Following the nationwide census that is mandated every ten years, each state is responsible for drawing its congressional districts based on how many districts the Department of Commerce assigns the state relative to the state's population. 2. The decision to award a particular state a certain number of seats is known as apportionment. 3. Congressional seats were reapportioned in Pennsylvania after the 2010 Census. 1 4. As a result of reapportionment in 2010, Pennsylvania lost one congressional seat, dropping from 19 to 18 seats. 5. In creating the 2011 Plan (as defined herein below), it was mathematically impossible to avoid pairing two incumbents unless one or more incumbent Congressmen/women declined to seek re-election. 6. In Pennsylvania, the boundaries for congressional districts are redrawn by legislative action in the form of a bill that proceeds through both chambers of the General Assembly and is signed into law by the Governor. 7. In 2011, a majority of Senators in the Pennsylvania Senate were Republicans. 8. In 2011, a majority of Representatives in the Pennsylvania House of Representatives were Republicans.
