The joint Search and Rescue team continues to evacuate, search, and rescue victims. Help continues to arrive from various parties. • BPBD with BNPB, TNI, Polri, Basarnas, Ministry of Social Affairs, Ministry of Health, Ministry of Public Works, Regional Work Units, NGOs, volunteers and various other elements continue to assist in handling emergencies. • The Head of BNPB, Doni Monardo, provided ready-to-use funds worth USD 72,309 and logistics worth USD 59,051 for emergency handling. These were immediately received by the Governor of South Sulawesi, HM Nurdin Abdullah, at the Office of the Governor on 24 January 2019. -

Indonesia’s Regional Elections: Ditching the Direct Vote? By Dedi Dinarto SYNOPSIS Indonesia’s newly appointed Minister of Home Affairs has decisively called for a major review of the direct election of regional leaders. While this signals the ministry's growing clout, the institution is likely to involve active military and police officers to fill the impending vacuum in key regional leadership positions from 2022 to 2024. There are challenges ahead. COMMENTARY IN NOVEMBER 2019, the newly appointed Minister of Home Affairs Tito Karnavian sparked a controversy when he proposed a review of the direct election system for regional leaders such as governors and mayors ahead of the 2020 simultaneous regional elections ( Pilkada Serentak ). Tito claimed that the local elections have proven to be a financial burden to the state. The country has also been prone to political instability, such as in Papua, with direct elections. Tito proposed to have regional heads appointed by the Regional House of Representatives (DPRD), or regional parliaments. Analyzing the Prosperous Justice Party’s political trajectory across Indonesia’s multi- level government structures between 1999 and 2009, I show that the Islamist party has gradually adopted more moderate behavior not only in national politics, where institu- tional incentives are conducive to moderation, but also in local politics, where institu- tional incentives for moderation are weaker. The absence of a strong pattern of invariant association between institutional incentives and the moderation of party behavior points to the importance of party internal mechanisms in moderation processes. Based on primary sources and in-depth interviews with party members, I argue that socio-structural factors shape a party’s internal power dynamics and thereby its long-term capacity to adopt more moderate behavior. Fires, Urban Environments, and Politics in ContemporaryJakarta JEROME TADIE estroying the city's neighborhoods in violent ways, sometimes putting D thousands ofpeople on the street, fires have been part ofthe common urban landscape ofJakarta since colonial times. I Their unchallenged strength makes them part ofthe everyday lifeof the metropolis, suggesting thatJakarta is doomed to experience them repeatedly. They reveal not only the transforma tions ofthe urban landscape but also the manner in which the cityhas developed as a whole. This essayquestions the relationships between fires and governance in the city. Fires afford a vantage point from which to view the transformations ofthe structures ofcityplanningand management over time. They expose how urban environments are controlled, both from a physical angle and with respect to their more political and social aspects. As they are complex phenomena, whose causes and reasons can range from mere accidents to arson, they involve different types of actors and practices (formal, informal, and occult) in the urban arena. Focusing on the fires that have taken place during the period of great transformation ofthe Indonesia's capital city-- since the mid-rqfios up to the twenty-first century-this essay seeks to address the links between the evolving physical urban environment and the political means ofgoverning a metropolis." 372 Fires, Urban Environments, and Politics in ContemporaryJakarta 373 It will fust analyze the extent offires in the city in connection with the modemiza tion ofthe city, then the chronology ofneighborhood fires since the 1970s; this will then lead to an assessment of the proposed solutions and reconstruction schemes.
