Edgar Hoover’s Federal Bureau of Investigation “smashing” a communist sleeper cell in Boston, Alfred L. Werker’s 1952 docudrama Walk East on Beacon looks at first much like any other Red-baiting Hollywood production of the McCarthy era. On closer inspection, the movie offers us a keen insight into the Hollywood/Washington power nexus during the Cold War. Recently declassified documents reveal that the FBI’s top brass not only helped to inspire Walk East on Beacon but also to cast and market the film. More intriguingly, America’s most powerful military Cold War think tank, the RAND Corporation, was at the heart of the movie’s screenplay. Hollywood scriptwriter Leo Rosten worked as a part-time adviser on social sciences for RAND and based key elements of his plot for Walk East on Beacon on top-secret RAND projects, principally the military uses of satellites and computers. -

Reporting Facts: Free from Fear or Favour PREVIEW OF IN FOCUS REPORT ON WORLD TRENDS IN FREEDOM OF EXPRESSION AND MEDIA DEVELOPMENT INDEPENDENT MEDIA PLAY AN ESSENTIAL ROLE IN SOCIETIES. They make a vital contribution to achieving sustainable development – including, topically, Sustainable Development Goal 3 that calls for healthy lives and promoting well-being for all. In the context of COVID-19, this is more important than ever. Journalists need editorial independence in order to be professional, ethical and serve the public interest. But today, journalism is under increased threat as a result of public and private sector influence that endangers editorial independence. All over the world, journalists are struggling to stave off pressures and attacks from both external actors and decision-making systems or individuals in their own outlets. By far, the greatest menace to editorial independence in a growing number of countries across the world is media capture, a form of media control that is achieved through systematic steps by governments and powerful interest groups. This capture is through taking over and abusing: • regulatory mechanisms governing the media, • state-owned or state-controlled media operations, • public funds used to finance journalism, and • ownership of privately held news outlets. Such overpowering control of media leads to a shrinking of journalistic autonomy and contaminates the integrity of the news that is available to the public. Since the 1980s, Western scholarship on modern Chinese history has moved away from the narrative of a tradition-bound Middle Kingdom reacting to the dynamism of Japan and the West. A “China-centered” view of modern Chinese history has by now become standard, much to the benefit of historical research.1 In more recent years, Anglophone scholarship on Central Asia has increasingly assumed a comparable orientation, combining indigenous and imperial sources to recenter modern Central Asian history around Central Asian actors. David Brophy’s Uyghur Nation: Reform and Revolution on the Russia-China Frontier, the culmination of a decade of research, represents a major advance in this regard. In a wide- ranging study, Brophy carefully reconstructs the interplay of local elites, intellectuals, community, and state from which the contemporary Uyghur nation emerged: a Uyghur- centered view of modern Uyghur history.2 On the basis of extensive archival, published, and manuscript sources, Brophy has written the fullest and most convincing account to date of the twentieth-century development of the Uyghur national concept. Synthesizing intellectual and political history, he puts persuasively to rest the frequent assertion that modern Uyghur identity was imposed from above by Soviet bureaucrats and passively adopted by its designated subjects. Brophy demonstrates that the Uyghur national idea, and the bureaucratic reification of that idea, emerged from complex negotiations between proto-Uyghur elites and intellectuals, ethnographers of various backgrounds, and Soviet officials on the local and national level. -

The 2014 Sony Hack and the Role of International Law
The 2014 Sony Hack and the Role of International Law Clare Sullivan* INTRODUCTION 2014 has been dubbed “the year of the hack” because of the number of hacks reported by the U.S. federal government and major U.S. corporations in busi- nesses ranging from retail to banking and communications. According to one report there were 1,541 incidents resulting in the breach of 1,023,108,267 records, a 78 percent increase in the number of personal data records compro- mised compared to 2013.1 However, the 2014 hack of Sony Pictures Entertain- ment Inc. (Sony) was unique in nature and in the way it was orchestrated and its effects. Based in Culver City, California, Sony is the movie making and entertain- ment unit of Sony Corporation of America,2 the U.S. arm of Japanese electron- ics company Sony Corporation.3 The hack, discovered in November 2014, did not follow the usual pattern of hackers attempting illicit activities against a business. It did not specifically target credit card and banking information, nor did the hackers appear to have the usual motive of personal financial gain. The nature of the wrong and the harm inflicted was more wide ranging and their motivation was apparently ideological. Identifying the source and nature of the wrong and harm is crucial for the allocation of legal consequences. Analysis of the wrong and the harm show that the 2014 Sony hack4 was more than a breach of privacy and a criminal act. If, as the United States maintains, the Democratic People’s Republic of Korea (herein- after North Korea) was behind the Sony hack, the incident is governed by international law. -

Written evidence submitted by East Turkistan Government in Exile (XIN0078) The East Turkistan Problem and How the UK Should Address it East Turkistan Government in Exile The East Turkistan Government in Exile (ETGE) is the democratically elected official body representing East Turkistan and its people. On September 14, 2004, the government in exile was established in Washington, DC by a coalition of Uyghur and other East Turkistani organizations. The East Turkistan Government in Exile is a democratic body with a representative Parliament. The primary leaders — President, Vice President, Prime Minister, Speaker (Chair) of Parliament, and Deputy Speaker (Chair) of Parliament — are democratically elected by the Parliament members from all over the East Turkistani diaspora in the General Assembly which takes place every four years. The East Turkistan Government in Exile is submitting this evidence and recommendation to the UK Parliament and the UK Government as it is the leading body representing the interests of not only Uyghurs but all peoples of East Turkistan including Kazakhs, Kyrgyz, Uzbeks, and Tatars. More importantly, the ETGE has submitted the first ever legal complaint to the International Criminal Court against China and its officials for genocide and other crimes against humanity. We would like the UK Government to assist our community using all available means to seek justice and end to decades of prolonged colonization, genocide, and occupation in East Turkistan. Congress faces important questions about what sort of relationship the United States should have with China and how the United States should respond to China’s “rise.” After more than 30 years of fast-paced economic growth, China’s economy is now the second-largest in the world after that of the United States. With economic success, China has developed significant global strategic clout. It is also engaged in an ambitious military modernization drive, including development of extended-range power projection capabilities.
