INTRODUCTION Matt Mead was sworn in as Wyoming's 32nd Governor on January 3, 2011. Born in Jackson, Wyoming, Governor Mead was raised on the family ranch in Teton County. He has a law degree from the University of Wyoming and a BA degree from Trinity University in San Antonio. The Governor has served as a county and federal prosecutor, practiced in a private firm, and served as United States Attorney for Wyoming from October 2001 to June 2007. After he stepped down as U.S. Attorney, Matt and his wife Carol, the First Lady, returned full time to operating their farming and ranching business in southeast Wyoming. Since taking office, the Governor has put a focus on economic growth, a state energy strategy, consolidation of government services, supporting local government and enhancing infrastructure, and creating additional access to high-speed broadband. Governor Mead continues to travel to communities around the state to hear from residents in the places where they live and work. He maintains an open door policy in his office at the Capitol Building. Representing the interests of the state, the Governor also serves in regional and national leadership roles. He serves on the Council of Governors and the Natural Resources Committee of the National Governors Association. He is also co-chair of the State and Federal Sage Grouse Task Force, which brings together federal officials and representatives of 11 western states for a regional conservation effort. Matt and Carol have been married 23 years. In an attack that police officials described as an assassina- tion, Officer Familia was fatally shot in the head with a gun that had been stolen in Charleston, West Virginia, four years earlier.1 Less than a month earlier on the other side of the country, a UPS driver in San Francisco shot and killed three co-workers and injured two others using a gun that had been stolen in Utah. The shooter was also armed with a gun that had been stolen in Napa County, California.2 Stolen guns pose a significant risk to community safety. Whether stolen from a gun store or an individual gun owner’s collection, these guns often head straight into the illegal underground gun market, where they are sold, traded, and used to facilitate violent crimes. Gun theft is not a minor problem in the United States.

The original art will become the property of the Wyoming Game and Fish Department and added to the permanent public display at the Headquarters Office in Cheyenne. The Wyoming conservation stamp originated in 1984 as set forth in Wyo- ming state statute. Each person licensed to hunt or fish in Wyoming, with minor exceptions, must purchase a single conservation stamp, which is valid for one year. Money from the sale of conservation stamps is deposit- ed in the Wyoming Game and Fish Department’s Wildlife Trust Account. The body of this account may not be spent, but the interest accrued is used for habitat acquisition and improvement, non-consumptive use of wildlife and nongame projects. As of 2020, the physical, paper conservation stamp no longer fulfilled stat- utory requirements for hunting and fishing; the stamp is collectible only. The printed stamp is known as the “Collectible Conservation Stamp.” This collectible stamp has no legal authority for hunting and fishing licensing requirements. Game and Fish still requires a conservation stamp for any- one in the field, per licensing requirements. This field-valid conservation stamp is only offered as digital/electronic and is sold only through Game and Fish license selling agents and the Game and Fish website.
