Facility description The DENCO II LLC (Facility) is located at 227 County Road 22, Morris, Stevens County, Minnesota. DENCO II LLC (DENCO) operates a fuel-ethanol production plant located near Morris, Minnesota in Stevens County. DENCO primarily uses corn feedstock to produce fuel ethanol and co-products. The facility is permitted to produce 30 million gallons of undenatured ethanol and 78,840 tons of dry distiller's grain with solubles (DDGS) per year, use 1.2 million gallons of denaturant per year, and receive 305,455 tons of grain per year. Operations at the facility include corn receiving, milling, fermentation, distillation, dehydration to remove residual water, denaturing (adding gasoline or a similar denaturant to render it non-consumable), storage, and load out to trucks. DDGS is produced, stored onsite, and shipped out by truck. The ethanol isn't denatured until loadout when gasoline is blended into the ethanol. The primary emissions are volatile organic compounds (VOCs), particulate matter (PM), particulate matter smaller than 10 microns (PM10), particulate matter smaller than 2.5 microns (PM2.5), nitrogen oxides (NOx), sulfur dioxide (SO2), and carbon monoxide (CO). VOCs and smaller amounts of hazardous air pollutants (HAPs) are emitted by fermentation, distillation, DDGS drying, ethanol loading, and VOC liquid storage and piping. PM, PM10, PM2.5 are emitted by corn receiving and handling, DDGS handling and drying, and vehicle traffic. NOx, SO2, and CO are emitted by combustion sources. The primary air pollution controls are the pre-scrubber (TREA 4), process scrubber (TREA 3), and the regenerative thermal oxidizer (RTO: TREA 25). The scrubbers control emissions from fermentation and distillation (STRU 14) and the RTO controls emissions from the dryer (EQUI 166). Baghouses control PM/PM10/PM2.5 from grain receiving (TREA 26) and hammermills (TREA 24, TREA 29). Internal floating roofs control emissions from ethanol tanks. A flare (TREA 23) controls emissions from ethanol truck loadout. Emissions from process valves and piping are controlled through an inspection and maintenance program. DENCO operates under a state permit and has taken limits to avoid Prevention of Significant Deterioration (PSD) major source, Part 70 major source, and Part 63 HAP major source. The IND20200005 major amendment lowers the required operating temperature of TREA 25 (RTO) from 1649.5° F to 1640° F, based on results
