Haskin Current as of March 11, 2018 Illustrated Guide – United States Military Specification MIL-DTL-11589 Ribbons This guide is designed to illustrate the ribbons found in The Institute of Heraldry's Military (TIOH) MIL-DTL-11589 ribbon specifications to assist researchers, collectors, historians and those with a general interest in United States ribbons. Since the specifications change over time, the document is dated so the user can determine if they have the latest information. The source document is MIL-DLT-11589F, Ribbon, Awards, General Specification For and its associated specification sheets. These are commonly referred to as "slash" sheets because of the forward slash in the specification sheet number. Each sheet is award specific and listed numerically in MIL-DTL-11589F, Sup 1 which is the supplement to the general specification. For example; MIL-DTL-11589/1G is Ribbon, Commendation, U.S. Air Force. When first published, the initial specification sheet will not have a suffix letter. The first revision would be MIL-DTL-11589/1A and each successive change will be identified by the next letter. The letters "I" and "O" are not used due to possible confusion with 1 and 0 (zero). Suffixes are not used in this guide to ease the task of updates. Each specification sheet is designed to provide ribbon manufacturers the necessary information to ensure uniform quality, color, and dimensions irrespective of the manufacturer. Not all United States ribbons are included in the slash sheets. Either the governmental agency did not use TIOH to design or develop their award or because the ribbon is described in a different specification sheet, drawing or other document.

    VFW ELIGIBILITY GUIDE The following is to be used as a guide in determining eligibility for membership, and is furnished as a matter of information concerning the periods during which eligible service occurred. Eligibility for membership in the Veterans of Foreign Wars of the United States is based on honorable service in the Army, Navy, Marine Corps, Air Force, or Coast Guard performed by Officers or enlisted personnel who have served in any foreign war, insurrection, or expedition, which service is recognized by the award of a campaign or service medal of the United States, or who served in Korea as outlined in the following guide, or who earned Hostile Fire or Imminent Danger Pay. Persons still serving in the active armed forces may be accepted for membership provided that they meet eligibility requirements.     UNITED STATES AIR FORCE LIEUTENANT GENERAL RICHARD W. SCOBEE Lt. Gen. Richard W. Scobee is the Chief of Air Force Reserve, Headquarters U.S. Air Force, Arlington, Va., and Commander, Air Force Reserve Command, Robins Air Force Base, Georgia. As Chief of Air Force Reserve, he serves as principal adviser on reserve matters to the Secretary of the Air Force and the Air Force Chief of Staff. As Commander of Air Force Reserve Command, he has full responsibility for the supervision of all Air Force Reserve units around the world. Lt. Gen. Scobee was commissioned in 1986 as a graduate of the Air Force Academy. He earned his pilot wings as a distinguished graduate of Euro- NATO Joint Jet Pilot training in 1987. He has served as an F-16 Fighting Falcon Pilot, Instructor Pilot and Flight Examiner both domestically and overseas in Germany, South Korea and Egypt. Lt. Gen. Scobee has commanded a fighter squadron, operations group, two fighter wings and a numbered Air Force. Additionally, he deployed as Commander of the 506th Air Expeditionary Group, Kirkuk Regional Air Base, Iraq, in 2008. Prior to his current assignment, Lt. Gen. Scobee, was the Deputy Commander, Air Force Reserve Command, where he was responsible for the daily operations of the command, consisting of approximately 70,000 Reserve Airmen and more than 300 aircraft among three numbered air forces, 34 flying wings, 10 flying groups, a space wing, a cyber wing and an intelligence, surveillance and reconnaissance wing. He is a command pilot with more than 3,800 flying hours in the F-16, including 248 combat hours.

Grogan2 Stevens Institute of Technology, Hoboken, NJ 07030, USA Global Navigation Satellite System Radio Occultation (GNSS-RO) is a technique that relies on the change of a signal transmitted from a Global Navigation Satellite System (GNSS) as it passes through the planet’s atmosphere. This technique is not only suitable to study weather forecasting or climate change, but also offers a low-cost application. This report aims to characterize and parametrize the system architecture of commercial companies pursuing the Commercial Weather Data Pilot (CWDP) contract by the National Oceanic and Atmospheric Administration (NOAA). The approach of the paper will start by explaining the Radio Occultation technique and its potential application to Numerical Weather Prediction (NWP). The paper then identifies the main stakeholders of radio occultation and NWP, and their needs. Some key functional requirements are pinpointed, and the challenges that some of these architectures must overcome is discussed. Introduction The increase of severe weather in the last decade has led to the need for improvement of U.S. weather forecasting. Severe weather such as hurricanes and flooding causes great economic damage to cities. According to National Oceanic and Atmospheric Administration (NOAA), the cost of economic damage caused by hurricanes was $161 billion for Katrina in 2005, $71 billion for Sandy in 2012, $125 billion for Harvey in 2017, $90 billion for Maria in 2017, and $50 billion for Irma in 2017. The overall cost of hurricanes in the U.S. reached $515.4 billion in insured property losses from 1986 to 2015.
