The Chairman welcomed Members and representatives from Government departments to the fourth meeting of this year. Due to the epidemic, the meeting of the Sha Tin District Council (STDC) originally held on 26 March had been postponed to today. 3. The Chairman informed all attendees that some members of the public, being present as observers, were taking photographs and making video and audio recordings. Due to the epidemic, the party concerned cleaned and disinfected the conference room before the meeting; and 4 hours into the meeting, at around 6:30 pm, the conference room would be disinfected again. He would adjourn the meeting if it was still going on by then, and the meeting would resume after disinfection. 4. The Chairman welcomed the following to the meeting: Mr Percy LEUNG, the new District Commander (Shatin) of the Hong Kong Police Force (HKPF); Ms Pat WONG, Senior Manager (Community Programmes); Ms Betty TAM, Senior Manager (New Territories East) Promotion; Ms Esther SAM, Manager (New Territories East) Marketing and District Activities; Ms LEE Mei-yee, Senior Librarian (Sha Tin) of the Leisure and Cultural Services Department (LCSD); Mr Sean LEUNG, Assistant Public Relations Manager – External Affairs of the MTR Corporation Limited (MTRCL); Mr Haven HAR, Senior Engineer/7 (North) representing Mr YUEN Tat-yung, Zorro, Chief Engineer / North (SD4) of the Civil Engineering and Development Department and Mr WOO Tim, Senior Estate Surveyor / South East (District Lands Office, Sha Tin) representing Mr WONG Kwok-wai, Wilson, District Lands Officer / Sha Tin of the Lands Department. 5. The Chairman said the STDC Secretariat (Secretariat) did not receive any application for leave of absence from Members before the meeting. Confirmation of the Minutes of the Meeting Held on 23 January 2020 (STDC Minutes 2/2020) 6. The Chairman said the Secretariat received 1 proposed amendment as of the start of the meeting, which was placed on the conference table. He asked Members to consider confirming the revised minutes of the meeting. - 3 - Action 7. The Council unanimously confirmed the above minutes. Confirmation of the Minutes of the Meeting Held on 10 February 2020 (STDC Minutes 3/2020) 8. The Council unanimously confirmed the above minutes. Confirmation of the Minutes of the Meeting Held on 13 February 2020 (STDC Minutes 4/2020) 9. The Council unanimously confirmed the above minutes. Responses of the Hong Kong Police Force to Matters Arising from the Meeting on 23 January 2020 (Paper No. STDC 16/2020 (Revised)) 10. The views of Mr Michael YUNG were summarised below: (a) regarding the unlawful assembly in Incident 1, he asked if the petitioners outside the conference room were an unlawful assembly or contravening the prohibition on group gathering and why the police did not issue summons to them; (b) he pointed out that the STDC had established the District Facilities Management and Security Affairs Committee (DFMSC) and asked why the police failed to attend the meetings of the DFMSC that covered security affairs; (c) he opined that the anti-crime patrol in Incident 3 showed that the police was taking enforcement actions on private premises. He claimed that the STDC Conference Room was also on private premises and asked why the police did not take enforcement actions just now; (d) he said that the District Officer once expressed the need to strengthen security and asked why security guards outside allowed petitioners to make a scene; (e) he asked if they should call the 999 hotline for police assistance; and (f) he opined that the Chairman was responsible for hosting the meeting and did not have to answer questions for departments. 11. The views of Mr CHAN Pui-ming were summarised below: (a) he pointed out that more than 4 persons gathered outside the conference room just now and asked why the Sha Tin District Office (STDO), building security guards and the police did not properly handle the situation; (b) he asked the police whether the group contravened the prohibition on group gathering, whether the police issued verbal warnings and when the police would issue summons to them; . - 4 - Action (c) regarding Incident 2, “The Unlawful Assembly near Tai Shui Hang Cycling Park on 13 November”, the police replied that there was no record of police officers pulling out their guns. He pointed out that he was there on the day of the incident to learn more about the police’s use of tear gas, and residents and reporters witnessed a police officer pointing a gun at him and residents on the scene.

    CSC Paper 06/18 (For information on 24 August 2018) COMMUNITY SPORTS COMMITTEE Report of the 7th Hong Kong Games Organising Committee This paper aims to report to Members on the formation of the 7th Hong Kong Games (HKG) Organising Committee (OC) and the progress of its work. I. Background 2. To further promote the “Sport for All” culture in the community, the Sports Commission has organised HKG biennially since 2007. As a territory-wide major multi-sport event in Hong Kong with the 18 District Councils (DCs) as the participating units, its objectives are to provide districts with more opportunities for sports participation; encourage active public participation in sports; improve sporting standards at the district level and strengthen the public’s sense of belonging to the district they live in through inter-district competitions; as well as foster the communication and friendship between the 18 districts and promote community cohesion. HKG is co-ordinated by the Community Sports Committee (CSC) under the Sports Commission, with the 18 DCs, the Leisure and Cultural Services Department (LCSD), the Sports Federation & Olympic Committee of Hong Kong, China, and the relevant National Sports Associations (NSAs) as co-organisers. The 6th HKG was successfully held from 2016 to 2017 and the 7th HKG will be held from 2018 to 2019. 3. For the effective staging of the 7th HKG, the 7th HKGOC was formed in May 2018. At its first meeting held on 18 May 2018, OC endorsed the formation of a Standing Committee (SC) under OC to assist in the planning and implementation of specific arrangements of various work.

    LC Paper No. CB(2)2086/01-02(01) Legislative Council Panel on Constitutional Affairs Composition of the Second Term District Councils Purpose This paper sets out the Administration’s proposals relating to the composition of the second term District Councils (DCs). Background 2. According to Schedule 1 to the District Councils Ordinance (Cap.547), there shall be 18 districts, and the area for each district is delineated in a map deposited in the office of the Director of Home Affairs. Schedule 2 provides that a DC should be established in each of the 18 districts. Schedule 3 sets out the composition of the 18 DCs. Schedules 1, 2 and 3 are at Annex A. 3. Pursuant to section 18 of the Electoral Affairs Commission Ordinance (Cap. 541), for the second term DC elections to be held in late 2003, the Electoral Affairs Commission (EAC) has to make recommendations on constituency boundaries to be submitted to the Chief Executive on or before 27 November 2002. Before finalising the recommendations, the EAC will conduct a one-month public consultation in September 2002 to solicit public views on its draft proposals. 4. In making its recommendations on District Council Constituencies (DCCs), section 20 of the Electoral Affairs Commission Ordinance provides that the EAC should – - 2 - (a) have regard to the community identities and the preservation of local ties as well as physical features such as size, shape, accessibility and development of the relevant area; (b) ensure that the population in each constituency is as near the population quota as practicable (the population quota, by definition, means the total population of Hong Kong divided by the total number of elected members to be returned in a particular election); and (c) where it is not practicable to comply with the requirement at (b), ensure that the extent of each constituency is such that the population in that constituency does not exceed or fall short of the population quota by more than 25%.

Over the years, appointed members and other members of the DCs have made significant contributions to community work. 1.2 Since the first term of the DCs, the number of elected seats has undergone an increase in each term which was in line with the population growth. In the first term of the DCs of the HKSAR, there were 390 elected seats. Such seats have been increased to 412 in the fourth term which commenced operation from 1 January 2012. This offers more opportunities for persons interested in serving the community to join the DCs through election. 1.3 In respect of constitutional development, the Legislative Council (“LegCo”) enacted the Chief Executive Election (Amendment) Ordinance 2011 and the Legislative Council (Amendment) Ordinance 2011 on 3 March and 5 March 2011 respectively setting out specific details for selecting the Chief Executive (“CE”) and for forming the LegCo in 2012.
