The petition was initiated and circulated by the National Association of Consumer Advocates (“NACA”), National Consumer Law Center on behalf of its low-income clients (“NCLC”), Americans for Financial Reform , National Consumers League , Consumer Action, Public Citizen, U.S. PIRG, and Consumer Federation of America.
