From 1984 to 1992 worked in senior positions - chairman of the executive committee, first secretary, first deputy chairman of Tselinograd executive committee, chairman of the executive committee of Turgai region Council of People's Deputies, head of Turgai regional administration. In 1988 graduated from Alma-Ata Higher Party School, major – “Party and Soviet affairs“. Candidate of Political Science. Since 1993 till 2012 - Deputy Prime-Minister of Kazakhstan, Minister of the Agriculture of Kazakhstan, President of the International Fund "Integration-Celina", akim of Kostanai region. From January 2012 till May 2014 - deputy of the Senate. In May 2014, the President of Kazakhstan Nazarbayev’s Decree appointed akim of the Akmola region. Since 1971 - Secretary of Tselinograd Komsomol, instructor of agriculture department of regional party committee, second secretary of Astrakhan District party Committee. 1980-1999 years - Chairman of the District Executive Committee, Head of agriculture executive committee, deputy head of the regional industrial association for design, construction and operation of group systems for agricultural water supply, chief Nurinsk control group pipelines. Since 1999 till 2010 – manager of trust "Urban Water Channel", General Director of "Astana Water Channel". Since 2010 to present - Chairman of the National Chamber of Housing and Construction of the Republic of Kazakhstan. Since May 2005 - General Director of "Rodina Agrofarm". I.A. Sauer - Chairman of the "Meat Union of Kazakhstan" Association, Independent Director of JSC "National Company" Food Contract Corporation". Since 2011 honorary member of the Academy of Agricultural Sciences, emeritus professor of the S.Seifullin Kazakh Agro Technical University, and the only holder of the title "Outstanding alumnus" (2002), laureate of the A.I. Since 1977 - senior dispatcher of Kalinin farm of the Bulaevsky district, head of the MTM, chief engineer, first secretary of the Bulaevsky district Komsomol committee. 1986- 1997 - Vice Chairman, Chairman of RAPO of the Sokolovsky district. 1997-2003 - Deputy akim, akim of the Kyzylzhar district. 2003-2016 - first deputy chief of the department of agriculture and land relations of the North-Kazakhstan region, Petropavlovsk city, akim of the Esil district, akim of Mamlyut District of the North-Kazakhstan region, akim of the M. The centipede fauna of the Kostanay Region of Kazakhstan consists of 10 species from 6 genera, 4 families and 3 orders. Lithobius lucifugus L. Koch, 1862 is new to the fauna of Kazakhstan. Five species, Scutigera coleoptrata (Linnaeus, 1758), Lithobius forficatus (Linnaeus, 1758), L. crassipes L. Koch, 1862, Disphaerobius loricatus (Sseliwanoff, 1881), and Polyporogaster porosa (Sseliwanoff, 1881), as well as families Scutigeridae (genus Scutigera Lamarck, 1801) and Himantariidae (genus Polyporogaster Verhoeff, 1899) are recorded from the Kostanay Region for the first time. So far in 2013, at least 142 administrative fines have been imposed on 116 named individuals, some of whom have been fined up to five times, according to a list compiled by Forum 18 News Service. Fines have mostly been equivalent to either one or two months' average salary. Such fines, including fines for refusal to pay such unjust penalties, have been imposed on Protestants, Jehovah's Witnesses, Hare Krishna devotees and Muslims. In addition, nine fines were imposed on commercial booksellers and other traders. If people refuse to pay such fines - imposed against Kazakhstan's international human rights obligations - they can also be banned from leaving the country. The list of documented fines is incomplete as state authorities refuse to make information public. Fines for the "offence" of exercising a human right without state permission are still being imposed. At least 142 administrative fines have been handed down in Kazakhstan so far in 2013 on 116 named individuals (some of them up to five times) to punish them for exercising the right to freedom of religion, according to a list compiled by Forum 18 News Service.

The aim of the research is to carry out field and office work on conducting a sub-satellite survey on test sites of the Kostanay region of the Republic of Kazakhstan. Grain-sowing districts of the Kostanay region were selected as the objects of examination: Karabalyk, Fedorov, Mendykara, Uzunkol, Sarykol, Altynsarin, Kostanay, Denisov, Karasu, Taranov, Zhitikara, Auliekol, Kamysty, Naurzum. The determination of the reserves of productive soil moisture in the 0-100 cm layer by control points (100 points) carried out in the pre-sowing season of 2019 showed that the soils are characterized by satisfactory and, for the most part, insufficient moisture. The fields fixed in the coordinate system were evaluated by five indicators - pH, humus, nitrate nitrogen (N-NO3), mobile phosphorus (P2O5), and exchange potassium (K2O). Most of the soils examined had a soil solution reaction that was neutral or close to neutral. In terms of humus content, soils of the Karabalyk, Fedorov, Uzunkol and Sarykol districts had an average degree of availability, which exceeded the indicators of other districts of the Kostanai region and depended on the type of soil.

The Akmola region is the central region of the Republic of Kazakhstan, which, due to the rapid development of the capital Nursultan and its suburbs, has increased its anthropogenic load. Water resources of the region undergo gradual degradation due to pollution, overuse, climate change. The tasks set in the dissertation work are in the interests of the State Program for Water Resources Management of the Republic of Kazakhstan for 2014-2040 ”dated September 13, 2013. In the Program, the problem of water security in conditions of limited and vulnerable water resources is considered as a threat to the national security of the state. The state program aims to ensure water security of the Republic of Kazakhstan by increasing the efficiency of water resources management, the preservation of water ecological systems. The object of the study is "11 lakes of the Akmola region". The subject of the study is environmental factors that pose a threat to water security for water bodies of the Akmola region. For Kazakhstan the Millennium Development Goals are the long-term goals, which are closely related to the National Development Strategy “Kazakhstan-2030”. The problem of supply of population with drinking water is reflected in such national documents as the Conception of the Water Economic and Political Sector Development of the Republic of Kazakhstan until 2010, the Strategy for Industrial and Innovation Development of the Republic of Kazakhstan for 2003-2015, as well as the Water Code of the Republic of Kazakhstan. Kazakhstan carries out a systematic work on water supply and sanitation in the framework of the sectoral Program “Drinking water” and the National Program on Development of Rural Territories. Under these programs the construction and reconstruction of the water supply systems in urban and rural areas is carried out. For the next 10 years of the program implementation 115 billion tenge are planned to be allocated from the republican budget. At the same time the factors inhibitory to stable and successful programme implementation are the following: a high level of deterioration of water supply networks and units, insufficient development and equipment of the water pipes traffic departments, as well as insufficiency in reliable official data on the accessibility of drinking water to population of Kazakhstan.

    AEWA LESSER WHITE-FRONTED GOOSE INTERNATIONAL WORKING GROUP Doc: LWfG IWG 3.5 Date: 31.3.2016 3rd Meeting of the AEWA Lesser White-fronted Goose International Working Group 12-14 April - Trondheim, Norway Critical sites for the Lesser White-fronted Goose Introduction At the 2nd Meeting of the AEWA Lesser White-fronted Goose International Working Group in 2012, the Working Group decided to establish a list of sites critical for the conservation of the species. This list was updated slightly during the revision process for the AEWA International Single Species Action Plan for the Lesser White- fronted Goose. The updated list reflected in the latest draft of the revised Action Plan from July 2015 is attached below for ease of reference. The criteria adopted for the selection of the critical sites are as follows: a) sites critical for the conservation and recovery of the Lesser White-fronted Goose, which b) are also important for other migratory geese and waterbirds. Selection of priority sites for conservation action As a next step and in order to further streamline conservation efforts for the species, the list of sites needs to be reviewed by the Working Group – particularly in light of new monitoring and satellite-tracking data - and amended as necessary. In anticipation of the expected inclusion of the Eastern main population into a future revised version of the Action Plan, range states from the eastern flyway are also invited to add sites to the list in accordance with the criteria mentioned above. In addition, the Working Group is invited to select and agree on a maximum of ten sites to be targeted – in particular - for conservation action during the next inter-sessional period.
