There were a number of media people invited to the dinner and after­ dinner entertainment in honor of Chancellor Schmidt on December 5, who were not submitted by this office, nor checked through anyone on my staff:

Of course, I have no objection to having as many members of the press as possible invited to social functions -- it is a definite plus for the President and Mrs. Ford. And I recognize many of the above are diplomatic correspondents for their organizations and were invited because of that.

But I feel that there needs to be more coordinating of press whose names have been suggested by other offices to receive invitations. It seems to me that my office should be part of that coordinating procedure.

As an example of what might have been alleviated by such a procedure is a problem that arose with the invitation to Henry Trewhitt. His name was apparently submitted by someone who did not know that he left Newsweek several months ago, inasmuch as his invitation was sent to that office. Newsweek, in turn, called my office to remind us fle is now with the Baltimore JllllL(of which we are fully aware) since they thought we were responsible for the invitation. This sort of thing makes everyone look bad, and could have easily been prevented had we been informed of his he':Hig._ invited before the invitation was sent. / Page 2

Also had I known that so many press people were being invited beyond the normal list that this office submitted, I would have been more insistent on extending invitationsto several representatives of the German press. The West German Embassy here, as you know from talking to Ed Savage, was quite disturbed by not having any German reporters invited.

It is my understanding that the procedure for press invitations not submitted by this office is that they would be passed by me before an invitation is extended. This is not intended in any way as a veto measure, but as a checking procedure to ensure fair and equitable treatment of the press (of course allowing flexibility depending on the occasion), and also to detect and solve problems that might arise.

I also would like to have two or three invitations to each dinner for editors, publishers, and columnists, in addition to those for the White House press who cover here daily. This is a vital area that needs to be included in the social occasions and I hope we can work something out.

Also I want to confirm the understanding we made after the Schmidt dinner which is that 2 or 3 correspondents from the country of the guest will be invited to all future state dinners.
