The reference plan aims to support the Administration of Chiatura Municipality to identify strategic goals, tasks and actions for medium and long-term development on the basis of local engagement, which will be the basis of the further levels for monitoring their implementation and performance. Basic information Administrative Centre of Chiatura Municipality, - the city of Chiatura, - is situated in the west Georgia, in the narrow valley of the Qvirila River and Chiatura plateau at 350-500 metres above the sea level. Chiatura has been mentioned in historical sources since 1879, andacquired the status of a town in 1917. As of the year of 2016, population of the town equals to 12 800 persons. -

PAR Roadmap Monitoring in 7 Municipalities of Imereti
PAR Roadmap Monitoring in 7 Municipalities of Imereti Consolidated report 2020 1 INTRODUCTION Public Administrative Reform (PAR) Action Plan 2019-2020 foresees two main objectives: expanding the authorities of self-government and improving the accessibility of local electronic services. In terms of challenges of democratic government, the creation of the constructed self-government focused on the citizens` needs becomes of vital importance. Consequently, the implementation of PAR road map is an important step forward regarding the improvement of the e-service accessibility. It provides transparent, efficient and inclusive governance in municipalities. Within the framework of the coalition project"Public Administration Reform -Monitoring in Western Georgia" implemented by Georgian Civil Society National Platform for the Eastern Partnership, the monitoring of the websites have been conducted in the following 7 municipalities of Imereti: Kutaisi, Samtredia, Tskaltubo, Zestaponi, Sachkhere, Kharagauli and Chiatura. The project is aimed at PAR monitoring scale extension, assessment of the general situation throughout Imereti region in this regard and elaboration of the relevant recommendations. It implies the strengthening of public administration through improving e-administration at the local level To collect information, websites and Facebook pages of 7 municipality City Halls and Sakrebulo have been surveyed. During the monitoring, the legislation regulating the monitoring issues, normative acts and regulations of the municipalities, were studied as well. Information was checked with the relevant authorized persons through face-to- face meetings, as well as telephone communication. Based on the main objetives of the project, the progress of the Public Administration Reform (PAR) Action Plan has been assessed in 7 target municipalities and relevant reports have been developed. -

Organic Law of Georgia on the "Election Code of Georgia" (Legislative Herald of Georgia (www.matsne.gov.ge), 10.01.2012, registration code: 010190020.04.001.016032) shall be amended as follows: 1. Article 14, paragraph 1, subparagraph "e" shall be formed as follows: „e) by an ordinance, set up election districts and/or specify their boundaries in accordance with the procedures prescribed by this Law; ". 2. Article 18 shall be formed as follows: "Article 18. Election Districts 1. Election districts, their boundaries, titles and numbers shall be determined in accordance with this Law by a CEC ordinance, except for cases defined by paragraph 2 of this Article. 2. For the elections of the Parliament of Georgia, majoritarian districts shall be set up, their boundaries and numbers shall be determined in accordance with this Law and based on the procedures set by Articles 110 and 1101 of this Law." 3. Community-led Urban Strategies in Historic Towns (COMUS) Chiatura cableway “Perevisa-Town” Rehabilitation project Feasibility study Chiatura Georgia 2017 Foreword “Community-led Urban Strategies in Historic Towns” (COMUS) is a joint two-year program developed by the European Union and the Council of Europe, which is implemented in five countries: Armenia, Azerbaijan, Georgia, Moldova and Ukraine. COMUS promotes cooperation between Ministries and other local partners of the countries participating in the program to support reinvestment into historic towns. The project is implemented in nine towns where test goal-oriented works are performed to improve living conditions of citizens, support social integration and facilitate sustainable development. The activities are based on the principle of inter-disciplinary local development, which does not imply turning the town into a subject of technical conservation or rehabilitation, but converting its capabilities into social and economic resources.
