Establishment of Vote Centers 4.01 Ordinance # xxxx-xx approved by the Quorum Court of Pulaski County: Please see Attachment A 4.02(1) Physical Location of Vote Centers in Pulaski County The Pulaski County Election Commission (“The Commission”) has determined that all current early voting sites will also house election day voting centers for the 2020 General Election. The Commission seeks to provide a safe, efficient, private, accessible, and secure voting experience for all voters and communities within the county. The Commission criteria for the selection of early voting sites and election day voting centers follows recommended best practices, seeking to establish locations that are geographically distributed in populated areas, located close to high traffic areas, are easily recognized within the community, are accessible to all voters, and have sufficient space, parking, and data connectivity to accommodate a large volume of voters. 4.02(2) Electronic Pollbooks Electronic Systems and Software (ES&S) ExpressPoll electronic pollbooks will be used to verify voter registration. Pulaski County has 300 ExpressPoll electronic pollbooks, all of which will be available for use on election day if needed. Each vote center will be supplied with 2-10 electronic pollbooks on Election Day. Election Day polling places will be supplied with 2-3 electronic pollbooks. 4.02(3) Voting Machines ES&S DS200 precinct ballot scanner and tabulator (DS200) and the ES&S ExpressVote ballot marking device (ExpressVote) will be used at each location for casting votes. Each vote center will have a minimum of 1 DS200 and 5 ExpressVotes. Busier locations will have up to 20 ExpressVotes.

4.02(4) Secure Electronic Connection All voting centers and election day polling locations will use a WIFI hotspot provided by the Commission to connect the electronic pollbooks to the voter registration system. Only election officials will have the passwords for the WIFI hotspots. The WIFI available at the polling locations will be used as a backup if the hotspot malfunctions, or if the data signal at a location is insufficient to provide a reliable connection. Additional hotspots are available as backups for locations that do not have WIFI available. Each location has been tested with a hotspot to verify strength of signal. 4.02(5) Paper Ballots Paper ballots containing all ballot styles will be available for provisional voting at all vote centers. Paper ballots will be provided to all election day polls for regular and provisional voting. Two sample ballot books will be provided to all voting centers. Two copies of each ballot at a poll will be provided to all polling locations as sample ballots. 5.0 Voting Equipment 5.01 Voting Equipment Capacity All ExpressVotes and DS200s used in Pulaski County vote centers have the capacity to store and tabulate every ballot style used in the county during a Preferential Primary Election. 5.02 Voting Machine Quantity, Ballot Accounting, Tabulation, and Auditing Pulaski County has 265 ExpressVotes and 140 DS200s. All machines will be sealed prior to being delivered to the vote centers and polling locations, and the seal numbers documented and recorded in Commission records. The Poll Judge at each location (vote centers and precinct polls) will record the seal numbers from each piece of voting equipment on the election protocol prior to the opening of the polls on election day, and will submit the

completed election protocol to the Commission office with the election returns after the closing of the polls on election night. One USB drive will be assigned to each DS200 deployed in the county for the election. One USB drive will be installed in a locked compartment in each ExpressVote deployed for the election. The keys and election password for the DS200 will be delivered with the polling location supplies to the Poll Judge of a location separately from the equipment on the weekend prior to election day, with the precinct election/vote center materials. The media will then be packaged with the election returns after the closing of the polls and delivered to the Commission office for tabulation. The Commission will record on a duplicate ballot accounting form the ballot styles and ballot quantities delivered to each vote center and polling location, and will include one copy of the ballots that are delivered to each location, while retaining the other copy in the Commission office. Moreover, the Poll Judges will record the number of paper ballots and ballot cards delivered to each location on the election protocol prior to the polls opening, and will record the number of paper ballots and ballot cards used on the election protocol after the closing of the polls. The Poll Judges will balance the number of ballots and ballot cards delivered against the number of ballots and ballot cards used to ensure 100% accountability prior to the delivery of the election materials and returns to the Commission Office. During the tabulation process on election night, the Commission staff verifies that 100% of election media has been received and tabulated prior to the declaration of unofficial results. In the canvassing period after election day, Commission staff will audit the certificates of return submitted on election night against the electronic count produced during the election night tabulation process. Additionally, all other appropriate records (equipment seal numbers, ballot accounting, etc.) will be reconciled to ensure the absence of any irregularities. 5.03 Deployment of Voting Equipment for Early Voting One DS200 will be assigned to each early voting location. The number of ExpressVotes assigned to each early voting location will vary by location based on historical and anticipated voter turnout. The ExpressVote assigned to the poll will be reserved for use by voters with disabilities. 10 DS200’s will be held in reserve to replace malfunctioning machines or be assigned to the absentee ballot tabulation process as needed. 8 additional DS200s will be allocated to the absentee tabulation process, along with the DS450.

Please see Attachment D for 2016 General Election information Please see Attachment E for 2018 Preferential Primary Information Please see Attachment F for 2018 General Election Information 6.0 Equipment (Verifying Voter Registration Records) 6.01 Pulaski County will use ES&S CentralPoint system in combination with ES&S ExpressPoll electronic pollbooks to verify voter eligibility during both in-person Early Voting and on Election Day. This system performs constant electronic updates to ensure that electors are only able to cast a single ballot in an election. The ExpressPolls will contain the complete Pulaski County Voter Rolls. Please see Attachment B for certification of the electronic connection and voter information update for the ExpressPolls. 6.02 The ExpressPolls use CentralPoint for their electronic updates. The ExpressPolls are Toshiba Model WT10A, with ES&S EZRoster 3.5.0.0 installed. This system has been certified for use in elections by both state and federal election authorities. 6.03 Pulaski County has 300 ExpressPolls. At least 2 will be deployed to each Election Day polling site and 2-10 will be deployed to each Early Voting Location/Vote Center, depending on expected voter traffic at the location. The remainder will be held in reserve, with a select number allocated for use by the County Clerk’s staff for updating voter information and assisting with voter issues.

7.0 Maintenance and Use of Equipment 7.01 All Equipment used in the Vote Centers and Precinct Polling Locations is properly maintained and kept up to date. All equipment will be tested prior to deployment in each election and will be maintained by election officials. 7.02 All Election Officials will be trained to operate the voting equipment. Extra training will be required of the election officials primarily tasked with the operation of the voting equipment, the election judges and election sheriffs.

8.0 Testing and Backup of Equipment 8.01 Logic and Accuracy testing on all voting equipment and election media to be deployed in an election will be completed by the statutory deadline, at least 7 days prior to the beginning of early voting. Sufficient supplied to maintain the efficient operation of the voting equipment will be sent to each vote center and poll. 8.02 Testing of all ExpressPolls will be performed and completed at least 7 days prior to the beginning of early voting for an election 9.0 Secure Electronic Connection 9.01 ExpressPolls will be synchronized using the CentralPoint system, which sends constant electronic updates as voters present themselves to vote throughout in-person Early Voting and on Election Day. on each day of Early Voting and on Election Day. This will prevent electors from casting multiple votes in a single election. Only Election Officials will have access to the ExpressPolls prior to and during Early Voting and Election Day. 9.02 All Vote Centers and Precinct Polling Locations will use wireless hotspots provided by the Commission. The facility internet at the various polls and vote centers will be used as a backup should the hotspot at the location fail. The hotspots are secured WPA2, which requires a password to access. Only Election Officials will have the password. 9.03 All ExpressPolls will require a password to login. Only election officials will have the password. All communications between the ExpressPasses and the Central Point system is secured using AES256 encryption (Please see attachment G). All data transferred between the ExpressPass and CentralPoint will be encrypted during transmission over the internet. This is currently the strongest form of encryption available. The hotspots are secured using WPA2 protocols, which provide “end to end” security. 10.0 Electronic/Internet System Failure A sufficient Internet connection and battery backup will be available for all locations. All Election Judges will be provided with cell phones by the Commission, and a list of contact information with phone numbers for the Commission and County Clerk’s office. The complete roll of eligible voters will be loaded onto each ExpressPoll prior to each election. Accessing the preloaded voter roll does not require Internet access. Each voting center and polling location is provided with supplemental voter roll sheets, to be used as needed. If Internet access is interrupted, voting may continue as normal with the voter rolls preloaded on the ExpressPolls. When Internet access is restored, the ExpressPolls will automatically update the ExpressPolls located at other vote centers and precinct polling locations. 11.0 Notifications to Voters Pulaski County will retain all current precinct polling locations. Voters will be notified of the opening of vote centers through the official Notices of Election in the Arkansas Democrat-Gazette, as well as communications from the Commission, Clerk, and Pulaski County government through social and local media, including newspapers, radio, and television reporting. The information will also be posted on the Pulaski County, Commission, and Clerk’s websites.

12.0 Ordinances Required. Please see Attachment A

13.0 Provisional Ballots All necessary materials and procedures will be provided to each precinct polling location and vote center for a voter to cast a provisional ballot. All precinct polling locations and vote centers will be provided with paper ballots containing all ballot styles available at the location. Provisional ballots will be stamped “Provisional” and the count adjusted manually via the Electionware software for any Provisional Ballot mistakenly fed into the DS200.

It is the intent of the Pulaski County Election Commission to conduct elections in Pulaski County as outlined in this document starting in the November 3, 2020 General Election and going forward until the plan is updated or amended and receives the necessary approvals for any such changes. However, the ongoing COVID-19 Pandemic in the county, state, and country may dictate a change in the plans outlined above due to the voluntary nature of the organizations providing facilities for voting, as well as the voluntary nature of the staffing of the election.
