    STAFF REPORT ACTION REQUIRED Albion Islington Square, Corso Italia, The Kingsway, Mimico by the Lake, Weston Village and Regal Heights Village Business Improvement Areas (BIAs) Board of Management Additions and Deletions Date: Monday, February 11, 2008 To: Etobicoke York Community Council From: Small Business & Local Partnerships Wards: 1,5,6, 11 and 17 Reference Number: SUMMARY The purpose of this report is to recommend the Etobicoke York Community Council approve deletions and additions to the Albion Islington Square, Corso Italia, The Kingsway, Mimico by the Lake, Weston Village and Regal Heights Village BIA Boards of Managements. The Etobicoke York Community Council has delegated authority to make final decisions regarding BIA appointments. RECOMMENDATIONS The Acting Director of Small Business & Local Partnership recommends that: 1. Etobicoke York Community Council approve the deletions and additions to the Albion Islington, Corso Italia, Kingsway, Mimico by the Lake, Weston Village and Regal Heights Village BIA Boards of Management as set out in Attachment No.1. Financial Impact There are no financial implications resulting from the adoption of this report. ISSUE BACKGROUND From time to time, it is necessary to remove BIA Board of Management members who are no longer able to serve, add new members to fill vacant positions, and revise the size of BIA Boards and the number required for quorum as set out in Chapter 19 of the City of Toronto Municipal Code. COMMENTS The Albion Islington Square, Corso Italia, The Kingsway, Mimico by the Lake, Weston Village and Regal Heights Village BIAs are governed by the Etobicoke York Community Council. The resignation of one member and the addition of one member to the Albion Islington Square BIA Board of Management will not require any changes to the number of members on the Board and quorum.

    CHAPTER 7 SITE AND AREA SPECIFIC OFFICIAL PLAN POLICIES 9, 21, 22, 265, 305 FOR THE COMMUNITY OF NEW TORONTO Policy 9. Lake Shore Boulevard West, South of Birmingham Street, East of Fourteenth Street, and West of Ninth Street a) A mix of residential, commercial, light industrial and park uses are permitted. A variety of housing forms will be provided, with retail space and office uses integrated into residential development along Lake Shore Boulevard West. b) Alternative parkland dedication for residential development will be a minimum of 0.5 hectares per 300 units. Parkland dedication may consist of both land dedication and cash payment as well as other considerations. Policy 21. Lake Shore Boulevard Between Etobicoke Creek and Dwight Avenue a) Buildings should be built to the Lake Shore Boulevard West street line with a discretionary setback zone of 1.5 metres. Development blocks should provide a continuous building face for at least 70 per cent of the frontage on Lake Shore Boulevard West. Building heights should not exceed four storeys, except: 1 i) between Twenty Second Street and Twenty Third Street, where a six storey building is permitted if the extra height is stepped back from the street; and ii) for the area between Twenty Third Street and 3829 Lake Shore Boulevard West (one block west of Fortieth Street), where a six storey building is permitted; however, in areas where lot depths exceed 35 metres, higher building height may be considered. Building height should not exceed a 45-degree angular plane from the property line of the adjacent low-scale residential properties.

I would like to support the content of the letter sent to you recently by Kate Stewart and Bret Dawson of 29 Highview Crescent regarding the proposed application for permission to build a house next door to them on the property of 15 Highview Crescent. We fully support their objections to proposed construction of a building there. The proposed building is almost directly opposite our own property and our objections are a) aesthetics - that it would effectively destroy the notion of Highview Crescent as a ‘crescent’ b) that the building of a property there would be ecologically damaging and c) that during the period of construction, the buildings on the eastern side of the building site , under present traffic regulations on the street, would be effectively blocked from entry to their property because of construction traffic parked on the street. A) Aesthetics. Highview Crescent is named a ‘crescent’ because of the curve in the road and the evident vacant space created by a set back of housing on that curve. Currently this very evident physical highlight of the street, is crowned by the existence of two ‘survivor ‘ elms right on that site. I believe that the requisite department of Toronto City Council has made a survey of ‘survivor’ elms in the city, and I read a couple of years ago that only 23 elms survive in the downtown of Toronto.

    ED25.7 REPORT FOR ACTION Business Improvement Areas (BIAs) – 2018 Operating Budgets - Report No. 1 Date: November 3, 2017 To: Economic Development Committee From: Acting Chief Financial Officer Wards: 1, 14, 15, 17, 19, 20, 27, 29, 30 SUMMARY This report brings forward Business Improvement Area (BIA) annual operating budgets for approval by City Council as required by the City of Toronto Act, 2006. City Council approval is required to permit the City to collect funds through the tax levy on behalf of the BIAs. Complete budgets and supporting documentation received by October 19, 2017 have been reviewed and are reported here. BIA Operating Budgets received after this date will be brought forward in later reports. Of the 82 established BIAs, 9 BIA budgets are submitted for approval in this report, and 1 BIA, Historic Queen East, is inactive. The recommendations in this report reflect 2018 Operating Budgets approved by the respective BIAs’ Boards of Management and have been reviewed by City staff to ensure BIA budgets reflect Council’s approved policies and practices. RECOMMENDATIONS The Acting Chief Financial Officer recommends that: 1.     MUSIC STRATEGY DOWNTOWN YONGE BIA JUNE 2015 IS MUSIC IMPORTANT TO TORONTO? Research shows that the arts matter to Torontonians in diverse and profound ways. Not only do arts and culture contribute $11.3 billion to the city’s economy every year, they also employ 174,0001 people. The arts bring tourists to the city, help support local business, and create a more livable city. Music, in particular, is dear to Torontonians. The city is the largest music market in Canada, the fifth largest in North America, and home to record labels and recording studios, plus both commercial and not-for-profit music enterprises2. WHAT DOES MUSIC HAVE TO DO WITH A BIA? Quite a lot, as it turns out. An effective BIA develops a keen understanding of economic development opportunities for its businesses and its district economy. Typically, competitiveness comes from offering something unique— something that is irreplaceable. The idea of a music strategy is to preserve a distinctly unique Toronto experience and connect that to a distinctly unique Toronto future, to generate economic vitality. Perhaps most important is the role that a BIA can play to advocate for the music sector with federal, provincial and local funding agencies. Downtown Yonge Business Improvement Area (DYBIA), for example, acts a facilitator and partner in support of various music events, including: • DYBIA partnered with MonstrARTity to secure funding through the Ontario Cultural Attractions Fund (OCAF) to present the Monster Rock Orchestra on Yonge-Dundas Square in May 2015; and 1 Toronto Arts Foundation, www.torontoartsresearch. • DYBIA’s summer ambassador team, which has been partly funded by Service org/artsfacts Canada in the past, works as event support throughout the summer months.
