Community Planning and Development:

 Village Planner – Kildeer for 23 years, staff assistance on plan review, Glen Ellyn and Fox Lake. Past acting director of planning for Glen Ellyn, Villa Park, Lombard (twice), Winfield and Wheaton.

 Homer Glen, – Preparation of the first Comprehensive Plan for a newly created municipality with approximately 23,000 persons. Lead professional responsible for environmental, recreation, open space and transportation components and participant in structuring overall land use plan, key person interviews, meetings with a diverse advisory group and public hearing.

• Fox Lake, Illinois — Comprehensive plan update with sub-area plans for historic downtown, US 12 corridor, waterfront redevelopment and long range plan for redevelopment of mined areas to build upon unique recreational and tourism resources. Facilitator for three workshops with Village officials on planning and urban design. Conducted workshops for Plan Commission on the role and authority of the Commission, site plan review and developer negotiations, downtown and historic district design guidelines, and cluster housing and sustainable development.

• East Dubuque, Illinois – Comprehensive plan update with sub-area plans for historic downtown and a linear park along the Mississippi River. Policy priorities for the sequence of development for efficient infrastructure extensions and re-use of a vacant casino were a part of the plan. Guidelines for development on steep and erodible slopes and establishment of environmental corridors were key components of a related stormwater management master plan.

• Village of Addison, Illinois — Comprehensive Industrial Revitalization Plan for 363 acre industrial park with total project improvement costs of approximately 22.7 million dollars.

• Elk Grove Village, Illinois — Comprehensive industrial/commercial revitalization plan for five square mile area, including transportation, land use, urban design, marketing, management, private facility improvement program, detailed budget identifying cost, timing, and institutional factors for all programs and elements involving $25 million dollars in controllable funds.

• Elk Grove Village, Illinois — Comprehensive residential enhancement program incorporating $10 million dollars of improvements which would touch every residential street in the Village as well as incorporating landscaping and design improvements for school and public works sites and a new public plaza.

• McHenry, Illinois — Update of comprehensive plan for rapidly growing McHenry County community on the Fox River.

• Clinton, Illinois — Comprehensive Plan for rural center along major expressway.

• Galena Territory Association, JoDaviess County, Illinois –– Preparation of a Long Range Plan for this planned resort and second home community east of Galena. Plan recommendations included: expanded community center with new meeting, hobby and exercise facilities and a new indoor pool; improvements to Lake Galena watershed management, docks, play grounds and marina; trail enhancements and expansion; open space and wild life management plans; expanded indoor arena and exterior support facilities for the Shenandoah riding center; and policies relative to septic systems, rental unit densities and architectural guidelines.

• JoDaviess County, Illinois — Preparation of first zoning ordinance and advisory services for preparation of the Comprehensive Plan adopted in the spring of the year 2,000.

• Peoria County, Illinois — Comprehensive Land Resource Management Plan and seven sub-area plans incorporating extensive public/agency involvement program.

• Valley Improvement Association, Belen, New Mexico — Master development plan for not-for-profit corporation representing 20,000 property owners of 70,000 lots in Valencia County, south of Albuquerque including major updates in 1978, 1985, 1990, 1995 and year 2000, including housing and economic development strategies.

• West , Illinois — Update of City's Comprehensive Plan with extensive public input through three rounds of meetings with six subcommittees. Assistance in solicitation and selection of developer for transit oriented development within downtown TIF district.

• Winfield, Illinois — Village Planner, Comprehensive Plan update and ongoing zoning and development review services, amendment of Zoning Ordinance and Zoning Map and preparation of Town Center Plan.

• Glen Ellyn, Illinois — Acting Director of Planning and Development; Facilitator for preparation of development plan for Baker Hill area; update of Zoning Ordinance; Consultant on downtown parking standards and signage; consultant to Architectural Review Commission; amendment of downtown bulk regulations including extensive public involvement and opinion survey from slide program; evaluation of house/lot bulk regulations applicable to tear down and infill development.

• Oswego, Illinois — Facilitator for downtown plan including redevelopment proposals, entry and streetscape design, river front park and design guidelines for facade improvements on historic Main Street.

• Glen Ellyn, Illinois — Comprehensive review of downtown bulk regulations leading to adopted zoning, text and map amendments. Extensive public involvement including survey of esthetic preferences on cable TV. Comprehensive public signage program for historic downtown and design of new parking lots. Advisor to Architectural Review Commission and Plan Commission in evaluation of downtown development projects. Assisted in conceptual design forRoosevelt Road (IL 38) streetscape improvements. • Streetscape Design, Village of Earlville, Illinois — Preliminary design for streetscape and facade improvements for three blocks within the downtown; prepared preliminary design alternatives and accompanying illustrations for recommended improvements.

• West Chicago, Illinois — Streetscape design conceptual design of station in historic architectural theme, sesquicentennial park, entry treatments and assistance with transit oriented development.

• Itasca, Illinois — Urban design plan and streetscape design; 1992 Illinois Municipal Project of the Year Award by APWA and "Illinois Municipal Review".

• Lombard, Illinois — Comprehensive urban design plan; preliminary and final design for streetscape improvements for the TIF district; advisor on assemblage, planning and development resulting in approximately 400 market rate apartments within walking distance of commuter rail station; facade improvement program; streetscape design.

• Mount Prospect, Illinois — Facade improvement concepts for more than three dozen projects, plus facelift for historic rail station and streetscape design.

• River Relocation and Memorial Boulevard Extension — Project Coordinator for the development and evaluation of alternatives for realigning two rivers in downtown Providence, Rhode Island to create a lineal recreational system and to stimulate and enhance private development, while solving serious transportation problems through construction of a scenic boulevard; this is a $35,000,000 joint state and city project with strong public support and endorsement from the historic preservation community; funding commitments were secured, and project is in the implementation stages.

• Wheaton, Illinois — Preparation of Comprehensive Plan Update, including Central Area component and site plans for five special study areas; preparation of design guidelines as basis for new historic district.

• Kuwait City, Kuwait — Land use plan and urban design for Mirqab area to include housing for 30,000 persons and commercial facilities tying into town center; concept planning and economic feasibility for $50,000,000 mixed use recreational, commercial and residential complex in Hawalli District.

Also prepared design review guidelines for new non-residential development and plan for traffic calming in northeast neighborhood if the plans for the golden triangle were implemented.

• Milwaukee, Wisconsin — Redevelopment plan for the historic Schlitz Brewery area adjacent to the city's downtown including evaluation of adaptive reuse potentials for 19th century industrial buildings and preparation of an overall plan and development strategy including urban design guidelines.

• Flossmoor, Illinois — Preparation of facade improvement and signage plan as a part of the downtown improvement program.

• Fox River, Illinois — Coordinator for evaluation of land use impacts of five new bridge crossings of the Fox River in Kane County including input to an Environmental Impact Statement and Socioeconomic Technical Report.

• Illinois High Speed Rail Program — Project Manager for public involvement, land use, socioeconomic and environmental evaluation of high speed rail service from Chicago to St. Louis.

• Illinois Route 62/Route 31 Congestion Mitigation Study — Land use, socioeconomic and environmental resource components of the evaluation of alternatives which included widening of existing routes through Algonquin and new alignments including a new bridge of the Fox River.

• Illinois Route 22 — Environmental Assessment of land use, culture resource and socioeconomic impacts of widening eight-miles of this strategic regional arterial.

• Providence, RI, I-195 Improvement Alternatives EIS 4(f), 6(f), and 106 Evaluation — Coordinating Consultant and Facilitator for the development and evaluation of alternatives for reconstruction of a five-mile section of I-195 through downtown Providence; key issues related to impacts to economic development, tourism and historic districts and properties of national significance.

• Grand Rapids, Michigan South Beltline Study — Project Manager for public involvement, agency coordination, land use and socioeconomic analysis of transportation alternatives within 24-mile-long corridor.

• Strategic Regional Arterial Study — Project Director for development, land use, pedestrian, bicycle and aesthetics evaluation of improvement alternatives for ten corridors in the Chicago Metropolitan Region, ranging in character from urban routes, such as Lake Shore Drive, to rural highways in urbanizing areas, such as Lake, Kane, DuPage and Will Counties.

• Kent County, Michigan — Project Manager for environmental assessment, including aesthetic considerations, and public/agency involvement for a new 3.2-mile county road including a 1,200-foot river crossing structure; project underway.

• Providence, Rhode Island Rail Relocation — Project Planner responsible for growth projections, absorption rates and analysis of their impacts on recycling and new development within the downtown area, a National Register District; responsible for directing Environmental Impact Statement, 4(f) and 106 documentation; $100,000,000 of public improvements are currently under construction, with approximately 3,000,000 square feet of private sector office space projected for completion by the year 2000.

• Franconia Notch State Park — Revised park master plan, activity area site plans, scenic parkway and landscape design for nine miles of I-93.

(The above are the only two locations in the United States where deviation from interstate standards was allowed by an act of Congress to achieve environmental compatibility.)

• U.S. 321, North Carolina — Advisor on public involvement, historic resources and scenic highway design in the evaluation of alternatives for a mountainous bypass, crossing the Blue Ridge Parkway or upgrading the existing highway that serves the primary commercial corridor of the tourist community of Blowing Rock.

• Traverse City, Michigan — Director of public involvement and advisor on highway location and design for evaluation of alternate bypass routes to relieve congestion through the downtown and along a scenic waterfront.

Recommendations addressed: access and circulation to high school campus; pedestrian and bicycle network linkages; access consolidation; geometric improvements; traffic calming to reduce traffic through adjacent neighborhoods; zoning changes; and streetscape design.

• Illinois Route 62/Route 31 Congestion Mitigation Study — Land use, socioeconomic and environmental resource components of evaluating alternatives which include widening of existing routes through Algonquin and new alignments including a new bridge over the Fox River.

• Grand Rapids South Beltline — Project manager for socioeconomic, land use and development impact analysis for highway improvements in 24-mile-long corridor, including extensive public/agency involvement program; alternatives included

• Providence, Rhode Island River Relocation — Special consultant for the development and evaluation of alternatives for Memorial Boulevard extension, including relocation and redevelopment of two rivers for recreational and economic development purposes in the city center.

• Providence, RI, I-195 Improvement Alternatives EIS 4(f), 6(f), and 106 Evalua- tion — Coordinating consultant and facilitator for the development and evaluation of alternatives for reconstruction on new alignment of a five-mile section of I-195 through downtown Providence; key issues related to impacts to economic development, tourism, historic districts and redevelopment of 45 acres of abandoned right-of-way through the center of the city, including a lineal park along the city's waterfront.

• SRA Programs 3 and 5, Chicago Metropolitan Area — Project Manager for evaluation of land use, pedestrian and community impacts associated with improvement of twenty four arterial highways as part of the Strategic Regional Arterial program in the Chicago metropolitan area.
