FOREWORD
The District Census Handbook (DCH), compiled by the Census Organisa tion on behalf of the State Government, is one of the most valuable products t)f'the Census. The DCH is constantly referred to by planners, adminis trators, academicians and researchers. It is inter alia used for delimitation of constituencies, formulation of local JeveJ and regional plans and as an aid to district administration. The District Census Handbook is the only publica tion \\'hich provides Primary Censu5 Abstract (PCA) data upto village level f'Jf the rural areas and wardwise for each city or town. It also provides dat2. on i'-ifrastructurc and amenities in vill~ges and towns, etc.
The District Cen5us Handbook sCfies was initiated during the 1951 Census. It CC:-:Llined import~),nt census t:1hlcs 2i11d FC~. fer e9ch 'village and town of tL~ ~:Istrjct. Such new items of informal ion as adult literacy centres, primary hC3tth sub-centrc1i and communitv health workers in the 'Villa~e have been introduced ;,1 the vil1nge directorv '::vith this
obj::ctive in mind. The new item on approach to the vill'age is tl i have an idea, at:,:)ut the viHage~ in the district which are inaccessible. A new column, "total population and number of hOl:seholds" has been introduced to examine t}'e coirehtion of the amenities with the population and number of households tb(.y serve. Addition of two more appendices listing the villages where no a:mt;;nities are available and according to the proportion of Scheduled Caste and Scheduled Tribe population to the total popUlation, has also been made with this view in mind. The (ormat:-: of the town directory have also been modified to m:.:et tlIe lequi: cments of the MininmTIl Needs Programme by providing infollnation On ;l few new items. A new statement on civic ar'd other amenities in slums in O .tatement IV relating to civic and other amenities and adult literacy classes/ centres under educational facilities in statement Vare also added inter alia with this view. A significant addition is class of town in all the seven statem~l1ts of the town directory. The infrastructure of amenities in urban areas of the country can be best analysed by taking the cla~s of towns into consideration. The addition of the columns on civic administration status and population in a few statements also serves this purpose. The format of the Primary Census Abstract for the villages and towns has been formulated in the light of changes in the economic and other questioAS canvassed through the individual slip of 1981 Census. In order to avoid delay in publicatIOn of 1981 DCH selies, it has been so designed that Part A of the volume contains village and town directory and Part B, the PCA of villages and towns including the Scheduled Castes cind Scheduled Tribes PCA upto Taluk/Town level. At the beginning of the DCE, a detailed analytical note supported by a number of inset table:; b;:-lS',~d on PCA and non-census data in relation to the infrastructure has been intro duced to enhance its value. The district and taluk level maps depicting the boundaries and other important features have been inserted at appropriate places to further enhance the value of the publication. This publication is (t joint venture of the State Government and the Census Organisation. The data have been coHected and compiled in the State under the direction of Shri A. P. Muthuswami, l.A.S., the Director of Census Operations, Tamil Nadu on behalf of the State Goyernment which has borne the cost of printing. PREFACE It has been the tradition of the Government of Tamil Nadu to publish im mediately after each Census, a District Census Handbook separately for each District containing the census statistics, besides other valuable data of local im· portance for the use of the State Government, district administration, research scholars and other data users. The first series of District Census Handbooks were brought out immediately after the 1951 Census and the present publication after the 1981 Census is the fourth in the series. The data pr esented in this publication were collected during the census operations in February-March 1981, the reference date being 1st March 1981, The District Census Handbook consists of the following two parts. Part - A - Village and Town Directory ; and Part - B - Village and Townwbe Primary Census Abstract In Part - A, apart from certain major characteristics of the district in rela tion to economic resources like forestry, agriculture, industries, etc., information are also available regarding certain basic amenities like education, medical, drinking water, etc., in each village. Thi& volume relates to Part-B of the District Census Handbook. It con tains the district and viHage/towr,wise Primary Censu& Abstract and the P;imary Census Abstract for Scheduled Castes and Scheduled Tribe~. The d~strict Pnmary Census Abstract gives for each territorial unit upto taluk level III the case of rural a:'e:ls:J and upto the town level for urban areas occupied residential houses, households, the total population, the Sc!1eduled Caste and Scheduled Tribe population, literates and main worker~. The main workers are further categorbed into four broad groups, viz. Cultivators Agricultural Labourers, Hou~ehold Industry Workers and Other 'Yv-orkers~ Information is also furnished regarding marginal workers and non-wc:ker&. The village and townwlse Primary Census Abstract gives similar information for villages and wards of towns. With a view to help users to compile data relating to panchayats, break-up details are also given, wherever necessary in the village Primary Census Abstract. Besides, there is an Appendix which furnishes at urban block level the total populaIion and the Scheduled Caste and Scheduled Tribe population. In the 1981 Census, the definition of an urban unit is more or less the same as in the 1961 and 1971 Censuses but for some minor variations. The urban areas of 1981 Census are ;- (a) AU places with a Municipality, Corporation or Cantonment Board or Notified Town area (b) aU other places which satisfied the following criteria C) A minimum population of 5,000 (ii) At least 75 per cent of the male working population engaged in non-agricultural (and allied) activity (iii) A popUlation of atleast 400 per km2 (or one thousand per square mile). The above definition of urban area varies slightly from that of 1961 and 1971 Censuses in that the males working in activities such as fishing, logging, etc., were treated as engaged in non-agricutural activity and therefore contributed to the 75 per Ce;-,t criterion i,l the 1961 a'd 1971 censuses, whereas in the 1981 Census, these activities are treated ,!-S (in par with cultivation and agricultural labour for the purpose of this criterion. The rest of the are;;s not treated as urban are classified as rural areas. Urban Agglomeration: Urban Agglomeration is a new concept formed during 1971 Census and this replaces the concept of town group adopted in 1961 Census. An Urban Agglomeration may be explained as follows: ·,It must form a continuous urban spread constituting a town and its adjoining urban outgrowth or two or more physically contiguous towns together with continuous well recognised urban outgrowth, if any, of such towns." Census Houses. A Census house is a building or part of a building having a sep~rate main entrance from the road or common courtyard or staircase, etc., used or recognised as a separate unit. It may be occupied or vacant. It may be used for a residential or non-residential purpose or both. Household: A household is a group of persons, who commonly live together and would take their meals from a~ common kitchen, unless the exigencies of work presented any of them from doing so. SCheduled Castes/1?cheduled Tribes : . For the enumeration of Scheduled Castes and Scheduled Tribes in Census, the names of Scheduled Castes and Scheduled Tribes as recognised -in Tamil Nadu based on the Scheduled Castes and Scheduled Tribes Orders (Amendment) Act of 1976 (Centrel Act 108 of 1976) were followed. The enumerators were instructed to record a person as a Scheduled Caste/Scheduled Tribe provided the name given by the person was found in the list supplied to them. Literates: In 1981 Census, a literate W'$ defined as "a person who can both read and write with understanding in any languages ". A person who could merely read but cannot writ(" , W8S not a literate. It was not necessary that a person considered a literate must have received any formal education or have passed any minimum educational standard. • 12-s-1A 4 Work: Work has b,~en defined as participation in any economically productive activity. Such participation may be physical or mental in nature. Work involves not only actual work but also effective sup,;rvision and direction c>f work. Main workers and Marginal workers: A worker was identified with reference to a reference period preceding the census. The reference period prescribe,d was one year preceding the date of enumeration. Certain types of work such as agriculture, household industries like, gur making, etc., were carried on, either throughout the year or only during certain seasons or part of the year, depending on local circumstanances. In such cases, what we were concerned with, wa~; the broad time span of the agricultural s~asons preceding the ':numeration. Workers can be full time workers or seasonal workers or marginal workers. If a person has done any work during the rdcnnce period and if he had worked for the major part of the year i.e. if he had worked for 183 days or more, he was considered to be a full time worker (main worker). If a person had done any work during the reference period and if he has not worked the major part of the year i.e. ifhe had worked for les" than 183 days, he was considered to be a marginal worker. The main activity of workers has been classified into four categories, viz., CUItiV2tor, agriCUI~ turallabourer, household industry and oth;:l work. Cultivator: For purpoSeS of Census, a cultivator is a person who is engaged either as an employer, single worker or family worker in cultivation of land owned, or held from Government, private IXrsons or institutions, for paymc:nt in money, kind or share. Cultivation includes supervision and direction of cultivation. AgricultUral labourer : A person who works in another person's land for wages in money, kind or share should be regarded as an agricultural labourer. He or she has no risk in the oultivation but merely works in another persons' land for wages and has no right of lease or oontraction land on which he or she works. Household Industry: For a person who returns his/her main activity as engaged in some production, processing, servicing or repair or articles of goods, it has been ascertained whether it is a household industry. ' Household lndustry is defined as an industry ~0J?-ducted. by th~ head of the household and/ or by the members of the household at home or wlthlll the Village III rural areas, and within the precincts of the house in urban areas. A larger proportion of workers in a household industry should consist of members of the household including the head. The industry should not be run on the scale of a registered factory which would, or has to be registered under the Indian Factories Act. NOll'lWorkcrs : All p.:::rsons who have not been treated as workers i.e. persons who have not worked any time at all during the reference period of one year preceding the date of enumeration, h.ave been considered as non-workers. These cOVer all persons who are engaged in unpaid hom~ dutL:os and who do no other work or have not done any work at all during last one year, Full time students and children attending school, all dependent such as infants or children not ~ttending school or a person permanently disabled from work because of illness or old age, persons retired from service, or rentiers, beggers, vagrants, conviclS in jails or inmat:;;s cf a penal, :Dental or charitable institution and all non-workers who may not come under anv of th~ aoove ~tegories. 5 (ti) HISTORY OF THE DISTRIOT CENSUS HANDBOOK. After the Oensus of 1951, the Government of India offered to hand over to the State Govern ment the Oensus tables and other data prepared during the Census and suggested that they might be published along with any other useful information relating to each district. The State Govern ment accepted the proposal, and the first publication ofthe District Census Handbook was brou ,ht out at the cost of the State Government. The District Census Hanabookof1951 was found to be very useful and it was therefore decided not only to continue the series for the 1961 Census but also to improve definitely on its content so that each District Census Handbook contained certain basic economic d3.ta for the smallest administrative unit in the district and be an useful reference book for scholars ana other data users. After the 1971 Census as well the series of District Census Handbook was continuea. The Publication of the 1971 Census Handbooks was in three parts, viz. Part-A, Part B, Part-C. Part-A relating to Village and Town Directory, Part-B relating to Village and Town-wise Primary Census Abstract and Part-C comprising District Census Tables, and certain administrative statistical tables. The tradition of bringing out the Census Handbook has been continuea by the State Govern ment during the 1981 Census also. In this series some individual features besides restructuring the formats of the village directory have been aooptea bearing in mind the national requirements of data for the socio-economic programmes of the Government. The comparability of data with the 1971 Census data has also been kept in view. . The present Census Handbook will be publishea in two parts, viz. Part-A Village and Town Directory and Part-B Village and Town-wise Primary Census Abstract. 6 (iii) SCOPE OF PRIMARY CENSUS ABSTRACT The Primary Census Abstract, as it is called presents basic data for each village or segment of a village (in caseS where such village segment form different panchayats) in the "Village-wise Primary Census ~Abstract "and for each Ward/Division of a Town in the "Urban Primary Census Abstract". The format of the Primary Census Abstract for the villages and lowns in 1981 has been slightly modified as compared to the 1971 Prim~ry c..nsus Abstract. The Primary Census Abstract gives such basIc information as area in hectares/square kilo metres occupied residential houses, number of households, total population, Scheduled CaStes and Scheduled Tribes population, literates, main workers, division of main workers into culti vators, agricuhtrd labourers, workers in household industry and other workers, marginal workers and non-workers in respect of each unit. The Urban/Village Primary Census Abstract givens this information for each village and each urban ward. With a view to enSUre compara bility and to enable data users to derive the figures either for a reVenue village o} panchayat according to their requirements, the data are Presented for segments of villages also. Wherever portions of one village happen to be in two or mOre panchayats the segment-wise data have to be used separately or added with some other segment data SO as to derive panchayat data. For example, if portions of a revenue village bearing Location Code No. 10 forms part of two panchayats, the figures are given separately for each portion of the village against Location Code No. 10 alb and lOb/b. The total figures for the entire revenue village by adding the figures given against both the segments viz. 10 alb and 10hjb are given in the Village Primary Census Abstract. If, instead, the panchayat figures are required, the data for the concerned village segment or segments rela-ting to the panchayats concerned, are to be added upto arrive ?,t the total figures for the respective panchayat.
