Purpose of the position Forming part of Events South Australia (the events arm of the South Australian Commission), the General Manager, Acquisition and Development contributes to the goal of $12.8 billion in tourism expenditure by 2030 by strategically targeting and securing new events or developing new or existing events for South Australia and supporting the growth of the industry at large.

This role will lead the Acquisition & Development Team and as a member of a small ESA Team the incumbent will be jointly responsible for cooperative and inspiring leadership of the ESA team, resulting in staff that are engaged and motivated to ensure the tourism industry has the best possible chance of meeting or exceeding its goal.

Essential Criteria

Qualifications

 Tertiary qualification in Tourism, , Event Management, Business Administration, or another relevant discipline.

Skills, experience, and knowledge

 Proven strategic and business planning skills with demonstrated ability to translate into action plans and measurable outcomes achieved  Proven management, leadership and communication skills, including people management.  Demonstrated experience in the negotiation and management of high value complex contractual arrangements with CEO’s, General Managers or Government  Demonstrated experience in major events.  Strong analytical skills, with experience in the development of robust and comprehensive business cases for significant funding.  Experience in writing business plans & sponsorship proposals  Demonstrated experience in any or all of the following sectors: tourism, sport, arts, entertainment and business management  Demonstrated use of innovation, initiative and flexibility to manage challenging situations.  Experience in including planning, budgeting, forecasting and reporting.  Effective organisation, time management and customer service skills.  Strong verbal and written communications skills, with demonstrated experience in creating bids, tenders, board papers, strategic documents and contracts.  Ability to represent the SATC to government, event promoters, key stakeholders and industry groups effectively  Established networks nationally and internationally in the area of: major events, venues, entertainment, tourism, sport, arts and culture, food and drink sectors  Proven ability to use initiative and work autonomously

Key Responsibilities

Strategic Leadership  Contribute as a member of the ESA management team to the development, implementation and evaluation of Events South Australia’s strategic plan and priorities.  Lead the development and implementation of the Acquisition & Development Strategic Plan; ensure subsequent operational plans are in place and report regularly on progress to plan (including to ESA group).  Ensure research and insights are procured to facilitate optimal outcomes by the Acquisition & Development Team  Represent the SATC and ESA at tourism and event industry and inter-agency forums, as required. Performance Measures  Proactive and effective contribution to ESA and SATC Strategic, Corporate and Operational plans  Strong ESA team approval based on clarity of vision and operations plans and objectives.

Event Acquisition  Through management of Acquisition Manager, ensure operational plans are enacted and regular, timely accurate reporting on progress occurs  In conjunction with the Acquisition Manager, identify, research and assess opportunities to bid for new, existing or proposed events, including studies to determine the viability of tourism, economic, media, social and environmental benefits of such events to the State.  Develop, maintain and facilitate networks to keep abreast of emerging trends, industry activity, competitor movements and support the securing and growing of major events and regionally significant events  Assume project management responsibility for high priority acquisition projects.  Review CRM established for effective management of pipeline activity and networks  Based on risk assessment, consider possible risk mitigation strategies for new events  Identify strategic relationships or activities best undertaken by Executive Director, provide briefings and direction accordingly  Monitor and evaluate business processes, systems and procedures to identify best practice for increased efficiency and improved service delivery and outcomes

Performance Measures  Events created or secured in line with strategic plan (value for money negotiations)  Achieve KPI’s – events secured, visitors, economic impact, jobs, media, brand etc.  Professional delivery of Acquisition activity, including timely review and response, resulting in positive sentiment (Government, media, stakeholders)

Event Development  Through management of Development Manager, ensure operational plans are enacted and regular, timely accurate reporting on progress occurs  Identify, negotiate and secure event partners to supplement and leverage Government investment in events  Monitor and evaluate business processes, systems and procedures to identify best practice for increased efficiency and improved service delivery and outcomes  Ensure Acquisition & Development Team involvement and / or understanding in both the acquisition and development phases, which may include workshopping an opportunity in acquisition phase and ahead of delivery phase to achieve optimal results.

Team Leadership  Provide leadership and vision in accordance with SATC and ESA values and behaviours.  Be a highly focussed and committed member of a small and unified management team.  Ensure communication of key objectives, projects and outcomes precisely and succinctly to the Acquisition & Development Team, and the wider ESA and SATC Group  Identify opportunities for improving effectiveness, efficiency and productivity in systems and operations.  Manage projects on critical issues which require immediate research, evaluation and written reports for the ESA Executive Director or CE.  Act as a delegate for the ESA Executive Director in times of absence, as required.  Meet on a regular formal basis with the ESA Executive Director to report on activities and to discuss and resolve high order priorities and emerging issues. Provide Government and Ministerial briefs and reports as required.  Provide monthly concise strategic reports to the SATC Board that demonstrate measurable achievement  Approve budgets and monitor expenditure of the team to ensure budget objectives are achieved in line with strategic priorities.  Establish Acquisition & Development Management Team, to ensure high level involvement across ESA.

Organisational Contribution/Safety Awareness  Ensure effective people management by managing diversity, staff or volunteer training and development and occupational health and safety issues.  Adhere to SATC policy and procedures on all matters relating to health and safety.  Ensure that SATC vehicles are maintained in accordance with SATC Motor Vehicle Policy, attend driver training, and drive according to the law and prevailing conditions.  Follow the principles of a sustainable working environment by following organisational greening initiatives

Special Conditions

 The appointment will be subject to a 6 month probation period. Continuation of the contract is conditional upon the achievement of performance objectives and the allocation of sufficient funding.  The incumbent will be required to undertake an annual performance agreement with their direct manager, using the SATC’s Performance Development process.  Take personal responsibility for understanding and complying with the South Australian Tourism Commission policies on WHS, equal employment opportunity and public administration.  The incumbent is responsible and accountable for keeping accurate and complete records of their business activities in accordance with the State Records Act 1997.  It is the policy of the Commission that staff can be reassigned to other positions or roles consistent with their classification level to meet changing work demands and/or their personal development needs.  The incumbent may be required to undertake a relevant national police check or employment screening check  Possession of a current Class C Driver’s License, willingness to drive and successful completion of required driver training.  Out of hours work, intrastate and interstate may be required.
