UNFPA Whitewash: Forced Abortion in China PRI Staff / November 1, 2001 Population Research Institute (PRI) has obtained a copy of a letter sent from the Executive Director of the United Nations Population Fund (UNFPA), Thoraya Ahmed Obaid, to the US Secretary of State, Colin L. Powell. The letter, dated 19 November 2001, falsely claims that information presented by PRI to members of the US Congress regarding UNFPA-supported abuses in China is untrue.1 Visit to China PRI investigators this September visited a county in Southern China where UNFPA claims coercion does not exist. In Sihui county, Guangdong province, they obtained testimony from victims of a UNFPA-funded family planning program who had suffered forced abortion, forced sterilization and destruction of homes and property at the hands of local officials. They presented this evidence at an October 17 hearing of the House International Relations Committee, along with further evidence linking these abuses to the UNFPA. In their opinion, based on interviews with two dozen women, coercion in Sihui county is as bad today as it ever has been. The UNFPA sought to counter PRI’s on-the-ground investigation of UNFPA-funded family planning programs by carrying out its own in-house review. A delegation of UNFPA employees and associates was hastily organized and sent to China in October. The seven- and-a-half page “mission report” produced by that delegation describes visits with Chinese officials in Beijing, Guangzhou, Sihui county, and Hubei Province, all of whom — not surprisingly — denied -

This work is licensed under the Creative Commons Attribution International License (CC BY). http://creativecommons.org/licenses/by/4.0/ Abstract In post-colonial India the female foeticide, a practice evolved from customary female infanticide of pre-colonial and colonial period, committed though in separate incidents, has made it almost a unified wave of mass murder. It does not fulfil the widely accepted existing definition of genocide but the high rate of abortion of legitimate girl-foetus by Indian parents makes their crime a kind of group killing or genocide. The female foeticide in post-colonial India is not a modern phenomenon but was also prevalent in pre-colonial India since antiquity as female infanticide and the custom continued in the 19th century in many communities of colonial India, documentation of which are widely available in various archives. In spite of the Act of 1870 passed by the Colonial Government to suppress the practice, treating it a murder and punishing the perpetrators of the crime with sentence of death or transportation for life, the crime of murdering their girl children did not stop. During a period of five to ten years after the promulgation of the Act around 333 cases of female infanticide were tried and 16 mothers were sentenced to death, 133 to transportation for life and others for various terms of rigorous imprisonment in colonial India excluding British Burma and Assam where no such crime was reported. -

In order to understand the religion, one must thoroughly examine and interpret the context surrounding a topic in Hinduism.1 Context sensitivity is nec- essary in understanding the role of gender and power in Indian society, as an exploration of patriarchal values, religious freedoms, and the daily ideologies as- sociated with both intertwine to create a complicated and elaborate relationship. The act of sati, or widow burning, is a place of intersection between these values and therefore requires in-depth scholarly consideration to come to a more fully adequate understanding. The controversy surrounding sati among religion schol- ars and feminist theorists reflects the difficulties in understanding the elaborate relationship between power and gender as well as the importance of context sen- sitivity in the study of women and gender in Hinduism. -

The Regulatory Model of Abortion in China through a Feminist Lens* 1 Weiwei Cao Hunan University, China Abstract A medical, surgical termination of pregnancy is the only means of avoiding an unplanned and unwanted birth when contraception fails. Access to safe and afford- able abortion is therefore essential to satisfy women’s rights to health and the exercise of control over life choices. Restrictive law is usually considered as the main cause of abortions performed in illegal and unhygienic clinics, which could be health- or life-threatening. Thus, many feminists argue that women’s reproductive health and rights would be promoted by establishing a less restrictive regulatory model of abortion. By examining the Chinese abortion law, this paper aims to analyze whether it is liberal and if so, how it satisfies women’s rights to health and re- productive self-determination. While the law looks unrestrictive, in reality it fails to serve this purpose and instead facilitates the state’s manipulation of female fertility. Since the regulation of abortion in China is significantly determined by the state’s policy-making in relation to population, an in-depth analysis of the connection be- tween regulation and policy is given to indicate how the state imposes the burden of achieving its population goals on women. In addition, to further scrutinize how women’s rights to health and reproductive decision-making are violated by the im- plementation of abortion law in practice, this paper offers a discussion on the Chinese-style practice of family planning. Finally, feasible proposals are made for reformulating the Chinese regulatory model, so it can protect women’s health and reproductive rights from the state’s coercive involvement and can promote women’s access to adequate medical and state support. -

It has been widely perceived that Chinese people usually do not consider abortion morally problematic and that they think a human life starts at birth. As a part of a bigger research project on Chinese views and experiences of abortion, this article represents a revisionist historical account of Chinese moral perspectives on abortion and foetal life. By presenting Buddhist and Confucian views ofabortion, traditional Chinese medical understandings offoetal life, the possible moral foundation ofa 'conservative' Confucian position, and some historical features ofabortion laws and policies in twentieth century China, this paper shows that blanket assumptions that the Chinese view of abortion has always been permissive are historically unfounded. As in the present, there existed different and opposing views about abortion in history, and many Chinese, noi only Buddhists but also Confucians, believed that deliberately terminating pregnancy is to destroy a human life which starts far earlier than at birth. The current dominant and official line on the subject does not necessarily accord with historical Chinese values and practices. ) Man [sic] has in fact no past unless he is conscious of having one, for only such consciousness makes dialogue and choice possible.
