I made this milieu my career as I have an intense yearning to stand in service of the general community, - more specifically the rural communities in South Africa. Practical engagement in this field also taught me that democracy goes hand in hand with urbanisation and, if not countered, the pauperisation of rural districts. The result of this is impoverishment and increasing unemployment. I see concerned "local economic development" as one of the only instruments through which rural communities can master themselves and so contribute to the economic development of smaller towns and platteland areas, thereby also contributing towards emotional growth arid human dignity. Professor Jeff McCarthy (1996) of the Centre for Development and Enterprise (CDE) suggested that there is a danger that many of South Africa's small towns -like Victoria West in the former 'white' platteland - could "atrophy", leading to politically polarised and economically unstable conditions, not to mention lost opportunities for growth, development and racial reconciliation. 1 https://etd.uwc.ac.za/ In the words of the CDE research: "Some of the most creative thinking about the future of small towns emanates from local institutions of civil society within certain small towns. But this response is uneven and what is achieved is seldom published or shared with small towns elsewhere in the country." (Tomlinson, 2002: 1). These conclusions also apply to local economic development in the Northern Cape; in fact it motivated the research for this thesis. Local authorities' main objective - to deliver affordable infrastructure and services to the population it serves - cannot be sustained unless economic development initiatives are given high priority. However, small-town local authorities find it difficult to understand economic development imperatives and to secure development funding from the various government sources. The question therefore arises, whether there are alternative grassroots-based economic development conduits and arrangements, and how local authorities can relate to them. As we shall demonstrate in this study local authorities need to divide their attention between service delivery and development promotion, differentiating clearly between infrastructural and economic development initiatives. 2 https://etd.uwc.ac.za/ 1.2 Role oflocal authorities This study focuses on the role of local authorities In the economic development planning of small towns. In South Africa local authorities are expected to deliver basic services to their constituents and to contribute to the economic development of the community. During the years of apartheid, local authorities mainly concentrated on "white areas", where local economic development projects were first initialized. This resulted in a situation where "non-European" communities were seen as more "affixtures to developed 'towns"'. Naturally, the (European) suburbs and industrial areas, seen from a local government management viewpoint developed into elite areas with high quality infrastructure. To counter those trends, the South African Constitution, Act 108 of 1996, states in para 153 that "A municipality must a) structure and manage its administration and budgeting and planning process to give priority to the basic needs of the community; and to promote the social and economic development of the community"; and that it should b) participate in national and provincial development programmes. In the language of the 1998 White Paper: "One of the strengths of working together with local citizens and partners is that it recognises the linkages between development, delivery and democracy". Building local democracy is a central role of local government, and municipalities should develop strategies and mechanisms (including, but not limited to, participative planning) to continuously engage with citizens, business and community groups.

    Paper Number: 3492 MARKET DEVELOPMENT AND SUPPORT OF MINERAL BASED SMME’s IN THE NORTHERN CAPE PROVINCE Modiga, A., Rasmeni S.K., Mokubedi, I., and Auchterlonie, A Small Scale Mining and Beneficiation Division, Mintek, Randburg South Africa [email protected] For some time the South African government has been advocating the advancement of Small, Medium and Micro-sized Enterprises (SMMEs) through the prioritisation of entrepreneurship as the catalyst to achieving economic growth, development and self-sustainability. Mintek has undertaken a project that is aimed at supporting the SMMEs in the mining industry by researching the semi-precious gemstone mineral potential in the Northern Cape Province. The project provided training on safe mining methods and the beneficiation of the mineral resources through value-addition programmes (stone cutting and polishing as well as jewellery manufacturing) by the establishment of centres in the province. This will encourage a level of poverty alleviation in this region through the creation of employment in the small scale minerals, mining and manufacturing sector. Preliminary field investigations show that certain communities, especially in the Prieska and surrounding area, mine various types of semi-precious gemstone. Of notable importance are tiger’s eye deposits in the Prieska area, Griekwastad and Niekerkshoop. Mining is mainly seasonal and these miners lack appropriate tools and machinery to conduct mining efficiently. Most of the communities are characterised by low literacy levels and the miners have no access to financing or credit from formal financial institutions for them to finance their operational requirements. The lack of a formal or established market for the semi-precious stones such as tiger’s eye results in the exploitation of miners.

    Section B:Section Profile B:Northern District HealthCape Province Profiles 14 Northern Cape Province John Taolo Gaetsewe District Municipality (DC45) Overview of the district The John Taolo Gaetsewe District Municipalitya (previously Kgalagadi) is a Category C municipality located in the north of the Northern Cape Province, bordering Botswana in the west. It comprises the three local municipalities of Gamagara, Ga- Segonyana and Joe Morolong, and 186 towns and settlements, of which the majority (80%) are villages. The boundaries of this district were demarcated in 2006 to include the once north-western part of Joe Morolong and Olifantshoek, along with its surrounds, into the Gamagara Local Municipality. It has an established rail network from Sishen South and between Black Rock and Dibeng. It is characterised by a mixture of land uses, of which agriculture and mining are dominant. The SLM is one of eight local municipalities that make up the Pixley Ka Seme District Municipality (PKSDM). The proposed WEF site is comprised of Farm 103, Portion 5 (Nelspoortjie Farm), which is located ~ 10 km east of the town of Copperton, and ~35 km south-west of Prieska. Tony Barbour Environmental Consulting was appointed by Savannah Environmental to undertake a specialist Social Impact Assessment (SIA) as part of an Environmental Impact Assessment (EIA) process. This report contains the findings of the SIA. DESCRIPTION OF THE PROPOSED WIND ENERGY FACILITY The proposed Garob WEF would consist of up to 58 wind turbines and associated infrastructure, with a total generation capacity of ~ 140 MW. An area of ~ 5520 ha has been identified for the establishment of the required wind turbines. The turbines would have hub heights of ~120 m, and rotor diameters of ~120 m. Based on the information provided by Savannah the proposed Garob WEF would consist of the following components: ~ 58 wind Turbines with a total generating capacity of up to 140 MW; Foundations to support the turbine towers; Underground cables between turbines; A substation within the development site; New 132 kV overhead power line (Figure 1.3).

    No. 23 Debating land reform, natural DECEMBER resources and poverty 2006 Management of some commons in southern Africa: Implications for policy CASS/PLAAS Commons Southern Africa Doreen Atkinson, Michael Taylor and Frank Matose Profound transformations in communal land tenure systems are taking place in parts of southern Africa that have resulted from decades of interventions, particularly the shrinking of the commonage through capture of extensive tracts of lands by private interests. Some policies have been into place that envisage improved management of common rangeland resources through privatisation. However, empirical evidence is lacking as to what extent these may have been successful. Traditional management systems in communal areas have been broken down to the extent that many of them are now more characteristic of open access systems. An alternative to meeting the challenge of managing resources in common rangelands is to develop community-based rangeland resource management systems that build on the strengths of traditional management approaches. Therefore a call is made on the use of indigenous knowledge systems and empowering communities to manage their rangeland resources, in order to prevent open access and promoting improved rangeland management and more sustainable livelihoods.     Phase 1 Heritage Impact Assessment for two agricultural pivot localities on the farm Gladiam (Kloof 143), Niekerkshoop, NC Province. Report prepared by Paleo Field Services PO Box 38806 Langenhovenpark 9330 12 September 2019 Summary A Phase 1 Heritage Impact Assessment was carried out following the unlawful commencement of listed activities (rectification in terms of Section 24G of NEMA) on the farm Gladiam (Kloof 143), NC Province. Gladiam is located within the Asbesberge mountain range, approximately 30 km north of Prieska and 10 km south of Niekerkshoop. The affected areas include one 5ha site designated Kleinloof and one 5ha site designated Diamantgat. Visibility of outcrop was very limited given the generally low topography terrain and presence of a well-developed superficial (agricultural) overburden at Kleinkloof and Diamantgat. Both sites have been severely degraded by previous farming activities (pivots). Investigation of the landscape immediately surrounding the sites suggests that potential impact on in situ Stone Age archaeological material, graves, rock engravings, prehistoric structures or historically significant building structures older than 60 years within the study areas was most probably low. Both sites are not considered to be palaeontologically or archaeologically vulnerable and are assigned a rating of Generally Protected C (GP.C). 2 Introduction A Phase 1 Heritage Impact Assessment was carried out following the unlawful commencement of listed activities (rectification in terms of Section 24G of NEMA) involving two separate agricultural pivots on the farm Gladiam (Kloof 143), NC Province (Fig. 1). The survey is required as a prerequisite for new development in terms of the National Heritage Resources Act 25 of 1999.
