January 2021 Notification – Pitt Street Station January 2021 Sydney Metro is Australia’s biggest public transport project. Services started in May 2019 in the city’s North West with a train every four minutes in the peak. Metro rail will be extended into the CBD and beyond to Bankstown in 2024. There will be new CBD metro railway stations at Martin Place, Pitt Street and Barangaroo and new metro platforms at Central. In 2024, Sydney will have 31 metro railway stations and a 66 kilometre standalone metro railway system. There will be ultimate capacity for a metro train every two minutes in each direction under the Sydney city centre. CPB Contractors (CPB) will deliver the new Sydney Metro Pitt Street Station in the Sydney CBD. Out-of-hours work and traffic changes in January 2021 Due to high daytime traffic volumes and the need to ensure pedestrian safety, some work will need to be completed outside of standard construction work hours from Monday 4 January to Sunday 24 January 2021 on weeknights between 6pm to 7am and on weekends between 7am and 5pm. Up to 15 night shifts and up to four weekend day-time shifts will take place across the North and South sites (weather permitting). Out-of-hours work is subject to weather and site conditions and may be rescheduled. Out-of-hours work will involve: delivery and installation of site hoarding and site sheds delivery of site equipment including excavators and cranes into the site compounds installation of underground power services to the site compounds service investigation, saw cutting and potholing of the road surface and footpath. What to expect during all out-of-hours work in January Equipment used will include, but is not limited to, excavators, road saws, rock breaker, vacuum trucks, hand held tools, cranes, front end loader, asphalting and compaction equipment, roller, line marking and linemarking removal grinder, lighting towers, light trucks and heavy vehicles, tippers, dump and delivery trucks. Traffic control and directional signage will be in place for the safety of workers and the community. Pedestrian footpaths will be closed in some instances, with alternate routes provided. Pedestrian and vehicle access to properties will be maintained at all times. Some of this work will be noisy. The project team will take every step possible to minimise noise impacts. A range of mitigation measures are in place to meet the project’s approval conditions and reduce noise such as using only the necessary equipment for each task, turning off equipment when not in use and equipping all machinery with non-tonal movement alarms. Weekend road closures to establish the Pitt Street North and South station sites A 27 hour road closure will commence from 12am Sunday 10 January and remain in place until 3am Monday 11 January 2021. Continuous deliveries to the site will take place during this time. To establish the new work sites, Castlereagh Street between Market and Park streets and Pitt Street between Bathurst and Liverpool streets will be temporarily closed traffic to allow for the delivery of oversized construction equipment into the site compounds. Pedestrian and vehicle access to properties will be maintained throughout the work. If this work cannot go ahead on the above dates, it will be rescheduled to take place from 12am Sunday 17 January and remain in place until 3am Monday 18 January 2021. What to expect during work from 12am Sunday 10 January to 3am Monday 11 January Temporary road closure on Castlereagh Street between Market and Park streets. No vehicle through traffic will be permitted during this work, pedestrians will be detoured around the work area. Temporary road closure on Pitt Street between Liverpool and Bathurst streets. No through traffic will be permitted during this work, pedestrians will be detoured around the work area. Motorists are encouraged to use Elizabeth Street to travel north and south during this time. Motorists are encouraged to use King Street to travel east during this time. Motorists are encouraged to use Liverpool or Market streets to travel west during this time. Five southbound bus stops on Castlereagh Street between Hunter Street and Bathurst Street will be temporarily closed between 12am Sunday 10 January and 3am Monday 11 January. Customers will be directed to alternative bus stops on Elizabeth Street (see map below). Roads and Maritime Services will deliver this work on Castlereagh Street, between Hay Street and Liverpool Street, from Sunday 18 January to Saturday 14 March, weather permitting. Bus infrastructure New bus infrastructure will be built on the eastern side of Castlereagh Street between Hay and Campbell streets from Sunday 18 January to Saturday 14 February. To the south is the MLC Centre (1971-77), and on the northern corner stands the interwar MLC building of 1938. The company has a long association with the area, with the Citizens’ Life Assurance Company established in 1886 and headquartered at 21-25 Castlereagh Street. The MLC Company came into being in 1908 with the amalgamation of the Citizens’ Life Assurance Co. Limited and the Mutual Life Assurance Association of Australia. This paper examines the history of the 1938 and 1977 buildings as a means to understanding and elucidating not only the development of the company, but also changing attitudes to how it represented itself through specific buildings, and how the function and public presence of each building chart a shift in urban design attitudes and the use of public space.
