As you all know, we simply would not have the freedom and prosperity we have today without the dedication of those who have served in the U.S. Armed Forces – both past and present. Your attendance at this gala underscores your support for the brave men and women of the military, and it proves USO Guam is making in- credible strides in reaching out to the local community to bring even more goodness to an extraordinary group of Soldiers, Sailors, Airmen, Marines and Coast Guardsmen.Thanks to all of you, we continue to expand the visibility for everything USO Guam offers the men and women of the U.S. military and their families. Since opening its doors in May 2006, USO Guam has generated much excitement, enthusiasm, and passion for the USO mission, with much thanks to the USO Guam Advisory Council and our sponsors. This matter comes before the Guam Public Utilities Commission [UpUCU] upon the Joint Application of TeleGuam Holdings, LLC, and GTA Telecom, LLC, for approval by the PUC of the transfer of control ofTeleGuam Holdings, LLC, and GTA Telecom, LLC, to AP TeleGuam Holdings, Inc. [U APTGU]. Applicants herein will be jointly referred to as uGTAu.l 2. APTG, an investment vehicle formed by certain funds served by Advantage Partners LLP, will acquire GTA from Shamrock Capital Advisors [UShamrockU].2 3. OnJanuary 12, 2011, the proposed purchaser of GTA, APTG (including its investors and shareholders Advantage Partners IV, ILP, AP Cayman Partners II, L.P., and Japan Ireland U Investment Partners [the U AP Funds ]) entered an Appearance in this matter and a Joinder in the Joint Applicationfiled by GTA.3 4. In this Report, the Administrative Law Judge ["ALJ"]: (1) reviews the applicable statutory criteria which guide the PUC in determining whether to approve the sale and transfer of control of GTA to AP TeleGuam Holdings Inc. It supersedes the previously issued 2010 Guam Catastrophic Typhoon Plan. This plan was developed collaboratively with local, territorial, federal, nongovernmental, and private sector partners, consistent with the Whole Community doctrine. This plan presents actions that key Core Capability stakeholders may take to save and sustain lives and protect property of survivors impacted by a catastrophic typhoon on Guam. While this plan focuses on providing federal support to the Territory of Guam, given the proximity of Guam to the Commonwealth of the Northern Mariana Islands (CNMI), the execution concepts of this plan should not preclude collaborative efforts between CNMI and Guam along with FEMA Region IX for achieving a coordinated and effective regional (“Marianas”) response. -
