Proceedings of 164th Meeting of ERC-NCTE held on 21st –22nd November 2013 PROCEEDINGS OF 164th MEETING OF THE ERC-NCTE HELD ON 21st -22nd NOVEMBER, 2013 The 164th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 21st – 22nd November, 2013 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the 164th ERC Meeting.- 1. Prof.(Dr.) P.C. Mahapatra - Chairperson 2. Prof. Brajanath Kundu - Member 3. Gyaneswar Singh - Member Representative of Manipur 8. Mr. P.C. Baruah - Member Representative of Assam 9. Shri Chandrapida Neelap - Regional Director, ERC & Convener. At the outset, the Regional Director welcomed all the members of Committee and apprised them about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the permission of Chairperson, Shri Chandrapida Neelap (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision. Sl. Item No. Content No. ER-164.1 Confirmation of the Proceedings of 163rd ERC meeting, 29th-30th October, 2013 at Bhubaneswar. Confirmed. (i) The following serial No. 01-29 of this proceeding were deferred by the Eastern Regional Committee in its 163rd meeting held on 29-30 October, 2013 due to shortage of time and were again placed in this meeting. (ii) The committee unanimously decided that the institution may reply in response to the decision of the committee uploaded on the ERC website without waiting formal letters from the office of ERC. The replies so received will also be considered by the committee. Reply to 7(9), Reply to Clarification / Notice U/S-14/15 (3) (b) after 7(9) ER-164.6 issued. (Private) (Code No. ERCAPP65/2012) After considering the records available in the file, and relevant provisions of the NCTE Act 1993, Rules, Regulations and guidelines issued by NCTE Hqrs. VTR and reply dated 11.10.2013 in response to the letter of intent, the Committee discussed the matter in detail and observed as under: 1. The letter of intent was issued to the institution on 12.09.2013. 2. The institition vide representation dated 11.10.2013 has requested some more time for sumission of the reply of the letter of intent. 3. The committee accepted the request of the institution and given only 30 days time. In view of the above, the committee decided as under: The institution be asked to submit the reply of the letter of intent within 30 days from the publication of the minutes in the ERC website. VTR and reply dated 05.10.2013 in response to the letter of intent, the Committee discussed the matter in detail and observed as under: 1. The letter of intent was issued to the institution on 13.09.2013. 2. The institition vide representation dated 05.10.2013 has requested some more time for sumission of the reply of the letter of intent. 3. The committee accepted the request of the institution and given only 30 days time. In view of the above, the committee decided as under: The institution be asked to submit the reply of the letter of intent within 30 days from the publication of the minutes in the ERC website. (North Eastern Hill University) (Code No.ERCAPP1500) After considering the records available in the file, and relevant provisions of the NCTE Act 1993, Rules, Regulations and guidelines issued by NCTE Hqrs. VTR and reply dated 14.10.2013 in response to the letter of intent, the Committee discussed the matter in detail and observed as under: 1. Submitted faculty list is not approved by the Registrar of the concerned university on each page. (1) Lecturer namely Prof. M.K. Mishra is not qualified as he does not possess M.Ed. qualification. (2) Lecturer namely Dr. Brajayanti Devi is having M.Sc. (Agriculture) only. She is not qualified as she does not possess M.Ed. qualification. (3) Lecturer namely Dr. Balaiada R. Dkhar is not qualified as she does not possess B.Ed. or M.Ed. qualification. She is having only M.A.(Edu.)-58.38% & Ph.D. (4) Lecturer namely Dr. S.K. Pandey is not qualified as he does not possess M.Ed. He is having only Master of Arts in History & Ph.D. (5) Lecturer namely Mr. Tasongwi Newmei is not qualified as he does not possess M.Ed. He is only having M.A. in Sociology. (6) Lecturer namely Dr. (Mrs.) Tulika Dey is not qualified as she does not possess M.Ed. She is only having M.Sc. (Geology) & Ph.D. (7) Lecturer namely Dr. Sima Saigal is not qualified as she does not possess M.Ed. She is only having M.A.(History) & Ph.D. (8) Lecturer namely Dr. Ch. Sarajubala Devi is not qualified as she does not possess M.Ed. She is only having M.A.(Linguistics), M.Sc.(Anthropology) & Ph.D. (9) Lecturer namely Dr. Abhya Kumar is not qualified as he does not possess M.Ed. He is having only M.Sc.(Environmental Sc.) & Ph.D. (10) Lecturer namely Prachi Ghildyal Devi is not qualified as she does not possess M.Ed. She is only having M.A.(Psychology). (11) Part-time lecturers in Fine Arts/Music and Director of Physical Education not appointed by the institution. 2. As NCTE Regulation 2009 the faculty staff will be as follows: 1. Principal -One 2. Lecturer Foundation – One 3. Lecturer Methodology – Five 4. Part Time Lecturer for Physical Education – One 5. Part Time Lecturer Music/Fine Arts – One 3. The educational and professional qualification of the above faculty members must be as per NCTE Regulations 2009 or in accordance to the relaxation, if any, given by the NCTE Hqrs. to the State of Meghalaya. 4. The institution is required to appoint the qualified faculty and submit afresh faculty list duly approved by the registrar of the concerned university. In view of the above, the committee decided as under: A clarification letter be issued to the institution to submit its reply within 30 days from the issue of the letter before the Committee takes final decision. VTR and reply dated 09.10.2013 in response to the letter of intent, the Committee discussed the matter in detail and observed as under: 1. The letter of intent was issued to the institution on 14.09.2013. 2. The institition vide representation dated 09.10.2013 has requested some more time for sumission of the reply of the letter of intent. 3. The committee accepted the request of the institution and given only 30 days time. In view of the above, the committee decided as under: The institution be asked to submit the reply of the letter of intent within 30 days from the publication of the minutes in the ERC website.
