The 164th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 21st – 22nd November, 2013 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the 164th ERC Meeting.-

At the outset, the Regional Director welcomed all the members of Committee and apprised them about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the permission of Chairperson, Shri Chandrapida Neelap (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision.

(i) The following serial No. 01-29 of this proceeding were deferred by the Eastern Regional Committee in its 163rd meeting held on 29-30 October, 2013 due to shortage of time and were again placed in this meeting.

(ii) The committee unanimously decided that the institution may reply in response to the decision of the committee uploaded on the ERC website without waiting formal letters from the office of ERC. 1. The letter of intent was issued to the institution on 12.09.2013. 2. The institition vide representation dated 11.10.2013 has requested some more time for sumission of the reply of the letter of intent. 3. The committee accepted the request of the institution and given only 30 days time.

(2) Lecturer namely Dr. Brajayanti Devi is having M.Sc. (Agriculture) only. She is not qualified as she does not possess M.Ed. qualification. (3) Lecturer namely Dr. Balaiada R. Dkhar is not qualified as she does not possess B.Ed. or M.Ed. qualification. She is having only M.A.(Edu.)-58.38% & Ph.D. (4) Lecturer namely Dr. S.K. Pandey is not qualified as he does not possess M.Ed. He is having only Master of Arts in History & Ph.D. (5) Lecturer namely Mr. Tasongwi Newmei is not qualified as he does not possess M.Ed. The educational and professional qualification of the above faculty members must be as per NCTE Regulations 2009 or in accordance to the relaxation, if any, given by the NCTE Hqrs. to the State of Meghalaya. 4. The institution is required to appoint the qualified faculty and submit afresh faculty list duly approved by the registrar of the concerned university. In view of the above, the committee decided as under: A clarification letter be issued to the institution to submit its reply within 30 days from the issue of the letter before the Committee takes final decision.

Cases Aryabhatta College of Education, Plot No.-1159/1508, 1159/1504, 1159/1506, Vill.-Kiriteswari, P.O.-Kiriteswari, Tehsil/Taluka-Kiriteswari GP, Town/City- 17 164.11.1 Nabagram, Dist.-Murshidabad, West Bengal-742152 (Course: B.Ed.) (Private) (University of Kalyani) (CodeNo:ERCAPP26/2012) After considering the records available in the file, and relevant provisions of the NCTE Act 1993, Rules, Regulations and guidelines issued by NCTE Hqrs. and reply dated 03.10.2013 in response to inspection letter issued to the institution, the Committee discussed the matter in detail and observed as under: 1. 1st Inspection letter to the institution as well as VT experts issued on 25.09.2013. 2. Now, the institution vide letter dated 03.10.2013 requested to extend the VT atleast for six months. 3. The request of the institution is not accepted. 4. As per clause 7(4) of NCTE Regulation 2009, the inspection shall not be conducted subject to the consent of the institution. In view of the above, the committee decided as under: Show Cause notice be issued to the institution as to why the recognition to the institution be not refused on the above points. The Committee therefore, provides an opportunity under section 14(3)(b) of the NCTE Act 1993 to the institution to submit its reply within 30 days from the issue of the letter before the Committee takes final decision.

As per VT expert the institution building is very small and looking like a residential quarter measuring about 900 sq,mt. which is less than the required 1500 sq.mts. 2. Other instructional and infrastructure facilities are not available as per NCTE Regulation 2009.

The Committee therefore, provides an opportunity under section 14(3)(b) of the NCTE Act 1993 to the institution to submit its reply within 30 days from the issue of the letter before the Committee takes final decision.
