Minutes of a Meeting of Aberaeron MINUTES OF A MEETING OF CYNGOR TREF ABERAERON HELD ON TUESDAY 10th SEPTEMBER 2019 AT COMMITTEE ROOM 2, MEMORIAL HALL, ABERAERON AT 7.30 pm PRESENT: Councillor Katrina James (Chairman); Councillors Phillip Davies, Rhys Davies, Darryl Evans, Elizabeth Evans, Mair Harrison, Owenna James, Rhodri Jones, Neris Lloyd, Diana Mace and Huw Thomas. Mr Denfer Morgan (Clerk to the Council). 422. APOLOGY Councillor Roger March apologised for his inability to attend the meeting. 423. DISCLOSURE OF PERSONAL AND PREJUDICIAL INTERESTS The following Councillors disclosed a personal and prejudicial interest in respect of the matters referred to in the Minutes listed below and left the Committee Room during the discussion thereon. Minute 427a) – Councillors Councillors Phill Davies, Rhys Davies and Rhodri Jones Minute 427b) – Councillor Rhys Davies Minute 427 d) – Councillor Katrina James Minute 436 – Councillors Rhys Davies, Mair Harrison and Rhodri Jones. 424. CONFIRMATION OF THE MINUTES OF THE MONTHLY MEETING OF THE COUNCIL HELD ON 9th JULY 2019 It was RESOLVED to confirm, as a true record, the Minutes of the Monthly Meeting of the Council held on 9th July 2019, subject to the following corrections: Minute 405 – to correct the minute to reflect that only Ms Anna Prydderch was in attendance. Minute 421 – to amend the reference from Alltygraig to Goetre Road. 425. MATTERS ARISING FROM THE MINUTES Minute 421 – to arrange dates for a ‘clean up’ of areas of the Town. 426. FINANCE MATTERS It was RESOLVED: i) to approve the following payments: Invoice Sum Roberts Garden Centre (confirmation of £2,340 payment) Llanarth Garden Centre (supply of plants) 1,398.72 Dylan Jones (July grass cutting) £415 Welham Electrical (Harbour Lights Repairs) £2,100 124 Ceredigion CC (South Beach toilets) £5,880 Broxap (3 new finger arms) £754.80 Nigel Bowen (painting of existing fingerposts) £340 Nigel Bowen (repairs to Parc-y-fro rocker) £25 ROSPA Playsafety (Square Field & Parc-y-fro Inspections) £181.20 Gwasg Aeron (‘No Dogs’ Temporary Signs) £30 Clerk’s Salary (Jul-Aug-Sept): Denfer Morgan £1,144 HMRC (PAYE) £286 ii) with regard to public conveniences, Councillor Elizabeth Evans stated that the County Council were considering charging for their use and, in this instance, the Council would cease to contribute towards its summer opening; otherwise it would continue with this financial assistance; and iii) to note the Budget Monitoring Report as at the end of August 2019. 427. PLANNING APPLICATIONS Consideration was given to the following four applications and it was RESOLVED as indicated: a) A190448 - Minfor, Beach Parade, Aberaeron. Extension and alterations. Decision: No objection. b) A190557 - 11 Alban Square, Aberaeron. Removal of existing roof material and replace with natural slate and roof lights. Decision: No objection. c) A190574 - Land at rear of No. 1, South Road, Aberaeron. Erection of dwelling and installation of vehicular access. Decision: No objection, subject to the views of the Local Highway Authority, and to emphasise that, in the Council's opinion, there should be no vehicular access of any sort onto the rear lane, running alongside South Road. d) A190602 - Rear of 34 Alban Square, Aberaeron. Demolish storage area and rebuild as a managers accommodation. Decision: Objection, as the Council believes that it would represent overdevelopment of this site at the rear of the property and that there is sufficient room in the existing building in order to provide accommodation for managers. The Council is also concerned that the plans showing the existing building does not reflect the alterations made in accordance with the recent planning permission. 428. SQUARE FIELD AND PARC-Y-FRO PLAYGROUNDS Consideration was given to the ROSPA Playsafety Reports following the annual inspection of both playgrounds. The Clerk stated that he had requested the County Council to proceed with the repairs identified in the Reports, other than the Parc-y- 125 fro fence. A discussion ensued on the current arrangements for inspecting the sites during the year. The Clerk reminded Members that the County Council were contracted to inspect the playgrounds on a monthly basis. It was stated that advice had been received that the equipment should be inspected on a weekly basis. Following a discussion, it was RESOLVED: i) To request the County Council to produce a checklist following each monthly inspection; ii) To request Playsafety whether they provided monthly inspections; and iii) to follow up the possibility of weekly inspections and to request Playsafety as to whether they provided training for the Clerk and Members to undertake such inspections. 429. PLACE PLAN PREPARATION It was reported that a joint meeting had been held and comments on the Council’s draft Plan were awaited. It was RESOLVED to note the current position and await further up-dates on the matter. 430. FINGERPOSTS The Clerk reported that the new fingerposts had been put in place and the posts painted. It was RESOLVED to note the current position with pleasure. 431. BANC BACH IMPROVEMENTS Councillor Elizabeth Evans stated that she had met the contractor on site and stated that a scheme had been agreed, which included dealing with ash die-back. A price for undertaking the scheme was awaited from Lampeter tree Services. There was also a need to employ an ecologist for a bat survey. There was also a need to survey the Alltygraig woodland. It was RESOLVED to proceed with the scheme as agreed with the contractor. 432. CLOS PENGARREG FOOTPATH It was noted that the County Council had confirmed that the application was valid and that the next step was an informal consultative exercise. 433. ON YOUR BIKE PROJECT It was reported that Councillors Phill Davies and Darryl Evans and the Clerk had met with Bethan Jenkins of the Project on site and that it was being recommended that the bikes be placed between two trees at the north west corner of Square Field. It was RESOLVED to agree the proposed location. 126 434. ‘NO DOGS’ SIGNS AT SQUARE FIELD It was RESOLVED to agree that the most effective way of preventing owners from bringing their dogs onto the Field was to place permanent signs on the gates and to request the Clerk to suggest appropriate signs. 435. RIVERSIDE FENCE It was RESOLVED to defer consideration of this matter until the next meeting. 436. CHRISTMAS LIGHTS FOR THE TOWN Consideration was given to a request from the Aberaeron town improvements Committee for the Council to facilitate and make a financial contribution to a scheme for the provision of Christmas lighting in the town; together with the method for its funding. It was reported that the scheme was for the installation of lights at Market Street. Following discussion, it was RESOLVED: i) to agree to support the scheme and facilitate its financing by paying the invoice; ii) to agree to make a contribution of £2,000 to the cost of the scheme, to be financed by way of virement in the current year’s budget; and iii) to congratulate the Town Improvements Committee for this excellent scheme. 437. ALBAN SQUARE BUS STOP Consideration was given to the request of the North and Mid Wales Trunk Road Authority (NMWTRA) in respect of their wish to investigate options to improve pedestrian and road user safety in the vicinity of the existing bus stops in the centre of Aberaeron. It was RESOLVED to advise NMWTRA that the Council was of the unanimous opinion that the physical status of Square Field could be affected and its integrity compromised; and therefore not to accede to the request. In addition, the Council requested the Agency, during its future consideration of the matter, to address the way in which the bus shelters were currently placed and the possibility of implementing an improvement consisting of a canopy extending inwards to the boundary hedge, thereby covering the whole pavement; the design of which should be in keeping with the existing townscape. 438. LLANERCHAERON FOOTPATH BENCH REQUEST Consideration was given to a request by the County Council for the Town Council to agree to maintain a memorial bench to be placed on the Llanerchaeron Footpath. It was reported that discussion with the person making the request indicated that the preferred location was in the adjoining community of Ciliau Aeron. It was RESOLVED to advise the County Council accordingly. 127 439. CENSUS REHEARSAL It was noted that Ceredigion had been chosen to be part of the 2021 Census Rehearsal. 440. REFILL CHAMPION FOR ABERAERON Consideration was given to a request to identify a Refill Local Champion for Aberaeron. Councillor Rhys Davies stated that he was prepared to follow up this matter in his capacity as a local businessman. 441. UNDERSTANDING WELSH PLACE NAMES WEBSITE It was agreed to request Councillor Mair Harrison to prepare an article on the Town for inclusion on the website. 442. EVENT TO SHOW APPRECIATION TO MAURICE It was agreed to organise an event to show appreciation to Maurice on 31st October and to appoint Councillors Katrina James, Elizabeth Evans, Neris Lloyd and Mair Harrison to make arrangements. 443. MISCELLANEOUS CORRESPONDENCE It was RESOLVED to note the following: a) Police and Crime Commissioner public consultation on initial contact with the Police. b) Major spatial planning survey. 444. REPORT OF COUNTY COUNCILLOR ELIZABETH EVANS County Councillor Elizabeth Evans up-dated Members on the following matters: • Budget workshops had commenced • The mew refuse collection arrangements had commenced in a satisfactory manner • Some anti-social behaviour had taken place – flowerpots being kicked over and the riverside shelter vandalised • Cabinet had approved a new area school for the Aeron Valley • The harbour development proposals were proceeding and clarifation on funding was still awaited • The cottage hospital was being put for sale and a local housing association had shown an interest into its development.

We raised £955! Particular credit goes to Peter Gardner, who once again nurtured choice sweet-pea seedlings of named varieties and sold them, individually potted, at a table in the middle of the hall. I only secured one, a dark blue, but it’s now six feet tall and flowering profusely in a pot by my front door. We catch the scent as we go in and out. Joy Neal provided some extremely choice houseplants, most of which were snapped up in minutes. Divided chunks of good garden perennials and new seedling veg and flowers also sold very well. Jan Eldridge provided us with a really professional banner: attached to the railings at the Penparcau roundabout for two weeks prior to the sale, this increased our visibility to the public, who queued eagerly till the doors opened. Before the doors opened The summer excursions run by John and Sue Wildig have also been well subscribed and offered a varied and fascinating range of experiences.

    GREEN HEALTH & ACCESS WEST WALES PILOT PROJECT June 2019 – May 2020 Funded by the Welsh Government Enabling Natural Resources and Wellbeing Fund A partnership project led by Coed Lleol – Smallwoods Wales, and supported by Reconnect in Nature, Tir Coed, Llais y Goedwig, Ceredigion County Council, Hwyel Dda Health Trust, Public Health Wales, RAY Ceredigion, Pembrokeshire Coastal Forum, West Wales Action for Mental Health, and the Wildlife Trusts. PURPOSE To pave the way for more regular referrals to nature-based activities, in accessible woodlands close to areas of need. A VISION OF THE FUTURE Nature based health care embedded within health system Social prescribing to outdoor activity available to all Development of woodland sites to improve green infrastructure and improve access – including a ‘woodland hub’ model Specified training pathways and qualifications to improve and support provision of services, with qualified leaders and improved prospects for those working in the social forestry sector. Funding through health board for organisations to deliver services long term. Ongoing community engagement providing preventative and therapeutic benefits while caring for the natural environment. Increasing resilience in communities. Page 1 of 70 INITIAL GOALS OF THIS PILOT PROJECT Consultation : Establishing and/or strengthening links with green health practitioners, health sector referral organizations, landowners, community groups and relevant public bodies to promote green prescribing. Identifying strengths and weaknesses, barriers and recommendations from professionals in health and third sector so that green prescribing can become widely available. Mapping of greenspace against community needs to identify key woodlands for green infrastructure (GI) funding in each of the three Hywel Dda counties (Ceredigion, Carmarthenshire, Pembrokeshire.) These will be woodlands that are or could be used for social forestry and wellbeing activities, and have the potential to be improved for these purposes should further funding be available.

    THE 162 ND SUMMER MEETING LAMPETER, 2015 The 162 nd Summer Meeting was based in Lampeter, and we lodged and dined on the Lampeter Campus of what is now the University of Trinity St Davids. We were ably served by the fleet of large and small coaches from the local firm, G & M coaches. The Meeting was organized by Heather James who would particularly like to thank Professor David Austin for much help before and during the meeting, over and above his Presidential duties. She would also like to thank our many speakers: David Austin, Professor Martin O’Kane, Dr John Hammond, Revd Bill Fillery, Jen Jones, Gerald Morgan, Dr Jeff Davies, Professor Barry Burnham, Dr Toby Driver, Peter Hopkins and Sarah Jones, Dr D Huw Owen, Roger Clive-Powell, Thomas Lloyd, Glen Johnson and Richard Suggett. MONDAY 6 th JULY Members assembled at the base of the still substantial motte of Lampeter’s medieval castle now surrounded by college buildings, walls and access ways. Built probably by Stephen, the constable of Cardigan in the late 11 th or early 12 th century, it, like others in Ceredigion, marked Norman attempts to control the Welsh lordly centres of power in the cwmwdau – in this case Mebwynion. Although encouraged by the then College Principal to excavate the motte in his early days of setting up the new Archaeology Department in the 1970s, David Austin recalled that little medieval was found but that there was plenty of evidence for a college gazebo on the top of the motte and a wine cellar carved out within its side.

To the east of the house are two walled gardens and a splendid farm complex. Type of siteTYPE OF SITE Picturesque parkland; wooded pleasure grounds with walks and lake; kitchen garden Main phases of construction MAIN PHASES OF CONSTRUCTION The present landscape was probably completed by 1803. There have been minor alterations since that time. Site description Llanerchaeron house is set within the wide, misfit valley of the river Aeron some three km to the south-east of Aberaeron. The house is surrounded by pleasure grounds and, to the south-west, parkland bordered by trees. To the north, beyond the river Aeron, the slopes of the valley are covered by mature and semi-mature trees. Llanerchaeron is described by Suggett (1995) as a ‘box villa’ and it incorporated the stone extension to the hall house which was added by either Llewellyn or John Parry sometime before 1690. The house is a two-storeyed, hipped slate roof, rendered block with a recessed entrance portico to the front (south-east) side.
