1 PURPOSE OF POSITION

The General Manager IT manages the procurement and provision of agency IT services, advises senior on strategic IT issues, manages business continuity, and supervises the IT Section.

2 DIMENSIONS

The General Manager IT leads a team of 12 officers

The IT budget is estimated at around K1m but is expected to grow significantly due to organizational expansion both in PNG and at overseas missions.

Systems supporting and repairing include:

INFRASTRUCTURE:

 Microsoft Servers; File and print, Terminal Server, Remote Desktop Server, BMS (SQL Server)  Networking equipment: Net gear wireless routers and CISCO routers/switches  Desktop computers and laptops operating Windows XP and Windows 7  Printer configuration and fault finding.  UPS installation and configuration.  Anti Virus system.  Active Directory – new User accounts and password resets.  Acronis and external Hard drives for backup.  Security Card system  Phone cabling and network patching.

APPLICATION SYSTEMS:

 PNG Border Management System (BMS)  TARDIS ( System)  Gmail (email and groupware)  Website (currently Joomla! CMS)  Standard Desktop environment (e.g. MS Office)

3 NATURE/SCOPE

The General Manager IT is a Branch Head within the Corporate Services Division, the other branches being Finance and Administration and Human Resources. The position leads and manages a team of 12 staff in the provision of IT services including level 2 & 3 support and maintenance for Applications and Infrastructure systems, help desk services, and the conduct of IT related development project work. The position manages the maintenance and monitoring of Backup and Disaster Recovery systems, and in coordinating expensive procurement activities 2 must liaise and negotiate with senior officials in government and state power and communications bodies and senior executives within the private sector. Given the current extensive strain on power and communication infrastructure within PNG the position requires a forceful, skilled negotiator who can secure services and equipment for the agency in a timely manner. The position requires a person with IT qualifications and 3 years’ experience in managing an in-house IT service team.

5 MAIN DUTIES

 Direct, control and coordinate and plan the activities of the IT section.  Provide timely and relevant advice to the Head of the PNG Immigration and Citizenship Service through the Team on all aspects of IT Applications and Infrastructure and the delivery of Help Desk services.  Develop achievable long-term and short-term IT Strategic Plans in line with organizational objectives and coordinate IT staff and general staff training programmes and assessment for IT related subjects.  Recruit IT staff.  Maintain close liaison with both onshore and offshore Papua New Guinea staff for IT related matters.  Resolve complex Application and Infrastructure faults and issues and improve them.  Supervise the Help Desk.  Oversee all IT procurement.  Ensure IT team is able to provide time critical, often out of hours support to Waigani, Airport Operations and Overseas Missions.  Maintain, rehearse and implement effective business continuity measures  Conduct IT improvement and development projects  Manage the organization's access, control and IT security systems

9 POSITION REQUIREMENTS

Qualifications  Masters in IT Related Field  Ideally an IT related degree rather than just certification, but extensive on the job experience an acceptable substitute.

Knowledge  Advanced IT systems and applications experience.  IT Help desk support processes.  IT Procurement processes  Staff training

9.1 Skills/Knowledge

 Ability to mentor and train junior staff in IT systems  Extensive practical experience with IT applications and infrastructure.  Strong communications and customer service ability.  Excellent computer skills.  Responsible, reliable and conscientious.  Ability to manage staff and report to senior management both in orally and in writing.

9.2 Experience

Ideally 10 years or more IT support and maintenance experience and in staff management and training.
