The UAV represents a new, cost effective and more environmentally responsible approach to aerial reconnaissance and geophysical survey work. In addition, this report includes not only aerial but also ground, maritime, submarine, and satellite unmanned systems. Over 1,000 companies, organizations such as educational, research, development and testing and economic development organizations are included covering 100 different categories. An index is provided which places companies in various categories. The majority of companies included are component, materials, and subsystems equipment suppliers but also includes companies providing services, consulting, training, publishing, and other infrastructure suppliers. It is essentially a complete source of information on unmanned systems. Since there is no market study on all the unmanned systems types, a Foreword is included in the report which is taken from the latest version of the DOD Roadmap on Unmanned Systems. This is the only estimate of the unmanned systems market available today. Even though the sequestration and recent budget cuts are now being implemented, the Roadmap does provide a good indication of market trends at least for the government markets. The data collected and included in this report has been obtained by Information Gatekeepers, Inc. (IGI) from the best sources available including tradeshows, conferences, publications, advertisements, press releases, and internet sources. The index of products has been prepared based on company descriptions provided. Placement of companies in the various categories has been assigned by IGI. -

That’s the question being asked at Westminster with MPs of all parties now concerned that the former Conservative Chief Whip at the centre of the Plebgate affair may have been the victim of a police conspiracy. The story has taken some pretty extraordinary twists and turns over the past year or so, but what does it all say about the force at large? In simple terms, can we trust our police? I’m joined now by the Policing Minister, Damien Green. Welcome. DAMIAN GREEN: Good morning. ANDREW MARR: Do you believe that there was a conspiracy in all of this? DAMIAN GREEN: Well the actual conspiracy is still being investigated (if there is one) by the Crown Prosecution Service … ANDREW MARR: 1 Indeed. DAMIAN GREEN: … so we don’t know yet and we will see what they say. ANDREW MARR: Yeah. DAMIAN GREEN: Clearly what happened when those three police federation reps came out of his meeting in Sutton Coldfield and, to put it mildly, said things that don’t seem to be borne out by the transcript of the meeting - that’s disturbing. ANDREW MARR: If Andrew Mitchell hadn’t listened to his wife and taped that meeting with serving police officers, he would be still hung out to dry. I mean that’s a very, very worrying thing for a lot of people. -

The Re-Professionalisation of the Police in England and Wales Simon Holdaway, Professor of Criminology, Nottingham Trent University Abstract In this article contemporary police claims to professional status are analysed and related to a new structure of police regulation in England and Wales. It is argued that the notion of the police as a profession is not new and, unlike police and academic commentary, analysis of this subject, should draw on sociological understandings of professions. The wider policy context within which claims to professionalisation are made is also considered. It is argued that a new, loosely-coupled system of regulation has been developed in England and Wales. Policing’s professional body, the College of Policing, is central to this regulatory framework that has placed government at a distance from constabularies and police representative associations. Finally, some of the consequences of the hybrid system are considered and benefits of the framework of analysis proposed are discussed. Introduction I suppose you could sum it all up by saying that in Britain certainly, and I have no doubt elsewhere, the time has come when the police are abandoning their artisan status and are achieving by our ever-increasing variety of services, our integrity, our accountability and our dedication to the public good, a status no less admirable than that of the most learned and distinguished professions (Mark, 1977). 1 The designation of the police as a profession is not a contemporary idea. During a period when he dealt with serious corruption in his force Robert Mark, Commissioner of the Metropolitan Police, argued that the 1970’s was a decade of change from artisan to professional police status. -

Print, broadcast and increasingly social media provide a running commentary (see for example, Blair 2007). Opinion polls routinely collect popular assessments of prime ministers while the ascendancy of ‘valence politics’ means such evaluations are increasingly salient to electoral choice (Clarke et al. 2009; Whiteley et al. 2013). Biographers find evaluation of prime ministerial performance an irresistible enterprise (Marquand 2011). But all too often such assessments of performance are idiosyncratic. Where evaluation employs any criteria, these are typically implicit and adrift of any underpinning theoretical framework. Comparisons, where offered, tend toward the casual rather than the systematic. This paper makes an early contribution to what will doubtless become a substantial literature evaluating David Cameron's premiership. Its broader contribution is towards the development of theoretically informed but empirically grounded assessments of performance which are explicitly attentive to the structural conditions in which UK prime ministers exercise their agency. The paper begins by reviewing existing models for evaluating the performance of UK prime ministers, principally those based on the approaches of Greenstein (2001) and Bulpitt (1986). The case is then made for an alternative framework which applies to the UK and then, in one of the paper’s original contributions, significantly develops Stephen Skowronek’s historical institutionalist analysis of the US presidency. -

It provides stakeholders with an opportunity to understand how the UAV, as a complete system, has been designed, assembled and will be operated in a safe and competent manner. Not only can it be used to create a safety argument to prove an extant system’s integrity, it can be used to identify weaknesses within a new system to allow further energy to be focussed upon the delinquent areas. The need for this approach is linked heavily to the UK’s civil UAV market and the vast growth which is forecasted to occur within it over the next two decades. The requirement is also driven by the extant minimal level of regulatory guidance available from within the UK’s CAA.
