Grogan2 Stevens Institute of Technology, Hoboken, NJ 07030, USA Global Navigation Satellite System Radio Occultation (GNSS-RO) is a technique that relies on the change of a signal transmitted from a Global Navigation Satellite System (GNSS) as it passes through the planet’s atmosphere. This technique is not only suitable to study weather forecasting or climate change, but also offers a low-cost application. This report aims to characterize and parametrize the system architecture of commercial companies pursuing the Commercial Weather Data Pilot (CWDP) contract by the National Oceanic and Atmospheric Administration (NOAA). The approach of the paper will start by explaining the Radio Occultation technique and its potential application to Numerical Weather Prediction (NWP). The paper then identifies the main stakeholders of radio occultation and NWP, and their needs. Some key functional requirements are pinpointed, and the challenges that some of these architectures must overcome is discussed. Introduction The increase of severe weather in the last decade has led to the need for improvement of U.S. weather forecasting. Severe weather such as hurricanes and flooding causes great economic damage to cities. According to National Oceanic and Atmospheric Administration (NOAA), the cost of economic damage caused by hurricanes was $161 billion for Katrina in 2005, $71 billion for Sandy in 2012, $125 billion for Harvey in 2017, $90 billion for Maria in 2017, and $50 billion for Irma in 2017. The overall cost of hurricanes in the U.S. reached $515.4 billion in insured property losses from 1986 to 2015.

    DATA POLITICS Data has become a social and political issue because of its capacity to reconfigure relationships between states, subjects, and citizens. This book explores how data has acquired such an important capacity and examines how critical interventions in its uses in both theory and practice are possible. We believe these cuts will further strain our health care system, which is already stressed by the COVID-19 pandemic, and jeopardize patient access to medically necessary services over the long-term. On December 1, 2020, the Centers for Medicare & Medicaid Services finalized the Medicare Physician Fee Schedule for 2021. The fee schedule includes several positive attributes, including improvements for maternity care and much-needed payment increases for physicians delivering primary and other essential outpatient and office-based care to some of our nation’s most vulnerable patients. These changes should take effect on January 1, 2021, as planned. However, a statutory budget neutrality rule requires that any increases in Medicare payments for these office visits, also known as evaluation and management (E/M) services, must be offset by corresponding decreases. As a result, many practitioners including surgeons, specialists, therapists and others face substantial cuts beginning on January 1, 2021, if Congress does not take action to provide relief. Health care professionals across the spectrum are reeling from the effects of the COVID-19 emergency as they continue to serve patients during this global pandemic. The payment cuts finalized by CMS would pose a threat to providers and their patients under any circumstances, but during a pandemic the impact is even more profound.

Chapter 1 — 1:27 Introduction Announcer: US Representative and Senator from Oklahoma, James Mountain Inhofe, was born in Des Moines, Iowa, on November 17, 1934. He grew up in Tulsa, Oklahoma, where he attended public schools and received a bachelor’s degree from the University of Tulsa. He served in the US Army and worked in aviation, real estate, and insurance for three decades. He was president of Quaker Life Insurance Company before entering politics. As a Republican, James Inhofe was elected to the Oklahoma House of Representatives in 1966, and became a state senator in 1968. He ran unsuccessfully for governor in 1974, and for the US House of Representatives in 1976. Inhofe was a three-term mayor of Tulsa from 1978 to 1984. In 1986, running again for the US House from the First District, he was elected and reelected three more times. In 1994, when Senator David Boren resigned to become President of the University of Oklahoma, Inhofe ran for Boren’s seat in a special election and won. Senator Inhofe was reelected for a full term in 1996, and was reelected to his fourth term November 16, 2014, ending January 3, 2021.
