The former B.A.L.M. Paints factory administration building, to the extent of the building as constructed in 1937 at 2 Salmon Street, Port Melbourne, is significant. This is in the European Modernist manner having a plain stuccoed and brick façade with fluted Art Deco parapet treatment and projecting hood to the windows emphasising the horizontality of the composition. There is a tower towards the west end with a flag pole mounted on a tiered base in the Streamlined Moderne mode and porthole motif constituting the key stylistic elements. The brickwork between the windows is extended vertically through the cement window hood in ornamental terminations. Non-original alterations and additions to the building are not significant. How is it significant? The former B.A.L.M. Paints factory administration building at 2 Salmon Street, Port Melbourne is of local historic, architectural and aesthetic significance to the City of Port Phillip. City of Port Phillip Heritage Review Citation No: 8 Why is it significant? It is historically important (Criterion A) as evidence of the importance of the locality as part of Melbourne's inner industrial hub during the inter-war period, also recalling the presence of other paint manufacturers at Port Melbourne including Glazebrooks, also in Williamstown Road. -

Rod Blackmore’s AUSTRALASIAN THEATRE ORGANS Victoria section Best known location: Malvern Town Hall (Melbourne) Compton theatre organ 3 manuals, 17 ranks Console came from organ originally in Astoria theatre, Old Kent Road, London, England. Pipework is of mixed origins. Malvern is a suburb 7.5km southeast of the Melbourne CBD. The impressive Town Hall on the corner of High Street and Glenferrie Road is a jewel in the crown of the local government area known as the City of Stonnington, and the building is also known as the Stonnington City Centre. It was built in 1885-6, late Victorian and Italianate in style. The clock tower was added in 1890, and council chambers and a portico in Glenferrie Road were added in 1927. It is regarded as being aesthetically and historically significant in heritage terms. The main auditorium (or ballroom) has a vaulted ceiling and pendant lighting; there is a rear gallery. Seating capacity is about 600. In 1994 the City of Malvern and most of the City of Prahran were amalgamated to become the City of Stonnington. The 3 manuals 17 ranks Compton organ now installed in the Malvern Town Hall is owned by the Theatre Organ Society of Australia (Victoria division). Members David Cross and Norm McClure had purchased a 3 manual Compton console that had been one of twin consoles at the Astoria theatre, Old Kent Road, London, England, together with 5 ranks of pipes; these had been further acquired by Frank Douglas, and imported by him. In July 1969 TOSA decided to purchase these from Douglas. -

Analysis of Victorian Councils Post Amalgamation September 2019 spence-consulting.com Spence Consulting 2 Analysis of Victorian Councils Post Amalgamation Analysis by Gavin Mahoney, September 2019 It’s been over 20 years since the historic Victorian Council amalgamations that saw the sacking of 1600 elected Councillors, the elimination of 210 Councils and the creation of 78 new Councils through an amalgamation process with each new entity being governed by State appointed Commissioners. The Borough of Queenscliffe went through the process unchanged and the Rural City of Benalla and the Shire of Mansfield after initially being amalgamated into the Shire of Delatite came into existence in 2002. A new City of Sunbury was proposed to be created from part of the City of Hume after the 2016 Council elections, but this was abandoned by the Victorian Government in October 2015. The amalgamation process and in particular the sacking of a democratically elected Council was referred to by some as revolutionary whilst regarded as a massacre by others. On the sacking of the Melbourne City Council, Cr Tim Costello, Mayor of St Kilda in 1993 said “ I personally think it’s a drastic and savage thing to sack a democratically elected Council. Before any such move is undertaken, there should be questions asked of what the real point of sacking them is”. Whilst Cr Liana Thompson Mayor of Port Melbourne at the time logically observed that “As an immutable principle, local government should be democratic like other forms of government and, therefore the State Government should not be able to dismiss any local Council without a ratepayers’ referendum. -

The places we keep: the heritage studies of Victoria and outcomes for urban planners Robyn Joy Clinch Submitted in total fulfillment of the requirements of the degree of Doctor of Philosophy (Architecture & Planning) June 2012 Faculty of Architecture, Building & Planning The University of Melbourne Abstract The incentive for this thesis that resulted from an investigation into the history of my heritage house, developed from my professional interest in the planning controls on heritage places. This was further motivated by my desire to reinvent my career as an urban planner and to use my professional experience in management, marketing and information technology. As a result, the aim of this thesis was to investigate the relationship between the development of the heritage studies of Victoria and the outcome of those documents on planning decisions made by urban planners. The methods used included a simulated experience that established a methodology for the thesis. In addition, interviews were conducted with experts in the field that provided a context for understanding the influencing factors of when, where, by whom, with what, why and how the studies were conducted. These interviews also contributed to the understanding of how the historical research had been undertaken and used to establish the significance of places and how this translated into outcomes for urban planners. Case studies in the form of Tribunal determinations have been used to illustrate key outcomes for urban planners. A large amount of information including that relating to the historical background of the studies plus a collection of indicative content from over 400 heritage studies was traversed. -

I believe that the credentials of the National Trust of Australia (Victoria) are well known to the Commission. The National Trust of Australia (Victoria) submits the following additional comments and examples relating primarily to the key recommendation made in the draft report. In the Trust’s experience the key draft recommendation 8.1, the requirement for a negotiated conservation agreement as a pre requisite to the granting of heritage listing, is fraught with problems. The National Trust of Australia (Victoria) has had statutory provision for 25 years under the Victoria Heritage Act 1995 to negotiate and manage such agreements. Our practical experience of such agreements offers insight into the problems and ongoing costs inherent in such a proposal. Examples from our files added as an appendix to this letter illustrate the extent of staff resources expended to maintain such agreements and give some indication as to what would be involved in the wider introduction of a negotiated scheme. -

The Federation house at 11 A’Beckett Street, Prahran, a single-storey dwelling built in 1912. Elements that contribute to the significance of the place include (but are not limited to): • The house’s original external form, materials and detailing • The house’s high level of integrity to its original design. Later alterations and additions, such as the rear addition and carport, are not significant. How is it significant? The house at 11 A’Beckett Street, Prahran is of local architectural and aesthetic significance to the City of Stonnington. Why is it significant? The house at 11 A’Beckett Street, Prahran is a fine, representative example of a Federation house. It displays typical features of the Federation Queen Anne architectural style popular in the first decade of the twentieth century in Prahran and across Melbourne more broadly, including a picturesque, asymmetrical composition, integrated verandah roof, tall prominent chimneys and timber verandah decoration (Criterion D). The house at 11 A’Beckett Street, Prahran is a carefully designed and well-resolved example of a Federation house. The front projecting gabled bay with shingle-clad gable-end, diagonally placed bay window, side entrance tower with scalloped parapet, tall chimneys, unpainted roughcast render finish and rich timber decoration present a picturesque composition of this architectural style (Criterion E).
