Special Election – City of Little Rock September 13, 2011 SPECIAL ELECTION – CITY OF LITTLE ROCK SEPTEMBER 13, 2011 Notice is hereby given by the Pulaski County Board of Election Commissioners that a Special Election will be held in the City of Little Rock pursuant to Ordinance #20,450 and Ordinance #20,452, referred to the people of the City of Little Rock by the Board of Directors. Voters in the City of Little Rock, Arkansas shall decide the following: ADOPTION OF A 3/8% LOCAL SALES AND COMPENSATING USE TAX WITHIN THE CITY OF LITTLE ROCK, ARKANSAS, FOR CAPITAL IMPROVEMENTS OF A PUBLIC NATURE WITH THIS TAX TO EXPIRE ON DECEMBER 31, 2021.     Pulaski Heights 1 Route 1 is a radial route that serves downtown Little Rock west to Cantrell Rd and Mississippi Ave. Route 1 provides connections to several trip generators, including the State Capitol, Pulaski Heights Middle School, Arkansas Schools for the Deaf and Blind, Mount St. Mary’s Academy, Forest Park Elementary, Heights Shopping District, and the Amtrak station in downtown Little Rock. SERVICE PATTERNS: All service operates end to end from River Cities Travel Center to Keightley Dr and Cantrell Rd primarily along 3rd St, Markham St, Kavanaugh Blvd, and Cantrell Rd. For each account, bidders must identify the contact person’s name, e-mail address and telephone number. The City reserves the right to obtain additional information about the bidder’s past performance and ability to meet the City’s specifications. III. PROPOSALS AND PRICING The bidder’s proposal shall include the bidder’s qualifications and the bidder’s proposed solution for the requested phone service. The proposal also must include a cover letter signed by the bidder’s authorized signatory. The proposal must not include pricing information. Pricing must be submitted in a separate sealed envelope as described in Article IV below. Inclusion of pricing in the bidder’s proposal will eliminate the bid from consideration. IV. SUBMISSIONS To be considered, six copies of the bidder’s signed proposal and bidder’s signed and separately sealed price sheets must be received by the City of Little Rock Purchasing Manager no later than 3:00 p.m.
