Goals for 2017-2018

GOAL 1: Students attending the Teaneck Public Schools will acquire the skills, knowledge and understanding to be successful in the twenty first century.

GOAL 2: Teachers and administrators in the Teaneck Public Schools will acquire the skills, knowledge and understanding necessary to support student achievement.

GOAL 3: The environment in the Teaneck Public Schools will be safe and respectful, with students and adults appreciative of the unique contributions of members of the community.

GOAL 4: The Teaneck Public Schools will engage effectively with parents and with the community.

GOAL 5: The Teaneck Public Schools will provide funding for Goals 1-4 and sustain school facilities while respecting community resources.

Be It Resolved, that the Teaneck Board of Education, upon the recommendation of the Superintendent of Schools, approves the following Board Operations: 1. that the Board waive the provisions of Board Policy #7510 – Use of School Facilities for the 2017-18 school year to Teaneck Junior Soccer League for the use of the Middle School gymnasium at no cost. Teaneck High School and Middle School gymnasiums at $27.68/hr. at (50%) rate. EXPLANATION: The Board must approve to waive any provisions of Board Policy by resolution. a 2. that the Board approve the Minutes of the Executive Sessions held on February 11, 2015, March 4, 2015, April 8, 2015, April 22, 2015, May 6, 2015, May 13, 2015, June 10, 2015, June 16, 2015, June 24, 2015, July 20, 2015, August 19, 2015, October 5, 2015, October 7, 2015, October 14, 2015, November 4, 2015, November 11, 2015, December 2, 2015, January 13, 2016, January 20, 2016, February 3, 2016, February 10,2016, March 2, 2016, March 16, 2016, April 6, 2016, April 20, 2016, May 4, 2016, June 15, 2016, June 22, 2016. Be It Resolved, that the Teaneck Board of Education, upon the recommendation of the Superintendent of Schools, approves the following School Operations and Curriculum resolutions: 1. that the Board approve the submission of the 2017-2018 Quality Single Accountability Continuum (NJQSAC) Statement of Assurance (SOA) and the District Performance Review (DPR) for NJQSAC monitoring to the Executive County Superintendent. a EXPLANATION: The QSAC Statement of Assurance is due by November 15, 2017. a 2. that the Board accept grant funds from the County of Bergen, Department of Human Services for the FORUM program, PASS (Police/parents And School Students) Partnership, Juvenile Delinquency Prevention for the period January 1, 2018 through December 31, 2018, in the amount of $61,435 to be disbursed as indicated below:

The program provides group, individual and family counseling, guest speakers, field trips and recreation to Teaneck middle and high school students aged 12 to 17. The middle school group would meet Tuesdays and Thursdays from 4:00 pm to 7:00 pm and the high school group would meet Mondays and Wednesdays from 4:00 pm to 7:00 pm. During the 2016-2017 school year, 51 students participated in the program and 21 are currently enrolled. a 3. that the Board approve a contract between Bergen County Special Services School District (BCSS), Educational Enterprise Division and Teaneck Public School District, to provide ten hours of training services during the 2017-2018 school year on Dynamic Learning Maps (DLM), at $155 per hour, total cost not to exceed $1,550. Be It Resolved, that the Teaneck Board of Education, upon the recommendation of the Superintendent of Schools, approves the following Finance and Budget resolutions: 1. that the Board approve payment of the following 2017-2018 bills and payroll, as detailed in lists attached to the Minutes of this meeting, including adjustments to previously approved bill payments, and that the Business Administrator/Board Secretary be hereby authorized to release the warrants in payments of these bills per the list appended to and made part of the minutes.

WHEREAS, the Board of Education has received the Report of the Board Secretary and the Report of the Treasurer of School Monies for the month of September 2017 and determined that both reports are in agreement; and WHEREAS, in compliance with N.J.A.C. 6A:23A-16.10(c)3 the secretary has certified that, as of the date of the reports, no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the Board of Education except as noted; now BE IT RESOLVED, that in compliance with N.J.A.C. 6A:23A-16.10(c)4, the Board of Education certifies that, after review of the secretary’s monthly financial reports (appropriate section) and upon consultation with the appropriate district officials, to the best of its knowledge, no major account or fund has been over-expended in violation of N.J.A.C.6A:23A-16.10(c)4, and that sufficient funds are available to meet the district’s financial obligations for the remainder of the year (which would become a part of the Minutes of this meeting); and BE IT FURTHER RESOLVED, that pursuant to P.L. 2004 Ch. 73 (S-1701), the Board certifies that after a review of the Secretary’s Monthly Financial Report and upon consultation with the appropriate district officials, that there are no budgetary transfers that cumulatively exceed 10% that would require the approval of the Executive County Superintendent. a

7 a 4. that the Board approve the attached list of Professional Development for the staff indicated for professional improvement or development, as approved by the Superintendent, (Grant funded $841.89) (District funded $1,662.04 ) total cost $ 2,503.93. a EXPLANATION: NJDOE requires approval by the Superintendent and the Board of Education for all attendance at and reimbursement for seminars and conferences. a 5. that the Board approve the attached list of Student Field Trips, as approved by the Superintendent, (Grant funded $2,879.47) and (District funded $ 4,483.88) (Parent Funded $11,292.27) total cost $18,655.62. a EXPLANATION: NJDOE requires approval by the Superintendent and the Board of Education for all attendance at and reimbursement for attendance for student field trips. a 6. that the Board approve payment of tuition for out-of-district students who would require a special education program during the 2017-2018 school year, as per the attached list. These tuitions would be pro-rated based on effective dates of attendance. The total amount of current invoices for this motion is $283,441.28 for tuition. a EXPLANATION: The schools listed would provide services to students in accordance with their respective IEPs. The NJDOE requires approval by the Executive County Superintendent and Board of Education for the bus emergency evacuation drills. a 8. that the Board acknowledges that Hawthorne Elementary School successfully conducted its first emergency school bus exit drill, in accordance with N.J.A.C. 6A:27-11.2, at 8:15am, at the location of Lucy Avenue, on October 4, 2017; Emilio Jennette, Interim Principal, Suzie O'Toole, Julianne Boyle, Ranisha McClendon, Angelina Martinez, Amber Halpern, Rahena Loskor, Alberto Despaigne and Shantel Wilson, were the staff members in charge, and the following bus routes were included in the drill: Route# 5 Buses A,B,C; Vans A, B, HV1 a EXPLANATION: School administrators are required to conduct two (2) emergency exit drills during the school year for all students transported to/from school. The NJDOE requires approval by the Executive County Superintendent and Board of Education for the bus emergency drills. a 9. that the Board acknowledges that Bryant Elementary School successfully conducted its first emergency school bus exit drill, in accordance with N.J.A.C. 6A:27-11.2, at 8:15 am, at the 8 location of the bus lane parking lot on October 10, 2017; Leslie Abrew, Principal was the staff member in charge, and the following bus routes were included in the drill: Route# 6 Buses A, C, D, E; Vans A, B, C; Vans 1,2,3,4 a EXPLANATION: School administrators are required to conduct two (2) emergency exit drills during the school year for all students transported to/from school. The NJDOE requires approval by the Executive County Superintendent and Board of Education for the bus emergency evacuation drills. a 10. that the Board acknowledges that Lowell Elementary School successfully conducted its first emergency school bus exit drill, in accordance with N.J.A.C. 6A:27 -11.2, at 8:40 am, at the location of the school parking lot on October 15, 2017; Alexis Ryerson, Renier Cruz, Lisa Sgambati, Lauren Finizio and Stacie DiBona were the staff members in charge, and the following bus routes were included in the drill: Route #7 Buses A,B,C,D,E Vans LV1, LV2, LV3 a EXPLANATION: School administrators are required to conduct two (2) emergency exit drills during the school year for all students transported to/from school. The NJDOE requires approval by the Executive County Superintendent and Board of Education for the bus emergency evacuation drills. a 11. that the Board acknowledges that Benjamin Franklin Middle School successfully conducted its first emergency school bus exit drill, in accordance with N.J.A.C. 6A:27-11.2, at 3pm, at the location of Taft Road in front of the school on October 19, 2017; Marina Williams, Asst. Principal was the staff member in charge, and the following bus routes were included in the drill: Route #10 Buses 1,2,3,4,5 a EXPLANATION: School administrators are required to conduct two (2) emergency exit drills during the school year for all students transported to/from school. The NJDOE requires approval by the Executive County Superintendent and Board of Education for the bus emergency evacuation drills. a 12. that the Board acknowledges that Thomas Jefferson Middle School successfully conducted its first emergency school bus exit drill, in accordance with N.J.A.C. 6A:27-11.2, between 3:06 - 3:20 pm, at the location of Salem Street Circle on September 27, 2017 and September 28, 2017; Justin C. Avery, Asst. Principal was the staff member in charge, and the following bus routes were included in the drill: Route #11 Bus 1, 2 & 3 a EXPLANATION: School administrators are required to conduct two (2) emergency exit drills during the school year for all students transported to/from school. The NJDOE requires approval by the Executive County Superintendent and Board of Education for the bus emergency evacuation drills. a 13. that the Board acknowledges that Teaneck High School successfully conducted its first emergency school bus drill, in accordance with N.J.A.C. 6A:27-11.2 at 3:00 pm, at the location of the courtyard at Teaneck High School on September 27, 2017; Kurt Ceresnak, Asst. Principal and Lisa Azria, were the staff members in charge, and the following bus routes were included in the drill: Route #12 THS1, THS2, QIN212 & L12 a 9 EXPLANATION: School administrators are required to conduct two (2) emergency exit drills during the school year for all students transported to/from school. The NJDOE requires approval by the Executive County Superintendent and Board of Education for the bus emergency evacuation drills. a 14. Whereas, the Department of Education requires New Jersey School Districts to submit three- year maintenance plans documenting "required" maintenance activities for each of its public school facilities, and

Whereas, the required maintenance activities as listed in the attached document for the various school facilities of Teaneck School District are consistent with these requirements, and

Whereas, all past and planned activities are reasonable to keep school facilities open and safe for use or in their original condition and to keep their system warranties valid; now

Be It Resolved, that the Teaneck Board of Education, upon the recommendation of the Superintendent of Schools, approves the following Personnel resolutions: 1. that the Board approve the following certificated staff appointments for the 2017-2018 school year, effective on the dates indicated, pending criminal history clearance:

a. Filiz Zeybek, Special Education Teacher, at annual salary of $70, 500 (TTEA Guide MA/Step 7), assigned to Hawthorne Elementary School, effective November 6, 2017 through June 30, 2018, replacing Patricia Monaco, resigned, (PC#: 10-05-34/btt).

b. Ariel Perez,Special Education Grade 6, at annual salary of $76,000 (BA/Step 12), assigned to Thomas Jefferson Middle School, effective October 21, 2017 through June 30, 2018 replacing Nancy Mliczek, resigned, (PC#: 10-11-33/bnr).

a. Elizabeth Vanacore, effective November 16, 2017 through March 16, 2018, with no benefits, assigned to Hawthorne Elementary School, replacing Kristen Nunez.

b. Elise Taradash, effective November 16, 2017 through March 08, 2018, with no benefits, assigned to Lowell Elementary School, replacing Eleftheria Hondros.

c. Diana Sanchez, effective November 27, 2017 through June 30, 2018, with benefits, assigned to Whittier Elementary School to provide ESL services.

d. Jolyann Schoeppler, effective September 05, 2017 through June 30, 2018, with benefits, assigned to Benjamin Franklin Middle School, replacing Paula Fischkelta. a EXPLANATION: Long term substitute teachers holding the appropriate New Jersey Department of Education certification are approved by the Board to non- tenure track positions for the continuity of instruction.

Amanda Zoran, English Teacher, Thomas Jefferson Middle School, $79,000 (MA/Step 10). a EXPLANATION: Item previously approved with the wrong salary and step. a 5. that the board approve the following leaves of absence for the dates and reasons stated:

a. Christine Flanagan, Executive Assistant, Curriculum and Instruction, medical leave with pay, from October 23, 2017 through December 04, 2017 using 29 sick days.

b. Diana Baer, Dance Teacher, Teaneck High School, medical leave with pay, from October 26, 2017 through November 08, 2017, using 10 sick days.

c. Katarina Hannawi, Special Education Teacher, Whittier Elementary School, materniy leave with pay from April 09, 2018 through May 11, 2018, using 25 sick days, and unpaid with benefits under FMLA/NJFLA, from May 12, 2018 through June 30, 2018. a EXPLANATION: The Board approves leaves based on superintendent recommendation. a 6. that the Board approve the following individuals be included on the list of Home Instructors to be employed, on an as-needed basis, at the rate of $50/hr., during the 2017-2018 school year.

GOAL 2: Teachers and administrators in the Teaneck Public Schools will acquire the skills, knowledge and understanding necessary to support student achievement as measured by the following indicators:

Indicator 2a: Administrators will plan and deliver an Edcamp by May 2017. The Edcamp model is participant-driven and empowers educators to maximize their professional learning experiences and peer networks within the district.

Indicator 2b: All teachers and administrators will participate in three Implicit Bias training sessions by March 2018. The superintendent will conduct a follow- up survey to determine an action plan for the 2018-2019 school year.

Indicator 2c: The Curriculum & Instruction Supervisors and Special Services Supervisors will create two professional development sessions on differentiating instruction to be delivered by principals at school faculty meetings by May 2018.

GOAL 3: The environment in the Teaneck Public Schools will be safe and respectful, with students and adults appreciative of the unique contributions of members of the community, as measured by the following indicators:

Objective 3a: Each school safety team will administer the NJDOE School Climate survey to identify positive conditions and will create an action plan to address vulnerabilities for learning by May 2018.

Objective 3b: Middle schools will reduce the rate of suspensions by 20% when comparing 2017-2018 suspensions to 2016-2017 suspensions.

GOAL 4: The Teaneck Public Schools will communicate effectively with parents and with the community, as measured by the following indicators:

Indicator 4a: Each principal will plan at least three events for parents to support their children’s learning.

Indicator 4b: The Coordinator of Information Systems will deliver two training sessions for parents on how to use Skyward Family Access.

Indicator 4c: The Administrators and the Board of Education will communicate with the school community and greater community concerning policies, programs and budgets by sharing information on the web site and providing in- person presentations on the budget.

GOAL 5: The Teaneck Public Schools will provide funding for Goals 1-4 and sustain school facilities while respecting community resources, as measured by the following indicators:

Indicator 5a: The District will prepare annual budgets that keep the increase to the tax levy below the 2% state limit.

Indicator 5b: The Business Administrator will generate a financial plan for the subsequent three years based on projected spending for the latest year.
