Most Muslims believe that Sharia deals with all aspects of their life. However, the history of Sharia shows that categories of Sharia vary depending on time and place. Through the ages, Sharia has developed and it has also been confronted with various challenges. The most recent developments in Sharia show that it contests various values and laws, including issues surrounding its position within the legal system of a nation state. This chapter aims to present the position of Sharia in Muslim countries; starting from a global picture and ending at the latest developments in Minangkabau, West Sumatra. To this end, the chapter begins with a brief discussion regarding the concept of Sharia. Subsequently, it presents the position of Sharia in a number of Muslims countries, which, in turn, will illustrate its position within the Indonesian legal system. This will also outline elements of Sharia that have been legalized and incorporated into the national law. Crucially, this chapter also discusses the situation since the government implemented a policy of decentralization and regional autonomy in 2000 that has resulted in the legislation of Sharia for provincial and regional/municipal laws. It also discusses the validity of provincial or regional /municipal law and the extent to which central government still has the authority to control these laws if they are in contradiction with the constitution or other, higher ranking laws. -

Analyzing the Prosperous Justice Party’s political trajectory across Indonesia’s multi- level government structures between 1999 and 2009, I show that the Islamist party has gradually adopted more moderate behavior not only in national politics, where institu- tional incentives are conducive to moderation, but also in local politics, where institu- tional incentives for moderation are weaker. The absence of a strong pattern of invariant association between institutional incentives and the moderation of party behavior points to the importance of party internal mechanisms in moderation processes. Based on primary sources and in-depth interviews with party members, I argue that socio-structural factors shape a party’s internal power dynamics and thereby its long-term capacity to adopt more moderate behavior. Fires, Urban Environments, and Politics in ContemporaryJakarta JEROME TADIE estroying the city's neighborhoods in violent ways, sometimes putting D thousands ofpeople on the street, fires have been part ofthe common urban landscape ofJakarta since colonial times. I Their unchallenged strength makes them part ofthe everyday lifeof the metropolis, suggesting thatJakarta is doomed to experience them repeatedly. They reveal not only the transforma tions ofthe urban landscape but also the manner in which the cityhas developed as a whole. This essayquestions the relationships between fires and governance in the city. Fires afford a vantage point from which to view the transformations ofthe structures ofcityplanningand management over time. They expose how urban environments are controlled, both from a physical angle and with respect to their more political and social aspects. As they are complex phenomena, whose causes and reasons can range from mere accidents to arson, they involve different types of actors and practices (formal, informal, and occult) in the urban arena. Focusing on the fires that have taken place during the period of great transformation ofthe Indonesia's capital city-- since the mid-rqfios up to the twenty-first century-this essay seeks to address the links between the evolving physical urban environment and the political means ofgoverning a metropolis." 372 Fires, Urban Environments, and Politics in ContemporaryJakarta 373 It will fust analyze the extent offires in the city in connection with the modemiza tion ofthe city, then the chronology ofneighborhood fires since the 1970s; this will then lead to an assessment of the proposed solutions and reconstruction schemes. -
