Chico Mendes TRADE-UNION LEADER CHICO MENDES, BORN IN XAPURI IN THE STATE OF ACRE, WAS AN ENVIRONMENTAL ACTIVIST, PROMOTER OF PROFOUND CHANGE, BOTH IN BRAZIL AND THE REST OF THE WORLD, WITHIN THE AMBIT OF THE ENVIRONMENT PROTECTION MOVEMENT. AND IT WAS AS A DIRECT RESULT OF HIS FIGHT TO PRESERVE THE AMAZON RAINFOREST AND DEFEND THE INTERESTS OF THOSE WHO LIVE IN IT AND EARN THEIR LIVELIHOOD FROM IT THAT, ON 22 DECEMBER 1988, CHICO MENDES WAS ASSASSINATED. CHICO MENDES LEFT BEHIND AN IMMENSE LEGACY. AMONGST THE MOST IMPORTANT OF THESE LEGACIES WAS THE CREATION OF TWO DISTINCT PROTECTED AREAS INSPIRED BY HIS IDEALS: EXTRACTIVE RESERVES AND SUSTAINABLE DEVELOPMENT RESERVES. CHICO MENDES’ FIGHT TO PRESERVE THE RAINFOREST HAS HAD GLOBAL REPERCUSSIONS AND HAS MADE THE WORLD AWARE OF THE NEED TO CREATE NEW MODELS FOR SUSTAINABLE DEVELOPMENT. | 5 ACRE Lo Stato di Acre occupa il 4% dell'Amazzonia brasiliana. Situato nella parte più occidentale del Brasile, Acre confina con Perù e Bolivia, il che agevola l'integrazione fisica, economica e culturale tra il Brasile, i Paesi sud americani e quelli asiatici, rendendola una regione con un grande potenziale economico. Con un’estensione di 164.221 chilometri quadrati, Acre possiede foreste primarie sull’87% del suo territorio, di cui il 47% è legalmente protetto. Divisa in micro regioni (Basso Acre, Alto Acre, Purus, Tarauacá, Envira e Juruá), Acre conta un totale di 22 comuni e una popolazione pari a 790.101 persone, tra cui indios, raccoglitori di gomma, popolazioni che vivono lungo il fiume, ambulanti dei mercati fluviali e popolazioni del sud, che contribuiscono alla formazione dell’identità di Acre. A partire dal 1999, è stato avviato il progetto di sviluppo sostenibile basato sul Piano Regolatore Economico ed Ecologico di Acre (ZEE-AC), per fare di Acre un luogo sostenibile, attraverso un'economia a bassa emissione di carbonio e ad alta inclusione sociale, che prevede il riconoscimento delle territorialità, delle identità degli attori sociali e delle loro differenze storiche e culturali. Oggi l'economia è diretta a rafforzare la propria base industriale, puntando sulla distribuzione del reddito e sull'inclusione sociale, nonché sulla crescita del valore dei prodotti della foresta (estrazione vegetale della gomma, noci e fitoterapici), promuovendo lo sviluppo dei settori secondario e terziario. 6 | PERU AMAZONAS BRAZIL Cruzeiro du Sul Tarauacá RONDONIA Rio Branco ACRE BOLIVIA The State of Acre occupies 4% of Brazil’s Amazon region. Situated in the most western part of Brazil, Acre borders onto Perù and Bolivia, facilitating the physical, cultural and economic interaction of Brazil with the Countries of South America and Asia, making it an area of great economic potential. With an area of 164,221 square kilometres, 87% of Acre’s territory is covered with primary forests, of which 47% is legally protected. Divided into microregions (Upper Acre, Lower Acre, Purus, Tarauacá, Envira and Juruá), Acre has a total of 22 municipalities and a population of 790,101 which includes communities of indios, rubber-tappers, riverside populations, river sellers and south people, who all contribute to forming Acre’s unique identity. Elected in 2011 by Greenovation Initiative as an example of green economy, Acre has made great progress in the production, transformation and commercialisation of its industrial products. At present, Acre has more than 100,000 hectares involved in the Sustainable Forest Management Plans (FSMP), including FSC (Forest Stewardship Council) certified areas, which provides over 90% of the wood produced and exported to other regions of Brazil and Europe. In addition, Acre State was the first to be authorised by theF ederal Government to set up industries in the Exporting Processing Zone (ZPE). The Government has invested in the construction of silos to augment its grain drying and storage capacity; it has enlarged industrial parks, introduced a Fish-farming Program to increase fish production in theS tate and is investing in the sheep farming sector, thus making Acre a potentially attractive place for Brazilian and foreign companies. | 9 PUBBLICO-PRIVATO-COMUNITARIO Acre sta attuando con successo un progetto di unione virtuosa di capitale pubblico, privato e comunitario/sociale, grazie al quale ha dimostrato di poter realizzare lo sviluppo economico, preservare le risorse naturali e attuare l'inclusione sociale ed economica delle popolazioni più socialmente vulnerabili. Acre ha innovato, negli ultimi dieci anni, un modello di business basato sul Pubblico-Privato- Comunitario (PPC), riducendo la deforestazione, aumentando il suo PIL e attuando una vera e propria rivoluzione nell’inclusione sociale e in quella socio-produttiva, in materia di istruzione, sanità, sicurezza e molti altri settori chiave per la qualità della vita della sua popolazione. Il Governo di Acre ha scelto un modello di sviluppo che sfrutta sapientemente le risorse naturali, consapevole della necessità di preservare questo capitale naturale, ogni giorno più prezioso. Acre è un esempio di sviluppo sostenibile per tutto il mondo. Public-private-community Acre is successfully implementing a project to bring public, private and community/social capital together in a mutually beneficial partnership, through which it has shown that it can achieve economic growth while preserving natural resources and implementing social and economic inclusion of the more socially vulnerable population.

Although the diversity of marine molluscs along the Humboldt Current ecosystem is relatively well known, some groups such as opisthobranch sea slugs and snails (Gastropoda, Heterobranchia) have received little attention. Herein, we critically review and update the taxonomical composition of Acteonoidea, Nudi pleura, Euopisthobranchia and marine panpulmonates Sacoglossa and Acochlida from coastal Peruvian waters. Our checklist comprises a total of 56 species belonging to 30 families. The nudibranch species Tritonia sp., Tyrinna nobilis and Diaulula vario- lata are reported for the first time in the Peruvian coast. We also add new collection localities for 19 species, including Bulla punctulata, Navanax aenigmaticus, Haminoea peruviana, Aplysia juliana, Dolabrifera dolabrifera, Elysia diomedea, Elysia hedgpethi, Doris fontainei, Baptodoris peruviana, Polycera alabe, Felimare agassizii, Doto uva, Den- dronotus cf.

    IIRSA: Another lost opportunity? By: Tristan Nuñez, Denise Humphreys Bebbington and Andrés Mego October 2007 Summary The Initiative for the Regional Integration of South American Infrastructure (IIRSA) provides both an opportunity and a challenge for the Peruvian academic community to engage in a crucial national debate. IIRSA carries significant environmental and social risks while not providing for the institutional capacity badly needed for their management; its economic benefits for regional development are uncertain and its planning uncoordinated. Constructive academic engagement could help prevent IIRSA from becoming a lost opportunity for inclusive and sustainable economic development in Peru. What is IIRSA? The Initiative for the Regional Integration of South American Infrastructure (IIRSA) is a continent-wide strategy that prioritizes and mobilizes funding for projects contributing to “the development of transport, energy and telecommunications infrastructure from a regional viewpoint, aimed at the physical integration of the twelve South American countries and the achievement of an equitable and sustainable territorial development pattern.” 1 Organized, coordinated, and funded largely by the Inter-American Development Bank (IDB), the Andean Development Corporation (CAF) and other international and regional multilateral lenders, IIRSA has a portfolio of 335 projects totaling investments of over US $37 billion. 2 Flagship projects include the extensive Hidrovía Paraguay-Paraná, the Rio Madeira hydroelectric and transportation megaproject in Brazil, and the Southern Inter-oceanic Highway between Peru and Brazil. Peru’s main IIRSA corridors are three trans-Amazon highways and waterways that link Brazil’s industrial and agricultural sectors with Pacific ports. 3 Construction is ongoing on projects within all three trans-Amazonian corridors, although not all have been given in concession.

Name New San Juan de Marcona Port Terminal Authorized Entity Ministry of Transport and Communications through the National Port Authority (APN) Recitals By Law N° 28521, dated May 23rd, 2005, the Government declared the construction of a mega- port in Marcona district, Nazca province, Ica department, of national necessity and public interest, authorizing the Ministry of Transport and Communications (MTC), to award port management under any of the methods permitted by current legislation. It should also be included in the National Port Development Plan (PNDP). The APN incorporated the San Juan de Marcona Port Terminal Master Plan into the PNDP, establishing a territory plan where current and future use of port and/or port terminals water and land areas is specified, along with information concerning estimated cargo movement and expected vessel husbandry, and preliminary designs with corresponding investment estimations.
