About the authors Lisa Schipper is a Senior Scientist and co-leader of the Reducing Climate Risk research theme at the Stockholm Environment Institute, currently based in the office in Davis, and previously at the Asia Centre in Bangkok. Lisa is the co-editor of the Earthscan Reader on Adaptation to Climate Change (2009, with Ian Burton) as well as an IPCC Lead Author in the Fifth Assessment Report (2014). The Nepal Foresters’ Association is the only professional organization representing foresters of Nepal. It promotes sustainable forest management in Nepal and provides scientific expertise in forestry, biodiversity and issues relating to natural resource management. WWF Nepal is one of the country offices of the World Wildlife Fund, the world’s leading conservation organization working in 100 countries for nearly half a century. Michael D. Pido is the Vice President for Research & Extension and concurrently Director of the Center for Strategic Policy and Governance, Palawan State University, Philippines. He has an MSc in Rural Resources and Environmental Policy (University of London, UK) and a PhD from James Cook University of North Queensland in Australia. Manuel “Nong” C. Rangasa is known as the Community Adaptation Practitioner and Chairman and Executive Director of Local Climate Change Adaptation for Development (LCCAD) Inc. He advocated for the early passage of two laws, Republic Act 9729 (Climate Change Act of 2009) and Republic Act 10121 (Philippine Disaster Risk Reduction and Management Act of 2010). He previously served as the Project Manager of the United Nations Millennium Development Goals Achievement Fund 1656: Albay Demo Joint Programme between the Government of the Philippines (GOP), Government of Spain (GOS) and the United Nations Development Programme (UNDP). He conceptualized for the establishment of the Climate Change Academy for LGUs in the Philippines. He is a member of the Philippine negotiators to the United Nations Framework Convention on Climate Change (UNFCCC). Bach Tan Sinh is the Director of the Department of S&T Human Resource Policy and Organization, National Institute for Science and Technology Policy and Strategy Studies (NISTPASS), Ministry of Science and Technology of Vietnam. He has more than twenty years of experience in policy analysis and governance in science, technology, environment and development in Vietnam. Vu Canh Toan is a researcher working at the National Institute for Science and Technology Policy and Strategy Studies (NISTPASS), Ministry of Science and Technology of Vietnam, since 2008. Nguyen Duy Can is the Dean of the College of Rural Development, Can Tho University, Vietnam. Assistance to provide accessible, affordable, and quality public services to the communities: - Health clinics are built/upgraded at commune and districts levels to meet the local needs for healthcare that had been voiced by the local people themselves; and - Expanded and improved kindergarten services for children of women migrant workers, sharing the burden of unpaid care work and contributing to realising the social rights of this neglected group of women in urban areas. 2. Literacy classes that do not simple teach the locals, particularly ethnic minority people, to read, write, and make calculations; but also give them knowledge to improve their livelihoods and paving the road to enhancing their voice and participation in demanding quality public services. II. ACTIVITIES AND THEIR IMPACTS 1. Literacy classes open doors to better opportunities for local and ethnic minority people In January 2019, Supporting Programme for Development (SPD) of LRP12 conducted two Reflect literacy classes for a target group of over 40 illiterate women and youths in Nam Dao and Nam Ninh villages, Nam NDir commune. These classes were organised in collaboration with the People’s Committee Education and Training Department, and Women Union of Krong No district. Figure 1: The opening ceremony of the literacy classes This series of literacy classes respond to the fact that illiteracy rate in Krong No districts is very high. According to the findings of the CSP VI baseline study by ActionAid in 2018, about 13% of the respondents (majorly Dao and M’nong ethnic minority people) had never attended school/class and were illiterate.

It is large (3071 km2) and deep (80% of its area is 800-1200 m) where channels opening to the Pacific Ocean are entrenched. Its annual fishery production of 26,000 MT in 1994 slightly decreased to 20,000 MT in 2004. During the same 10-year period, catches of higher order, predatory fishes decreased and were replaced by herbivores and planktivores. Scombrids such as tunas and mackerels composed 51-54% of total harvest. Of the 480 fish species identified in the gulf, 131 or 27% are seaweed-associated or these fishes have utilized the seaweed habitat for juvenile settlement, refuge, breeding and feeding sites. The seaweeds occupy solely distinct beds (e.g., Sargassum) or overlap with seagrass and coral reef areas. About half of all fishes (49.6% or 238 species) are coral reef fishes. The most speciose fish genera are Chaetodon (19 spp.), Lutjanus (18 spp.), Pomacentrus (17 spp.) and Siganus (14 spp.). Among them, Siganus (Siganids or rabbitfishes) is the most speciose, commercially-important genus contributing 560 mt-yr-1 to the total fishery production, including about 60 mt siganid juvenile catch.

INTRODUCTION Geologic characteristics and natural features are determinants of development. In the Philippines, where topographic variation is apparent, the level of development can be associated with the physical characteristics of an area. The pace of economic growth may be hampered as environmental processes and phenomena brought about by topographic variations pose as constraints and limitations to development initiatives in the different parts of the country. This study takes off from the influence of geography on disasters as environmental phenomena that influences the course of development. It focuses on the province of Albay and how it rises to the challenge of its geography which, because of its location and geologic character, rendered it vulnerable to risks and hazards brought about by disasters. Purposely, the study will review the institutional creation and reforms and the policies and strategies formulated for all sectors that aimed to address the negative impacts of the disasters and the vulnerability of the communities in the province.

Twelve sampling sites included 10 intertidal and 2 sub- tidal sites. Fifty-five species (29 chlorophytes, 10 phaeophytes and 16 rhodophytes) were identified. The number of species collected was high near the mouth of the gulf and low along the coast within the gulf. The presence of species and their abundance as well as their biomass were significantly dif- ferent between sampling periods that covered northeast (NE) and southwest (SW) monsoons (p 0.04, α = 0.05). Biomass decline could be attributed to senescence of the large phaeophytes that contributed more than 30% to total biomass. Clustering of the intertidal sites using the frequency data showed that they are separated into northern and southern groups with a few exceptions, which are under the influence of SW and NE monsoons, respectively. The Shannon diversity index was high in the sites exposed to strong waves and currents and low in embayment. I. About the SIte The province of Albay is located in the Bicol Region in Luzon (one of the three island groups in the country). Its capital is Legazpi City. Mayon Volcano is the symbol most associated with the province. This nearly perfectly-shaped active volcano forms a scenic backdrop to the capital city of Legazpi 15 kilometers to the south. Geography. Albay province is located in the southern part of Luzon. The province is bounded by the Lagonoy Gulf and Camarines Sur on the north-northwest; the Pacific Ocean on the east; the province of Sorsogon on the south; and the Burias Pass on the southeast.
