Military Specification MIL-DTL-11589 Ribbons Illustrated Guide United States Military Specification MIL-DTL-11589 Ribbons by Steven G. Haskin Current as of March 11, 2018 Illustrated Guide – United States Military Specification MIL-DTL-11589 Ribbons This guide is designed to illustrate the ribbons found in The Institute of Heraldry's Military (TIOH) MIL-DTL-11589 ribbon specifications to assist researchers, collectors, historians and those with a general interest in United States ribbons. Since the specifications change over time, the document is dated so the user can determine if they have the latest information. The source document is MIL-DLT-11589F, Ribbon, Awards, General Specification For and its associated specification sheets. These are commonly referred to as "slash" sheets because of the forward slash in the specification sheet number. Each sheet is award specific and listed numerically in MIL-DTL-11589F, Sup 1 which is the supplement to the general specification. For example; MIL-DTL-11589/1G is Ribbon, Commendation, U.S. Air Force. When first published, the initial specification sheet will not have a suffix letter. The first revision would be MIL-DTL-11589/1A and each successive change will be identified by the next letter. The letters "I" and "O" are not used due to possible confusion with 1 and 0 (zero). Suffixes are not used in this guide to ease the task of updates. Each specification sheet is designed to provide ribbon manufacturers the necessary information to ensure uniform quality, color, and dimensions irrespective of the manufacturer. Not all United States ribbons are included in the slash sheets. Either the governmental agency did not use TIOH to design or develop their award or because the ribbon is described in a different specification sheet, drawing or other document. Among the missing agencies are the Central Intelligence Agency, Veterans Administration and Selective Service who all have ribbons associated with awards. Another notable example not in this group is the Presidential Medal of Freedom where the ribbon is described in MIL-D-14644 and TIOH Drawings 4-4-86 and 5-1-303. The drawings are the work of the author and are sized to be full size in width and the height (3/8 inch by 1-3/8 inch) to match the service ribbon bars. Miniatures and streamers are also approximately life size. This was done primarily for uniformity and to conserve space. The colors used are from the Pantone Matching System (PMS) that were color matched to cable (thread) numbers in the Department of Defense Standard Shades for Heraldic Yarns for Embroidery and Ribbons, 1993 Edition from Ira Green, Inc. Military Specifications (Mil Specs) are managed by the Defense Logistics Agency (DLA) and are included in the Department of Defense Index of Specifications and Standards (DODISS). The Mil Specs include ribbons (MIL-DTL-11589), decorations and medals (MIL- DTL-3943), lapel buttons (MIL-DTL-11484), streamers (MIL-DTL-14650), presentation cases (MIL-DTL-14633) and rosettes (MIL-DTL- 14649). Most of the specification sheets/documents are available for download on the DLA DODISS Assist Quick Search website (http://quicksearch.dla.mil/). Quick Search is public website provided by DLA to interested parties. A screen shot of the home page is below. To search you can use the document ID, in this case MIL-DTL-11589, or you can search using a specific word such as "ribbon" or "medal" in the "Find Term1, Term2" field. Once a document ID or search term is entered, simply select the "search" button and all items that match the search will be returned on the same page. Selecting a document will open another window that will show the revision history. The revisions that can be downloaded will have a Portable Document Format (PDF) icon . Selecting this icon will download the sheet/document in a PDF format. Adobe Acrobat Reader or other PDF reader is required to view these documents.     UNITED STATES AIR FORCE LIEUTENANT GENERAL RICHARD W. SCOBEE Lt. Gen. Richard W. Scobee is the Chief of Air Force Reserve, Headquarters U.S. Air Force, Arlington, Va., and Commander, Air Force Reserve Command, Robins Air Force Base, Georgia. As Chief of Air Force Reserve, he serves as principal adviser on reserve matters to the Secretary of the Air Force and the Air Force Chief of Staff. As Commander of Air Force Reserve Command, he has full responsibility for the supervision of all Air Force Reserve units around the world. Lt. Gen. Scobee was commissioned in 1986 as a graduate of the Air Force Academy. He earned his pilot wings as a distinguished graduate of Euro- NATO Joint Jet Pilot training in 1987. He has served as an F-16 Fighting Falcon Pilot, Instructor Pilot and Flight Examiner both domestically and overseas in Germany, South Korea and Egypt. Lt. Gen. Scobee has commanded a fighter squadron, operations group, two fighter wings and a numbered Air Force. Additionally, he deployed as Commander of the 506th Air Expeditionary Group, Kirkuk Regional Air Base, Iraq, in 2008. Prior to his current assignment, Lt. Gen. Scobee, was the Deputy Commander, Air Force Reserve Command, where he was responsible for the daily operations of the command, consisting of approximately 70,000 Reserve Airmen and more than 300 aircraft among three numbered air forces, 34 flying wings, 10 flying groups, a space wing, a cyber wing and an intelligence, surveillance and reconnaissance wing. He is a command pilot with more than 3,800 flying hours in the F-16, including 248 combat hours.

Each packet contains a U.S. veteran emblem and either a campaign ribbon and American flag or 2 campaign ribbons. Packets are $18 each. Requirements • You must provide proof that you are eligible to receive the emblems: • Former service members: Provide a copy of your DD 214 or other official military orders. • Active duty members: Provide a letter from a military office on their letterhead indicating what type of campaign medals were awarded. • You must be the legal or registered owner of the vehicle displaying the emblem. Afghanistan Campaign Medal. There is hereby established the Afghanistan Campaign Medal with suitable appurtenances. Except as limited in section 3 of this order, and under uniform regulations to be prescribed by the Secretaries of the military departments and approved by the Secretary of Defense, or under regulations to be prescribed by the Secretary of Home- land Security with respect to the Coast Guard when it is not operating as a service in the Navy, the Afghanistan Campaign Medal shall be awarded to members of the uniformed services of the United States who serve or have served in Afghanistan or contiguous air space, as defined by such regulations, on or after October 24, 2001, and before a terminal date to be prescribed by the Secretary of Defense. Sec. 2. Iraq Campaign Medal. There is hereby established the Iraq Campaign Medal with suitable appurtenances. Except as limited in section 3 of this order, and under uniform regulations to be prescribed by the Secretaries of the military departments and approved by the Secretary of Defense, or under regulations to be prescribed by the Secretary of Homeland Security with respect to the Coast Guard when it is not operating as a service in the Navy, the Iraq Campaign Medal shall be awarded to members of the uniformed services of the United States who serve or have served in Iraq or contiguous waters or air space, as defined by such regulations, on or after March 19, 2003, and before a terminal date to be prescribed by the Secretary of Defense.

They are as follows: 1: Honorable Service – must have served in the Armed Forces of the United States and either received a discharge of Honorable or General (Under Honorable Conditions) or be currently serving. 2: Service in a war, campaign, or expedition on foreign soil or in hostile waters. This can be proven by any of the following: - An authorized campaign medal (see other side for a list of qualifying medals and badges) - Receipt of Hostile Fire Pay or Imminent Danger Pay (verified by a military pay statement) - Service in Korea for 30 consecutive or 60 non-consecutive days This information is usually available through a veteran’s DD-214.
