INSS Insight No. 242, February 20, 2011 The Changing of the Guard in the IDF Giora Eiland The much-publicized conflict between the Minister of Defense and the outgoing IDF Chief of Staff, as well as the drama surrounding the appointment of the new Chief of Staff, diverted public attention from the critical question of the state of the IDF today compared to its state four years ago, when Gabi Ashkenazi assumed Israel's highest military post. Five points are particularly noteworthy. First of all, the past four year period has been among the most peaceful the country has ever known. The northern border, the West Bank, and in fact all of Israel’s borders – including the Gaza Strip region since Operation Cast Lead – were calm sectors with few incidents. While it is true that there are external explanations for the calm, there is no doubt that the quality of the IDF’s activity and operational discipline contributed to this state of affairs. Second, by virtually every known parameter, the army’s preparedness has improved dramatically. Reservists are training more, and their training is of better quality. The army has undertaken major re-equipment processes. The frequency of drills and exercises of the upper echelons has increased, and operational plans, some of which were buried deep in the drawer when the Second Lebanon War broke out, have been reformulated and brought up to date so that they are ready for implementation. Third, the IDF’s five year program, "Tefen," is now entering its fourth year. Unlike the past, it is actually progressing according to plan – and to budget. -

Chapter one: the background and roles of Shadow Cabinet As with most other components of the Australian political system, Shadow Cabinet evolved from an informal process in the British Parliament. From the mid-nineteenth century in Britain, a distinct and organised opposition began to emerge; a leadership group to coordinate its strategy soon followed.1 In the latter half of that century, the Shadow Cabinet became a recognised entity within British politics, though British academic D.R. Turner notes that ‘its use was still limited and its full potential unrecognised’.2 Over time, the Shadow Cabinet slowly solidified its position in the British system, marked most notably in 1937, when the position of Leader of the Opposition began to carry a salary.3 This same development, however, had already taken place in Australia, 17 years earlier, following an initiative of Prime Minister Billy Hughes.4 As academic, Ian Ward notes, this remains the only formal recognition of Shadow Cabinet in Australia; shadow ministers’ salaries are set at the same rate as backbenchers, but they are usually given an allowance—around one-fifth of that allocated to ministers—for researchers and other staff.5 In this chapter, I briefly examine the evolution of the British Shadow Cabinet and how that has impacted the Australian equivalent. I then examine the three roles most commonly ascribed to the British Shadow Cabinet and discuss the extent to which they are evident in the modern Australian Shadow Cabinet. These roles are: organising the Opposition, providing an alternative government and serving as a training ground for future ministers. -

Israel Elections 2019 Update September 10, 2019 With no party succeeding in forming a government following the elections that took place in Israel in April, 2019, a brand new election will now take place next week, on September 17. JFNA is pleased to present the following backgrounder summarizing what has occurred, and what may happen in the coming weeks and months. JFNA has also prepared a background briefing on why a second round of elections are taking place – which can be seen here, as well as a paper on how Israeli elections work. Elections: Round Two Perhaps the most crucial take away from the backgrounder papers (linked above) is that in practice, Israeli elections have two “stages.” The first - the actual elections - occurs when the population elects the 120-members of Israel’s parliament, the Knesset. Those are the national elections, but once the results of these elections are known, we don’t always have a clear picture of who will lead the country. This only occurs during what we can call a “second stage” when a potential prime minister seeks to form a governing majority coalition of at least 61, from among those 120 newly elected MKs (represented through their parties). September 2019’s theme: Mergers In the months that have passed since second elections were called, there has been little, if any, debate about policy or major issues of substance; or even discussions about personality. Instead, the focus has been on tactics, strategy and coalition building. So, in many ways, the September 2019 look like a redo of the elections that took place in April. -

The prime minister has not yet finalized a new position for seven of his close supporters most of whom were ministers in his recent cabinet. A significant portion of the posts have not yet been filled, leaving responsibility for budgets worth tens of billions of shekels to last-minute horse trading. "It's stuck with some of the ministries. Netanyahu has yet to reach a deal with Yoav Galant, Ze'ev Elkin, Nir Barkat, Gila Gamliel, Tzipi Hotoveli, David Amsalem and Avi Dichter," Likud officials said. The former Shin Bet chief told his associates: "Such disrespect is not shown only to me, but spits in the face of 130,000 Likud officials who elected me to the top 10 of the Likud." Blue & White leader Benny Gantz agreed to the delay in order to give Netanyahu more time to allocate cabinet posts to those Likud members, a joint statement said. -

May 20 Ceasefire in Israel
Ceasefire in Israel May 21, 2021 After more than 11 days of fighting, a ceasefire, agreed to by both sides, seems to be holding. Here are the main updates for today: Ceasefire • A ceasefire came into effect at 2:00am Israel time early Friday morning (7:00pm Thursday night ET) following more than 11 days of intense fighting between Israel and Hamas and other terror groups in Gaza. • Around 11:00pm Israel time, the Prime Minister’s Office announced that the security cabinet had unanimously agreed to a "mutual and unconditional cessation of hostilities.” Hamas also agreed to the ceasefire terms. • Egypt brokered the agreement, with considerable help from the United States government, including President Biden’s personal involvement. • Hamas claims that the agreement includes guarantees by Israel that it will not evict the Arab tenants in the Shiekh Jarrah property dispute, and that it will remove police from the Temple Mount. Israel strongly denied that this is part of the agreement. • Hamas continued to fire rockets into Israel after the ceasefire was announced, but since 2:00am, when the ceasefire formally came into effect, there have been no violations of the agreement. • Israel has said it is ready to retaliate significantly if Hamas breaks the truce; and IDF troops remain in position along the border. • Defense Minister Benny Gantz said that "the reality on the ground will determine the continuation of the campaign…quiet will be met by quiet…The defense establishment continues its readiness to protect Israeli citizens." • Ayelet Kaufman, the sister of slain IDF soldier Hadar Goldin whose body is believed to be held by Hamas in Gaza, expressed the family’s dismay that the ceasefire did not include the return of her brother’s remains - and other captives. -

Robert Wexler, President News Excerpts December 4, 2020 Times of Israel Katz to Meet with Gantz in Bid to Stave off Elections A day after giving preliminary backing to a bill to dissolve the Knesset and call early elections, Defense Minister and Blue & White leader Benny Gantz said that he would meet with Finance Minister Israel Katz (Likud) next week in a last-ditch effort to try and avoid elections. “Finance Minister Israel Katz has reached out to Benny Gantz, requesting a meeting to present a budget for 2020-2021. The two are expected to meet next Sunday,” Gantz’s spokesperson said. Blue & White and Likud are reportedly using the time until a final vote to seek a compromise to avert elections, though most analysts believe Israel will return to the ballot box between March and June. If the Knesset dissolution bill isn’t ultimately approved, the government has until 12/23 to pass a 2020 budget or the government will fall and elections will automatically be scheduled for March 2021.
