This agreement will enable us to do more together than copyright owners and Google could have done alone or through a court ruling. Our agreement promises to benefit readers and researchers, and to enhance the ability of authors and publishers to distribute their content in digital form, by significantly expanding online access to works through Google Book Search. It also acknowledges the rights and interests of copyright owners, provides an efficient means for them to control how their intellectual property is accessed online and enables them to receive compensation for online access to their works. The agreement will open new opportunities for everyone - authors, publishers, libraries, Google, and readers. 2. If approved by the court, what will the settlement offer? If approved, the settlement would provide: • MORE ACCESS TO OUT-OF-PRINT BOOKS -- Generating greater exposure for millions of in-copyright works, including hard-to-find out-of-print books, by enabling readers in the U.S. to search these works and preview them online; • ADDITIONAL WAYS TO PURCHASE COPYRIGHTED BOOKS -- Building off publishers’ and authors’ current efforts and further expanding the electronic market for copyrighted books in the U.S., by offering users the ability to purchase online access to many in-copyright books; • INSTITUTIONAL SUBSCRIPTIONS TO MILLIONS OF BOOKS ONLINE -- Offering a means for U.S. colleges, universities and other organizations to obtain subscriptions for online access to collections from some of the world’s most renowned libraries; • FREE ACCESS FROM U.S. -

PALAU PUBLIC LIBRARY BACKGROUND The Palau Public Library (PPL), was established in 1964, comes under the Ministry of Education. It is the only public library in the Republic of Palau, with collections totaling more than 20,000. The library has three full-time staff, the Librarian, the Library Assistant, and the Library Aide/Bookmobile Operator. The mission of the PPL is to serve as a gateway to lifelong learning and easy access to a wide range of information resources to ensure the residents of Palau will be successful, literate, and resourceful in the Palauan society and world. The PPL strives to provide access to materials, information resources, and services for community residents of all ages for professional and personal development, enjoyment, and educational needs. In addition, the library provides access to EBSCOHost databases and links to open access sources of scholarly information. It seeks to promote easy access to a wide range of resources and information and to create activities and programs for all residents of Palau. The PPL serves as the library for Palau High School, the only public high school in the Republic of Palau. -

This work is made available under the terms of the Creative Commons Attribution 3.0 Unported License: http://creativecommons.org/licenses/by/3.0/ Abstract: As the push for open access (OA) burgeons around the globe, it is important to examine OA as it relates to collection development practices. Canada has its own particular set of characteristics and approaches to service delivery based on its history and context. Like our global colleagues, opportunities for collection development in Canada include the support of OA journals, repositories, monographs and electronic theses. The strengthening of OA in Canada is tied closely with other issues. Political and educational realities as well as geographic spread are affecting the way the movement is strengthening and impacting collection development practices. In this context, we share the results of a study examining the scholarly communication landscape in Canadian research libraries. The results of interviews with librarians, who are leaders in scholarly communication activities at their own institutions, showcase the prominent role OA plays in enhancing collections at Canadian institutions. Collaboration and the role of cooperative collection development are covered. The paper concludes with recommendations for strengthening access to open scholarship in libraries regardless of their geographic location. Asymptotic cost in document conversion Dorothea Blostein*a, George Nagy†b aSchool of Computing, Queen’s University, Kingston, Ontario, Canada bDocLab, Electrical, Computer, and Systems Engineering, RPI, Troy, New York ABSTRACT In spite of a hundredfold decrease in the cost of relevant technologies, the role of document image processing systems is gradually declining due to the transition to an on-line world. Nevertheless, in some high-volume applications, document image processing software still saves millions of dollars by accelerating workflow, and similarly large savings could be realized by more effective automation of the multitude of low-volume personal document conversions. While potential cost savings, based on estimates of costs and values, are a driving force for new developments, quantifying such savings is difficult. The most important trend is that the cost of computing resources for DIA is becoming insignificant compared to the associated labor costs. An econometric treatment of document processing complements traditional performance evaluation, which focuses on assessing the correctness of the results produced by document conversion software. Researchers should look beyond the error rate for advancing both production and personal document conversion. INTRODUCTION The economics of document image processing have undergone a sea change since the first Document Recognition and Retrieval Conference in 1994. However, there is little evidence that this change is reflected in published research on document processing software. Here we address cost and value issues in document conversion, a narrow domain within document processing that is centered on the conversion of hardcopy to computer-readable media, and vice-versa. -
African American Research Library and Cultural Center Special Collections Preservation Project
PG-266661-19 African American Research Library and Cultural Center Special Collections Preservation Project What activity (or activities) would the grant support? The African American Research Library and Cultural Center (AARLCC) is seeking support for the development of a two stage preservation and outreach initiative. The first output area will employ an external consultant to create a comprehensive preservation assessment report. The purpose of this assessment is to provide a thorough actionable report of archival planning needs. The scope of the assessment will cover the collections and their institutional context - the physical building, storage environment, security, access, care, conservation repair, and exhibition. Collections at AARLCC are found in the following mediums: paper, photographic, book, art, framed art, manuscript and oversized materials. Besides identifying a hierarchy of preservation needs, the report will serve as documentation for further institutional budgeting. The second output will be the completion of two preservation and collections care workshops for the general public. AARLCC is located in one of the oldest historically black communities in Broward County, Florida. Located on Sistrunk Blvd, named for one of Broward County’s first black physicians, AARLCC opened in 2002, and has served as the repository of materials related to the local, national and international voices of the African diaspora. With time, and as the surrounding neighborhoods undergo a change in population, the risk of losing valuable information is evident. The average person is unaware that their personal papers have historical value. Often, records of a community’s history are lost or discarded. Of great importance is the need to collect and preserve the history of this and other historically Black communities in Broward. -

Results: Meetings enjoyed robust discussion and comparison of resources. -

The Google Book Search Project and Settlement
The Google Book Settlement (GBS) – Impacts from a European perspective Report from the Commission for the Education, Youth and Culture and for the Competitiveness Council 27 November 2009 1) Background Both the Education Youth and Culture Council of 12 May 2009 and the Competitiveness Council of 28 May 2009 dealt with the Google Books Settlement (the "Settlement" or the "GBS"). Member States invited the Commission to assess possible impacts of the GBS on European owners of copyright, cultural diversity and competition in Europe and to report back in due course. This note responds to the Council's request. Since then, the parties have revised their initial Settlement. An amended agreement was submitted to the US District Court, Southern District of New Your on November 13, 2009. The Court will set a new timeline, which will likely include a fresh notice period and a new objection period. A Final Fairness hearing in now expected for early 2010. 2) The Google Book Settlement The GBS is a US class action agreement reached on 28 October 2008 between the Authors Guild and the Association of American Publishers and Google. It stems from a 2005 lawsuit brought against Google by US publishers and authors on the grounds that Google was infringing their copyright by digitising and showing snippets of books contained in US library collections without seeking their prior authorisation (Google Library Project). The aim of this project is to create a vast distribution platform for the books contained in these libraries’ collections, many of them out-of-print, by making them searchable and available online.
