Hamas: Background and Issues for Congress December 2, 2010 Congressional Research Service https://crsreports.congress.gov R41514 Hamas: Background and Issues for Congress Summary This report and its appendixes provide background information on Hamas, or the Islamic Resistance Movement, and U.S. policy towards it. It also includes information and analysis on (1) the threats Hamas currently poses to U.S. interests, (2) how Hamas compares with other Middle East terrorist groups, (3) Hamas’s ideology and policies (both generally and on discrete issues), (4) its leadership and organization, and (5) its sources of assistance. Finally, the report raises and discusses various legislative and oversight options related to foreign aid strategies, financial sanctions, and regional and international political approaches. In evaluating these options, Congress can assess how Hamas has emerged and adapted over time, and also scrutinize the track record of U.S., Israeli, and international policy to counter Hamas. Hamas is a Palestinian Islamist military and sociopolitical movement that grew out of the Muslim Brotherhood. The United States, Israel, the European Union, and Canada consider Hamas a terrorist organization because of (1) its violent resistance to what it deems Israeli occupation of historic Palestine (constituting present-day Israel, West Bank, and Gaza Strip), and (2) its rejection of the off-and-on peace process involving Israel and the Palestine Liberation Organization (PLO) since the early 1990s. Since Hamas’s inception in 1987, it has maintained its primary base of political support and its military command in the Gaza Strip—a territory it has controlled since June 2007—while also having a significant presence in the West Bank. -

Giora Eiland and Ambassador Martin Indyk addressed a Policy Forum luncheon at The Washington Institute. General Eiland is former head of the Israeli National Security Council and currently a senior researcher at the Institute for National Security Studies in Tel Aviv. Ambassador Indyk directs the Saban Center for Middle East Policy at the Brookings Institution. The following is a rapporteur’s summary of their remarks. GIORA EILAND Within the Israeli-Palestinian conflict lies a paradox. Although the two-state solution is well known and widely accepted, and although there is international consensus regarding the need for it, little progress has been made to that end. This means that neither side desires the solution nor is willing to take the necessary risks to move forward and come to an agreement. Ultimately, the most the Israeli government can offer the Palestinians -- and survive politically -- is far less than what any Palestinian leadership can accept. As such, there is a gap between the two sides that continues to widen as the years go on. In many aspects, the current situation is worse than it was eight years ago. In 2000, there were three leaders who were both determined and capable of reaching an agreement: U.S. president Bill Clinton, Israeli prime minister Ehud Barak, and Palestinian leader Yasser Arafat. That type of leadership is missing today. In addition, while the two sides enjoyed a reasonable level of security, cooperation, and trust in 2000, the subsequent intifada has created a completely different situation on the ground today. -

Israel-Turkey relations had already been broken after Israel’s offensive in Gaza between December 2008 and January 2009. Turkey voiced strong disapproval of this attack, which killed more than a thousand civilians. When, at the 2009 Davos Summit, Turkey’s then Prime Minister Recep Tayyip Erdoğan and Israeli President Simon Peres sat on the same panel, Erdoğan criticized Peres severely for his country’s offensive in Gaza, accusing Israel of conducting “state terrorism” and walked out of the panel. But diplomatic relations were still in place between the two countries until the Mavi Marmara flotilla crisis of May 2010. The Mavi Marmara was a humanitarian aid vessel that aimed to break the sea blockade on Gaza. While it held both Turkish and non-Turkish activists, the initiative was organized by a Turkish humanitarian aid organization (İHH, İnsani Yardım Vakfı) and the vessel carried the Turkish flag. Israel did not allow the vessel to reach Gaza’s port and İHH refused to dock in the Ashdod port, consequently, the Israel Defence Forces (IDF) raided the flotilla, killing nine people of Turkish origin and one American Turkish citizen. -

Drawing on Bourdieu’s Field Theory, Even Zohar’s Polysystem Theory and DeLanda’s Assemblage Theory, it constructs a model capable of dynamically describing the life cycle of border-crossing books, from selection and production to marketing, sales and reception. This life cycle is driven and shaped by individual position-takings of book market actants, and by their complex interaction and continual evolution. The thesis thus develops an understanding of the book market and its actants that deliberately resists static or linear perspectives, acknowledging the centrality of complex interaction and dynamic development to the analysis of publishing histories of translated books. The theoretical component is complemented by case studies offering empirical insight into the model’s application. Each case study illuminates the theory from a different angle, creating thereby a composite picture of the complex, essentially unmappable processes that underlie the logic of the book market. The first takes as its subject the British publishing history of crime writer Liza Marklund, as well as its wider context, the Scandinavian crime boom. -

The analysis reveals that the viewpoints of U.S. official sources were overrepresented in news coverage and framed the conflict overall in a neutral -
Israel's Investigation of Alleged Violations of The
Israel’s Investigation of Alleged Violations of the Law of Armed Conflict Israel is well aware of allegations of violations of international law during Operation Protective Edge (hereinafter: the 2014 Gaza Conflict). Israel reviews complaints and other information suggesting IDF misconduct, regardless of the source. Moreover, Israel is committed to investigating fully any credible accusation or reasonable suspicion of a serious violation of the Law of Armed Conflict,1 and in fact its policy of carrying out investigations goes beyond its obligation under international law. In 2010 the Government of Israel created an independent public commission of inquiry headed by retired Israeli Supreme Court Justice Jacob Turkel and observed by international legal experts (the “Turkel Commission”), whose mandate included an assessment of Israel’s mechanisms for examining and investigating complaints and claims regarding alleged violations of the Law of Armed Conflict. The Turkel Commission reviewed Israel’s investigations systems, including the military system of justice — which includes a multi-stage process directed by Israel’s Military Advocate General (the “MAG”), Military Courts, civilian oversight by the Attorney General of Israel, and judicial review by the Supreme Court of Israel — in light of the “general principles” for conducting an effective investigation under international law: independence, impartiality, effectiveness and thoroughness, and promptness.2 Following a careful and comprehensive review, the Turkel Commission concluded in 2013 -

(USA) Online ISSN: 2249-460x & Print ISSN: 0975-587X Measuring Public Opinion Regarding Peaceful Solution of Palestine Issue: An Experimental Study of University Students in Pakistan, Iran and United Arab Emirates By Muhammad Asim Government Postgraduate College Asghar Mall, Pakistan Abstract- This study aimed to measure public opinion in the Pakistan, Iran and United Arab Emirates regarding peaceful solution of Palestine issue Data (N=276) was collected from two universities, one postgraduate college and one degree college in Pakistan, two universities in Iran and two universities in United Arab Emirates. Although, Pakistan and Iran have theocratic environment and we got anti-Israel replies but there were 77 Pakistani and 41 Emirati students who presented their rational views about peaceful solution of this conflict. There is a brief debate on One-State Solution, Two-States Solution, Three-States Solution and the status of Jerusalem. The plan of forming union among the territories of Israel and Palestine, single currency and Rail-Road plan for secular transportation from one region to another is also discussed in this study. During comparing such public opinion with other previous international proposals for resolving this issue, recommendations from the author are presented in the last.
