were buried deep in the drawer when the Second Lebanon War broke out, have been reformulated and brought up to date so that they are ready for implementation. Third, the IDF’s five year program, "Tefen," is now entering its fourth year. Unlike the past, it is actually progressing according to plan – and to budget.

The structure of the banking system and its scope of activity Israel has a highly developed banking system. At the end of June 2009, there were 23 banking corporations registered in Israel, including 14 commercial banks, two mortgage banks, two joint-service companies and five foreign banks. Despite the spate of financial deregulation in recent years, the Israeli banking sector still plays a key role in the country’s financial system and overall economy. It is also highly concentrated – the five main banking groups (Bank Hapoalim, Bank Leumi, First International Bank, Israel Discount Bank and Mizrahi-Tefahot Bank) together accounted for 94.3% of total assets as of June 2009. The two largest groups (Bank Leumi and Bank Hapoalim) accounted for almost 56.8% of total assets. The sector as a whole and the large banking groups in particular are organised around the concept of “universal” banking, in which commercial banks offer a full range of retail and corporate banking services. Those services include: mortgages, leasing and other forms of finance; brokerage in the local and foreign capital markets; underwriting and investment banking; and numerous specialised services. Furthermore, until the mid-1990s, the banking groups were deeply involved in non-financial activities. However, a law passed in 1996 forced the banks to divest their controlling stakes in non-financial companies and conglomerates (including insurance companies). This development was part of a privatisation process which was almost completed in 2005 (with the important exception of Bank Leumi).
