Page 4 ~ SEPTEMBER 2017 TRUCKING NEWS Myron Rau President PRESIDENT’S MESSAGE [email protected] The SDTA Annual Convention was a success again this year which was emphasized by the size of the crowd. We had great seminars coupled with some much needed relaxation from our daily routines. There were invaluable conversations regarding catching up on personal lives of our peers along with talking about the challenges of the industry. It seemed that the totality of my time was spent visiting with members regarding regulations that guide and challenge our work each and every day. In this edition of the Trucking News, you will find details regarding the awards that were presented during the convention. I specifically want to congratulate the Driver of the Year, the Chairman’s Award recipient, the Safety Manager of the Year, the Pride of the Show company, the Partner in Safety Award winner and the Fleet Safety Award winners. It is also very special to present the service awards that recognize milestones of service to this industry. All of these award winners stand as examples of how and why this industry continues to survive and thrive. Again, CONGRATULATIONS to all! As I grow older, I recognize how life can change in a moment. Last week, SD Senator Brock Greenfield went to the hospital for some tests and found blockages around his heart that led to multiple bypass surgery (boy, that sounds familiar). He came through the surgery just fine and is now convalescing in Clark. Also last week, Shawn Lyons who is the Executive Director for the South Dakota Retailers Asso- ciation, suffered two strokes while he was attending a conference of his peers in Portland, OR. Shawn is still not out of the woods but is improving at the time of this writing. Both of these gentlemen are much younger than I am. These examples, as so many others, remind me just how life can change in a moment. It also reminds me that we are not in charge of our destiny. I recommend we all live our lives each day as it may be our last. Live, love and laugh! Many of you have had conversations with my wife, Anita, or myself regarding our changes to our liv- ing quarters. For those who have not, here goes. In July of 2015, we bought a piece of a warehouse (built in 1909) in downtown Sioux Falls. Another structure was added to this warehouse with the whole development to be subdivided into individual lofts. For those of you that have done something similar, this is a life altering experience in that you need to downsize - there goes my lawn mower and tools that I have accumulated over the years. We sold our home in southern Sioux Falls in the spring of 2016 and moved to a rental loft on north Phillips Avenue and not so patiently waited and watched the warehouse remodel. Well, it has been a long wait but we finally moved into our new loft at 421 North Phillips Avenue on September 15th. We are now downtown residents! Stay safe! Until next month...

Life is good again with cooler weather and a little moisture (finally). We are going into Fall and quotas are off for Log haulers. Surprisingly, with as hot and dry as it has been this summer there were no major forest fires. We watch the news with heavy hearts for the hurricane victims in Texas and Florida... Hurricane Harvey with the most rainfall ever recorded during a storm and Hurricane Irma with the strongest force ever recorded in a storm. Our thoughts and prayers go out to everyone effected by these storms. They surely have a long road to recovery - this will take years as we have seen from the results of Hurricane Katrina. A little closer to home and more personal to those of us who love the wilderness and the liberty public lands afford us, are the fires in Montana. The national media has given this very little coverage. This fire is noted as a record breaker for the worst fire season in Montana’s recorded history, with over 1.2 million acres burnt to date. We are all familiar with the Black Hills National Forest. To put this in perspective the entire Black Hills National Forest consist of 1.2 million acres. Our entire forest system would be gone in comparison. Little containment has been accomplished and the best hope now is for snow. I pray it comes soon. Wildfires are inevitable in our forest, but poor land management only makes this more difficult to manage and contain. Montana Senator Steve Daines addressed Congress and urged them to stop frivolous law suits holding back prudent land man- agement such as logging. In my eyes we have not always been the best stewards of our forest. I think sometimes only a farmer or rancher can appreciate the importance of proper land management. Look at what history shows us with the dust bowl era of the 1930’s. Thanks to all the sponsors and vendors for their support at the 2017 SDTA Annual Convention held in Sioux Falls. Without your support these events would not be possible. THANK YOU! As usual, our SDTA staff did an excellent job putting this together. I know how much work this is for them. I can always see how tired they are getting as the convention starts coming to a close. Congratulations to all the award recipients. It is rewarding to see individuals and companies recognized for their commitment to safety and years of service to the industry. I got to visit with several of our SDTA Road Team Captains. They certainly looked sharp in their suits. Gary Schmidt, Jay Love, Rachel Bothwell, Robert Spitznagel and Mike Whitehead all make very good ambas- sadors for the industry. I can see in visiting with them they are very passionate in what they do - they are certainly very good at it. If you have ever thought of having them do a presentation or a demonstration I promise you won’t regret it. We also have to thank their employers Cliff Viessman, Fed Ex Freight and A&A Express. This is a big commitment for them to allow these great representatives the time to do this. The ELD mandate simply won’t go away. I see it being an issue for many months after the December 18th deadline. Representa- tive Brian Babin of Texas introduced the fourth attempt to Congress to delay the mandate and it was defeated on September 6th. I don’t see how delays resolve anything. I hope we can see this much effort put into certain waivers, exemptions or adjustments to hours-of-service regulated by an ELD. I believe these adjustments could benefit certain situations, such as the transportation of livestock that will still be humane and safe for the animal as well as safe for the driver and the public. We have seen FMCSA exemptions granted in South Dakota and North Dakota this summer for drought relief. I could see something like this as a pos- sible option and not necessarily an unachievable task. Keep in mind ELD violations after December 18th will result in fines up until through April of 2018. After that date, out-of-service violations will be issued. Violating an out-of-service ruling results in an immediate suspension of your CDL for one year. Many say the big trucking companies are behind the ELD mandate and I am sure they are a big part of it. But let’s not forget the general public has demanded stricter and safer standards. Along with that there will be a price to pay in the needed increase of freight rates. This will without a doubt change the industry. Don’t think for one minute this industry can operate or survive without the small carriers or the independent owner operators.

To protect bridges, the number and spacing of axles carrying the vehicle load must be calculated. Thus, a bridge weight formula is also ap- plied to commercial vehicles in determining their compliance with Federal weight limits. The Federal bridge formula applies when the gross weight on two or more consecutive axles exceeds the limitations of the formula, except that two consecutive sets of tan- dem axles may carry a gross load of 34,000 pounds each if the overall distance between the first and last axle is 36 feet or more. Nondivisible is defined as any load or vehicle exceeding applicable length or weight limits which, if separated into smaller loads or vehicles, would: Compromise the intended use of the vehicle, i.e., make it unable to perform the function for which it was intended; Destroy the value of the load or vehicle, i.e., make it unusable for its intended purpose; or Require more than 8 work hours to dismantle using appropriate equipment. The applicant for a nondivisible load permit has the burden of proof as to the number of workhours required to dismantle the load. Divisible Loads: Designated divisible load permits may be issued by the State based upon historic State "grandfather" rights or Congressional authorization for a State-specific commodity or route movement at a greater size or weight. Some of those jobs include mechanic at Howie’s Gas Station in Colton, various sales positions including tire sales at Messinger Tire and manager at OK Tire, sporting goods at Scheels, and the last 25 + years selling semi-trailers for Jim Hawk Truck Trailers. Mark has many stories; too many to go into, however, some will have you laugh- ing so hard, that only he can tell. One thing you will always remember about Mark is his Rindercella and Beeping Sleauty stories (originated by Archie Campbell). He started with Rindercella back in high school and the requests for Mark to tell these stories has been going strong ever since; he thoroughly enjoys bringing laughter into a room.

Over the years, with Mark’s knack for auctioneering (by the way he picked this up on his own, never went to school for it) he has done numerous benefits. He has announced many baseball games, tractor pulls, has been the entertainment at different Christ- mas parties and when asked to read in church everyone appreciates his clear, loud voice. He is always willing to help out where needed. He has been the unofficial auctioneer of SDTA for many years. Mark’s biggest concern with his job is to “take care of the customer” not only during the sale but after the sale; he treats each one with honesty and respect. If there are problems, Mark will lose just as much sleep as if the problem were his own. Mark won the “Great Dane King Pin Award” in 1995, a very prestigious award from . These are just a few of the reasons why Mark Dybvig was selected as the 2017 Chairman Award Winner at the Annual SDTA Convention on Friday, September 8th.

2017 Safety Director of the Year Ken Albers Ken Albers has driven truck most of his life. His father drove trucks so it was a natural for him to join him behind the wheel. He drove for a few companies before he got the call from Ed Wood at SouthEast Institute. Ed wanted to know if he would be interested in being the truck driving instructor for the school. That was in April of 1986 and for the next 17+ years Ken Albers dedicated his life to teaching hundreds of students how to drive a truck. Ken would spend weeks on the road at satellite classrooms across the state and even did some teaching in Fargo as well. No doubt that the majority of the trucking companies in the State have a few of the students that Ken taught to drive. After Ken left the school he thought he would get back on the road and drive some more. TBI was fortunate that he chose them to come drive for. After a year or so of driving TBI needed help in the safety office and Ken agreed to leave the road and become the teacher again. The past 13 years Ken has worked beside Joe Sandoval as an assistant safety manager. Ken has been a great asset. Ken does do some office work, mostly entering the drivers logs and other paperwork. TBI relies on Ken’s knowledge and experience to handle their road test for potential drivers and to work with drivers to improve their driving skills. Due to some health issues Ken was not able to attend the reception. Joe Sandoval accepted the award on Ken’s behalf.

IMPROVING THE HUMAN CONDITION

How healthy are your arteries? It’s time to find out. By: Chad Laurich, MD, vascular surgeon at Sanford Health

TIPS TO IMPROVE YOUR BLOOD FLOW: Don’t smoke or use tobacco Eat a low fat diet Know your blood pressure Maintain a healthy weight Stay active – walk daily It’s something everyone should know. However, if you are over 50, smoke, have high blood pressure or cholesterol, type 1 diabetes, or are overweight, it’s imperative. This is because these are all risk factors for peripheral vascular disease (PVD), a condition caused by narrowing or blockage in arteries that affects one out of every 200 Americans over age 50. This narrowing or blockage in the arteries is caused by a buildup of plaque inside the artery walls. PVD – also known as peripheral artery disease (PVD) – increases the risk of having a heart attack or a stroke. PVD may involve disease in any of the blood vessels outside of the heart including the arteries, veins, or lymphatic vessels. Organs supplied by these vessels, such as the brain, and legs, may not get enough blood flow for proper function. By limiting the blood flow to these parts of the body, it can lead to damage or death of tissue in the affected areas. In addition to the risk factors, there are some signs and symptoms that could indicate you may have PVD. The most common first symptom is leg discomfort described as painful cramping that occurs with exercise and is relieved by rest. During rest, the muscles need less blood flow, so the pain disappears. It may occur in one or both legs depending on the location of the clogged or narrowed artery. Other symptoms of PVD may include: - Changes in the skin, including decreased skin temperature, or thin, brittle shiny skin on the legs and feet - Diminished pulses in the legs and the feet - Gangrene (dead tissue due to lack of blood flow) - Hair loss on the legs - Impotence - Non-healing wounds over pressure points, such as heels or ankles - Numbness, weakness or heaviness in muscles - Pain described as burning or aching at rest, commonly in the toes and at night while lying flat - Paleness when the legs are elevated - Reddish-blue discoloration of the extremities - Restricted mobility - Thickened, opaque toenails - Cramping, pain or tiredness in the leg or hips while walking and/or climbing stairs Approximately half the people diagnosed with peripheral vascular disease are symptom free, which is why it’s important to under- stand your risk factors and take appropriate steps to detect any current or potential problems as early as possible. The good news is there is a simple, painless way to help detect PVD as well as other vascular conditions at Sanford Health. We offer vascular screens in Aberdeen, Sioux Falls, Worthington and Vermillion and our mobile screening unit. With our advanced screening technology and expert vascular care, you can stay one step ahead. Our vascular screens are recommended for anyone age 40 and older with a personal or family history of cardiac disease, heart attack or stroke. Type 1 diabetics should get screened at age 30 or older. We suggest getting screened every three to five years. If you have questions or concerns about your vascular health, or would like to schedule a vascular screen, our experts at Sanford are here to help. Call (888) 996-4673 to get screened, or call (800) 225-4870 to see an expert in vascular health.
