The International Charitable Foundation “Alliance for Public Health” Announces a competitive selection of consultants providing services of organization and conduction of the exploratory and qualitative research of programs, projects and services in the field of HIV prevention and harm reduction targeting adolescents who have experience of using drugs (AUD) and their sexual partners.

The competition is conducted in the framework of the project “Underage, overlooked: Improving access to integrated HIV services for adolescents most at risk in ” (joint project of the International Charitable Foundation “AIDS Foundation East-West” (AFEW-Ukraine) and the International Charitable Foundation “Alliance for Public Health”, hereinafter – the Project) on work with adolescents, which is supported by Expertise France 5% Initiative.

The International Charitable Foundation “Alliance for Public Health” (Alliance) is a leading professional organization, which in cooperation with key non-governmental organizations, the Ministry of Health and other government bodies is fighting a number of epidemics, including HIV/AIDS and TB in Ukraine, manages preventive programs and provides high-quality technical support and financial resources to local organizations.

All these efforts are aimed at the achievement of the universal access to comprehensive services on HIV/AIDS in Ukraine and an effective response to the epidemic at the community level, based on the achieved results and best practices. As an independent legal entity registered in Ukraine since 2003 and after gaining the managerial autonomy since January 2009, the Alliance shares the same values and remains a member of the global partnership of the International Alliance on HIV/AIDS (International Charitable Organization, which unites 30 organizations from different countries, with a Secretariat in Brighton, the United Kingdom).

The mission of the Alliance is to reduce the spread of HIV infection and AIDS-related mortality,as well as diminishthe negative impact of epidemic through support of thecommunity action against HIV/AIDS in Ukraine and through a dissemination of effective services and approaches in Eastern Europe and Central Asia.

Overall goal of the project: The overall aim of the project is to contribute to lowering HIV rates among AUD and their sexual partners by improving access to quality HIV prevention, treatment and support services in urban and rural areas in Ukraine.

The targeted regions of the project: , , Kirovohrad, , Odesa, and (Donetsk region).

The targeted sites of the research1: Kyiv region: Bila Tserkva, Irpin, Brovary. Odesa region: Lymanskyi district, Berezovskyi district, Bilhorod-Dnistrovskyi district. Kharkiv region: , Pervomayskyi, , Mefera, Chuhuiev, . Kirovohrad region: Znamianka and its district (Subotsi, Bohdanivka, Dmytrivka), Oleksadnriia and its district (Nova Praha), Novoukraiinka. Poltava region: , , Gorishni Plavni, , Piriatyn, . Chernivtsi region: , , . Donetsk region: Lyman, Kramatorsk, Izum.

1Projects sites may vary from the noted list This competition is held with the aim of selection of 1-3 consultants for the organization and conduction of exploratory and qualitative research of programs, projects, interventions and services in the field of HIV prevention and harm reduction (hereinafter – the Study). The Study will include the following components:

 a secondary data analysis regarding the implementation of preventive programs, projects, interventions, and services in the field of HIV prevention and harm reduction orientated towards AUD and their sexual partners in urban and rural areas in Ukraine;  mapping of different services for young people in targeted areas, including preventative, consultative, informational, social, medical, cultural, etc;  a survey of service providers, including employees of HIV-service NGOs, state and municipal agencies, representatives of decision-making and funding government authorities, experts, etc;  a survey of adolescents who are clients of programs and projects;  a survey of AUD residing in urban and rural areas and their sexual partners who are not clients of programs and projects (according to the project regions and sites listed above).

Based on the results of the study, new interventions will be developed that will be aimed at HIV prevention and harm reduction among adolescents and young people aged 10-19 years who reside in urban and rural areas, and have experience of using illicit drugs and their sexual partners.

The number of survey respondents: no less than 700 interviews at project sites listed, 35 in-depth interviews, 14 focus groups (2 for each of the 7 program region) in 7 regions.

Terms of work performance: January – April, 2018

Main objectives of consultants:

1. Development of the protocol, instrumentation and study sampling. 2. Approval of the study Protocol by the ethics Committee. 3. Collection and secondary data analysis regarding the implementation in targeted areas of Ukraine of programs, projects, interventions and services in the field of HIV prevention and harm reduction. 4. Preparation of an analytical note on the results of the secondary analysis. 5. Organization and conduction of the survey of target groups. 6. Input and processing of the received data. 7. Data analysis and preparation of an analytical report (including drafting the recommendations on interventions required).

Consultants report to the Project Manager: Iryna Zharuk

General requirements to the consultants:  Experience of organization and conduction of studies in the field of HIV/AIDS, adolescents.  Experience in analytical activities, and data triangulation.  Ability to work in a tight schedule.  Ability to work in team of researches and coordinate personal activities with other consultants.  Commitment to fight AIDS and motivation to work.

Personal qualities: consultants must be ready for understanding, effective cooperation, fully share/perceive/support HIV prevention and harm reduction, have the ability to analyze and collate information/data, possess good communication skills, be proactive and clearly fulfil the tasks.

Consultants provide services and/or perform work according to the terms and time limits specified in a civil law contract. Payment will be conductedbased on the scope of services/ work performed. Payment will be differentiated and will depend on the results of the implementation of the main types of works, provision of services.
