The Chief Secretary for Administration will address the Council on "The Government Minute in response to the Annual Report of The Ombudsman 2017". The Government Minute in response to the Annual Report of The Ombudsman 2017 CHIEF SECRETARY FOR ADMINISTRATION (in Cantonese): President, laid on the table today is the Government Minute responding to the recommendations contained in the Annual Report of The Ombudsman 2017 ("the Annual Report"). This is the first Government Minute of the current-term Government in response to the Annual Report of The Ombudsman. Just as in the previous terms of Government, we will continue to support the work of the Office of The Ombudsman ("the Office") in full strength and strive to take forward The Ombudsman's recommendations for sustained enhancement of public administration. The Ombudsman summarized 11 direct investigation and 218 full investigation cases, and made a total of 254 recommendations in the Annual Report. The Government Minute responds to the 11 direct investigation and 95 full investigation cases in which recommendations were made by The Ombudsman. The vast majority of the recommendations made by The 5584 LEGISLATIVE COUNCIL ― 24 January 2018 Ombudsman were accepted by the government departments and public bodies concerned, and they have taken or are taking various measures to implement those recommendations. As for individual recommendations that were not accepted, the relevant departments have given an account to The Ombudsman, and explained their difficulties and responses in detail in the Government Minute. President, the Office handled nearly 5 000 complaints in 2016-2017. No matter the Office followed up the cases by means of inquiry, full investigation or mediation, government departments and public bodies handled every investigation of the Office in a cooperative and earnest manner. The above process fully demonstrates the positive interaction between the Office and government departments in improving public administration. Having reviewing the contents of the Annual Report, I note that the number of direct investigations initiated by the Office in 2016-2017 is a record high in recent years. Through initiating direct investigations, The Ombudsman examined policies of extensive public concern from a more macroscopic perspective, thereby fully realizing the Office's role as a watchdog of public administration. For example, in a direct investigation concerning the manpower at public swimming pools and beaches, The Ombudsman has probed into the problem from different aspects such as substitution arrangement, induction training, demand for manpower and made so many as 12 recommendations to the Leisure and Cultural Services Department. The Department also accepted all the recommendations made by the Office, and formulated new management mechanisms and instructions. It even proceeded to make improvements before the Office has concluded its investigation. I am pleased to see that the Office's investigative effort is indeed, as The Ombudsman has said in the Annual Report, a catalyst for change. Also, government departments accepted the advice from the Office and proactively improved the quality and effectiveness of their services, thus making their operations more efficient and people-oriented. A number of cases contained in the Annual Report are related to areas of public service of various government departments. From handling individual water seepage complaints of flats to regulating special transport services for persons with mobility difficulties across the territory, the cooperation and liaison between various bureaux and departments are warranted. Departments must LEGISLATIVE COUNCIL ― 24 January 2018 5585 proactively initiate communication and strengthen inter-departmental coordination, so as to respond to individual complainant's concern and look for long-term solutions for problems affecting people's livelihood over the years. The Chief Executive has always been advocating "innovation", "interaction" and "collaboration", thus the current-term Government will solve problems of the public in a proactive, practical and serious manner. In this connection, the Government is revamping the Central Policy Unit into the Policy Innovation and Co-ordination Unit, which will be responsible for promoting policy research and innovation, as well as coordination across bureaux and departments. The Unit will also endeavour to encourage public participation, so as to achieve effective formulation of cross-bureaux policies, thus enhancing social benefits for the well-being of the public.

Baggage check will take place by the Bradbury Camp Youth Hostel. Race assembly will take place on the bicycle path near Bradbury Camp. TNF 100 and TNF 50 Section 1: Tai Mei Tuk/Pat Sing Leng Nature Trail/Wu Kau Tang Approximate distance ~ 6.6 km Total elevation gain ~ 400 meters Total elevation loss ~ 315 meters Racers will run out the bicycle path and turn right onto Bride’s Pool Road for approximately 1 km. The course turns left by the AFCD/Plover Cove Visitor Center and onto Pat Sing Leng Nature Trail. The course continues along a footpath approximately 1.5 meters wide and gains altitude steadily. There are occasional breaks in the forest that afford views to the right of Plover Cove Reservoir. After attaining a height of land at about 300 meters, the path descends to an intersection where the Wilson Trail splits off to the left and racers continue on the Pat Sin Leng Nature Trail to the right. Following a descent, a stream crossing, a short climb and steeper descent on stone stairs, the course arrives at Bride’s Pool Road. Although the race organizer and the police will manage traffic control, racers should cross the road with caution. The road is also popular with cyclists who tend to disregard instructions to give way to runners crossing the road.

Delang* and Yu Yi Hang Department of Geography and Resource Management, The Chinese University of Hong Kong, Shatin, NT, Hong Kong Abstract: This paper estimates the amount of carbon sequestered by vegetation and soil in the country parks of Hong Kong from 1978 to 2004. It does so by comparing satellite images of each country park from 1978, 1991, 1997, and 2004, and calculating the area of woodland, scrubland, and grassland in each image. The amount of carbon sequestered in both vegetation and soil is then estimated using aggregate data from other studies. This study shows that there was little overall ecological succession in the country parks from 1978 to 2004, but the amount of carbon sequestered doubled during that period. The paper concludes that limitations in the quality of the satellite images and in the data used to quantify the carbon sequestered by vegetation and soil call for more research before this method is used for policy planning.     For Discussion on NCSC 1/2011 26 May 2011 Advisory Council on the Environment Nature Conservation Subcommittee The Proposed Action Plan for the Conservation of Freshwater Fish in Hong Kong Purpose This paper briefs Members on the proposed action plan for the conservation of freshwater fish in Hong Kong. Background 2. Freshwater fish refers to species that occur in freshwater environments either occasionally or permanently. They comprise primary freshwater species, brackish species, diadromous species and marine vagrants. 3. Primary freshwater fish are strictly confined to freshwater environments in their entire life cycle. Brackish species usually occur in estuaries but visit freshwater environments for food and shelter during low tide. Marine vagrants are species which spawn and spend most of their lives in coastal or oceanic waters, but may venture into freshwater environments occasionally. Diadromous fish migrate between marine and freshwater environments in different stages of their lives. 4. The Agriculture, Fisheries and Conservation Department (AFCD) has initiated a biodiversity survey programme since 2002 for the purpose of collecting essential and up-to-date information on the diversity, abundance and distribution of the flora and fauna of Hong Kong. The programme includes a territory-wide survey on the diversity and distribution of freshwater fish of Hong Kong. The findings are being used for drawing up an action plan for the freshwater fish so as to enhance their conservation. Diversity and Distribution 5. Hong Kong is a small territory at the edge of the northern tropical zone with a total land area of about 1095km2. The local landscape is dominated by hills and ravines interlaced with hundreds of fast flowing rocky streams.

    ASSIGNMENT OF THE AVAILABLE RADIO SPECTRUM IN THE 900 MHz AND 1800 MHz BANDS Consultation Paper INTRODUCTION To increase the transparency of spectrum supply, the Telecommunications Authority (“TA”) published on 26 April 2007 a Spectrum Release Plan (“SRP”) to inform the industry of the potential supply of spectrum which might be made available to the market in the following three years through an open bidding or tendering process. The SRP will be updated annually on a rolling basis taking into account the latest technology and market developments. The SRP 1 for 2007/08 – 2009/10 can be downloaded from OFTA’s website. 2. In the SRP, it is indicated that frequencies in the 885 - 890/930 – 935 MHz band (“900 MHz band”) and 1780.1 – 1785/1875.1 – 1880 MHz band (“1800 MHz band”) are available for assignment. According to the SRP, these frequencies may be allocated for the provision of public mobile service. The statutory consultation as required under sections 32G(2) and 32H(2) of the Telecommunications Ordinance (Cap. 106) to release the bands is planned to be held in 2008/2009. 3. Since the publication of the SRP, the TA has received a request from an existing mobile network operator (“MNO”) urging for the release the spectrum in the 900 MHz and 1800 MHz bands as soon as possible. The Director of Highways also indicated that there is a need to use part of the 900 MHz band to support the operation of the Express Rail Link (“XRL”), which is a new railway system connecting Hong Kong and the Guangdong Province targeted for completion in 2014/15.
