The provision of public transit, and specifically urban rail transit, is widely seen as a useful tool for reducing urban transportation GHG emissions. There is, however, limited understanding of the net impact of new metro rail infrastructure on urban emissions. This paper examines the net GHG emissions the Sheppard Subway Line in Toronto, Canada. The GHG emissions associated with construction, operation, ridership and changes in residential density associated with the provision of the new metro rail infrastructure are assessed. These components are then combined and compared to calculate the net GHG impact across the study period, which extends from opening in 2002 through 2011.

The TTC operates 149 surface transit routes, of which 148 routes make 243 connections with a subway or rapid transit station during the morning rush hour. 11 of these are streetcar (tram) routes and the remainder are buses. In 2005, the TTC carried 431,220,000 passengers, 2,368,000 passengers daily (1,397,000 revenue passengers). The TTC employed 10,650 personnel in 2005. Summary The Toronto-York Spadina Subway Extension (TYSSE) is a six-station, 8.6 km extension of the TTC’s Line 1 that will, for the first time, link another municipality to the TTC subway system, dramatically improving rapid transit in the Greater Toronto Area. The TYSSE is funded by the Government of Canada, Province of Ontario, City of Toronto and The Regional Municipality of York. In March 2015, TTC staff brought a report to the TTC Board and Toronto City Council that outlined the need for a project reset to ensure completion of the subway line by December 2017. The report also explained the need for additional funding of $150 million for project management costs that included the services of Bechtel Canada Co. as project manager to meet that timeline, review claims and put rigour around a claims management process. The additional costs are borne by the City of Toronto and The Regional Municipality of York at 60 per cent and 40 per cent respectively. Staff indicated in March that they would report back at the end of 2015 on additional project costs, including claims, that were unknown at the time. This report, and the Confidential Attachment, does that. This report outlines costs todate, plus additional forecasted cost exposures (see Confidential Attachment).

A recent survey by RBC and the Pembina Institute found that 81% of Toronto-area respondents prefer walkable, transit- friendly neighbourhoods to car-dependent ones. In City Planning, we are witnessing the impacts of these housing choices play out in real time as Toronto grows and changes in front of our eyes. Prior to the October election, City Planning was involved in the production of a remarkable 504 staff reports to Committees and Council. This Annual Report features just a portion of our total volume of work, focusing on critical projects that will profoundly shape the future of Toronto. In profiling these projects, we also want to introduce you to some of the team members behind our achievements. While we couldn’t highlight all of our 350 staff in this report, I hope that the following pages will give you a sense of their dedication and passion for the work that they do. Every project we complete in City Planning relies on a committed team, and we took this year’s report as an opportunity to remind ourselves, and our partners, that people are at the heart of everything we do.     TTC 5-Year Service Plan & 10-Year Outlook Round 2 Online Survey Summary Survey Timeframe: July 3, 2019 – July 26, 2019 Total Respondents: 1,248 Overview The TTC hosted an online survey from July 3, 2019 through to July 26, 2019 to gather public feedback to help inform the TTC’s 5-Year Service Plan & 10-Year Outlook. A total of 1,248 people participated in the survey. The survey was available on the TTC’s website and was promoted through the TTC’s social media networks, City Councillors, and networks of stakeholders. It was not designed or intended to ensure a statistically significant sample. The survey was one of several public and stakeholder consultation activities conducted during round 2 of the consultation program for the TTC’s 5-Year Service Plan & 10-Year Outlook, which aims to provide a transparent blueprint for continuous service improvements on the TTC’s surface transit network (i.e. bus and streetcar) by the end of 2019. Additional consultation activities in round 2 included a city-wide stakeholder workshop and six pop-up public consultations. The survey results will be used by the TTC to inform the development of a short-list of recommended improvements to TTC surface transit. The survey featured questions related to five categories, and this summary of responses is organized under the following categories: 1. Profile of respondents 2.
