FOREWORD In line with our commitment to deliver relevant, reliable and more disaggregated statistics to our clients and stake- holders, and serve as an access for integrated sharing and dissemination of statistics in the countryside, the Philippine Statistics Authority Guimaras Provincial Statistical Office has come up with the publication “The Countryside in Figures: Guimaras, 2018 Edition.”

Patterned from the national version, it contained relevant statistics/indicators comparing the performance of the five (5) municipalities of the province of Guimaras. It is a useful statistical portfolio for local planners, investors, and other groups interested of Guimaras as a venue for investment and development.

This publication presents statistical indicators at the provincial and municipal levels such as general information ; governance; income and expenditures; labor and employment; environment and natural resources; agriculture and agrari- an reform ; industry; vital, health and nutrition statistics; education; infrastructure; transportation and communication; tourism; energy; money and banking; and public order, safety and justice.

We look forward that this publication will help the need for more extensive statistics beneficial in planning, decision making and policy setting towards more effective local governance and inclusive growth. Overview of Guimaras

Guimaras is one of the six (6) provinces that comprise Western , Region VI as also called. As an island province, it is located southeast of Island and northwest of Island and bounded by Strait in the north- west, in the northeast, and in the south. Guimaras is the smallest of the six (6) provinces of both in terms of land area (604.57sq km) and population size 174,613 (as of 2015 Census).

Historically, Guimaras was a sub-province of Iloilo by virtue of RA No. 4667 dated June 18, 1966 with three municipalities, Jordan, Buenavista and . On May 22, 1992, it became a full-fledged province pursuant to Section 465 of Republic Act No. 7160. Three years later, on May 8, 1995, two (2) new municipalities were added under Republic Act Nos. 7896 and 7897, the municipality of San Lorenzo, carved from Buenavista and Jordan and the municipality of , taken from Jordan and Nueva Valencia.

From 1966, Guimaras had 96 barangays until December 2001 when two (2) additional barangays were created making a total 98. These two barangays were carved from the municipality of Sibunag.

Adorned by white sand beaches, natural and exotic attractions like caves, coves, springs, falls, marine garden and off- shore islets, Guimaras has become a favorite destination to both foreign and domestic tourists. Visitors are on peak during the “Pagtaltal sa Guimaras” a Lenten presentation and “Manggahan Festival” every May. The only Monastery in the , Trappist Monastery, also offers a tranquil place fro group retreats and prayers and solidarity reflection.

Guimaras, dubbed as the “ Country of the Philippines,” is accessible by air and sea from and other destination via . From Iloilo Wharf, it can be reached by a 20- minute motorboat or Roll-On-Roll-Off trip.

Ranking

For indicators where higher levels are desirable such as land area; population HDI and per capita income; registered voters; and the like, the data and rate were ranked from highest to lowest. On the other hand, indicators where lower levels are desired such as population density and the like, the data and rate were ranked from lowest to highest. For some of the indicators, two or more provinces have the same levels, hence the same rank.

 Western Visayas has a total land area of 2,022,311 hectares or approximately 35.7 percent of the total land area of the Visayas regions and 6.7 percent of the Philippines. The Province of Negros Occidental has the largest land area with 792,607 hectares which is almost 40 percent of the region’s total land area. Iloilo comes second with 471,940 hectares (23% of the total area); Capiz with 263,317 hectares (13% of the total area); Antique with 252,201 hectares (12% of the total area); Aklan with 181,789 hectares ( 9% of the total area) and Guimaras with 60,457 hectares (3% of the total area).

 Guimaras has the least number of barangays among the provinces of Western Visayas with only 98, which is, approximately 2.42 percent of the regional total. In terms of the number of municipalities, Guimaras has only 5 which makes it as the province with the least number of municipalities in the region.

 As of August 1, 2015 census, Guimaras has a total population of 174,613 comprising about four percent of the total population of Western Visayas. It increased by 11,670 from the 2010 figure of 162,943 individuals.

 In terms of land area, Guimaras is the smallest province of Western Visayas with an area of 611.87 sq. km., and is the second least densely populated province of the region with a population density of 285 persons/sq. km. next to Antique with 213 persons/sq. km. Iloilo is the most densely populated province of Western Visayas with a population density of 387 persons/sq.km.

Source: 2010 &15 Census of Population, Philippine Statistics Authority  In 2015, the number of households in Guimaras increased by 5,113 from a total of 35,462 households recorded in 2010 census to 40,575 households in 2015 census.  Guimaras has the least number of households among the provinces in Western Visayas. The average household size of 4.6 in 2010 decreased to 4.3 in 2015.

 With an annual average population growth rate of 1.33 percent in 2010-2015, Guimaras is the third fastest in terms of population growth among the provinces of Western Visayas.

 Guimaras in a span of 15 years (2000-2015) has the fourth fastest at 1.39 percent population growth rate and the sixth within 2000- 2010 with an annual average population growth rate of 1.42 percent .

Note: Human Development Index (HDI) measures the average achievement in three basic dimensions of human development: longevity or a long and healthy life, access to knowledge, and a decent standard of living.

 Guimaras attains an HDI of 0.662 in 2012 higher than its computed index in 2009 at 0.532.

 All its component indices showed improvements for Guimaras in 2012 over its 2009 levels with the highest increment of 0.9 percentage points in life expectancy at birth and 0.177 percentage points in Income index.

 Inflation rate of Guimaras recorded at 2.4 percent is the fastest among the provinces of Western Visayas in 2017. Across provinces, Capiz has the slowest inflation rate of 1.5 percent.

 The faster inflation rate weakens the purchasing power of the peso in the province to be at 0.90 .

 The inflation rate of Guimaras province was unstable, from –1 percent in 2015 to a faster rate of 3.7 percent in 2016 and it slowed down in a rate of 2.40 percent in 2017.  Prices of commodities consistently increased for three consecutive years, from 104.1 in 2015 to 108 in 2016 and to a higher 110.60 in 2017.  Moreover, the purchasing power of the peso continued to weaken from 0.96 in 2015 to 0.93 in 2016 and at 0.90 in 2017.

 The total income of the province increased by 3.44 percent in 2017, from almost 738 million in 2016 to 763 million pesos in 2017 but the figure is still lower than the 2015 total income of 1.2 billion pesos.

 The tax revenues collection in 2017 recovered at 34.5 million pesos from its 16.7 million pesos tax revenues in 2016, but the figure is still far away from its 70.9 million pesos in 2015.

 The total non-tax revenues consistently decreased from 2016 to 2017 with the lowest drop of nearly 4.5 million pesos in 2017.

 The total income for the external sources slightly increased in 2017 from 2016 but the figure is still lower than the 2015 income at 1.05 billion pesos.

 Figure 1 shows the total income of Guimaras for 2017.

 Income from External Sources comprised majority (86 %) of the total income for 2017.

 The remaining 10 percent came from Total Non– Tax Revenues, while the 4 percent came from Total Tax Revenues.

 The total expenditures in 2017 reached at 575.8 million pesos is lower than the two previous years expenditures

 Guimaras spent the most on General Public Services for the three consecutive years (2015–2017) which accounted 56.6 percent of the total expenditures, on the average.

 The province spent the least on Education, Culture & Sports/ Manpower Development at an average of 1.53 percent for three consecutive years (2015– 2017).

 In 2017, the largest crop production of Guimaras is Palay with 55,322 metric tons revealing an increment of about 29.71 percent over its 2016 level. Sweet Potato had the largest growth rate of 54.55 percent in 2017. Guimaras produced a total of 60,318 metric tons of selected crops

 Palay production for the past five years showed erratic trend, the lowest production was recorded in 2015 while the highest was in 2017 at 55,322 MT translating a 29.71 percent increment over its production a year ago.

 In 2017, Guimaras produced a total of 51,551 metric tons of selected fruits, of which, coconut accounted the bulk at 59.51 percent. Coconut production grew by 3.75 percent over its 2016 production.

 Guimaras is known for its sweetest mangoes, in 2017it produced 11, 239 metric tons higher by 164 metric tons translating a 1.48 percent growth rate.

 Calamansi did not produce well in 2017 with a minimal growth of less than one percent.

 Palay and corn are among the top major commodities of Guimaras province. The highest palay production was recorded in 2012 at 55,452 metric tons and the biggest drop of 11.15 percent was noted in 2013.

 For the past 6 years palay production was unstable. It started to recover in 2016 up to 2017 but the 55,322 metric tons production in the latter year was still lower than its production in 2012.

 Corn production in 2017 however, intensified with 1,111 metric tons, revealing a 39.49 percent increment compared to the 797 metric tons in 2016. It was the highest corn production for the past six years while the lowest was in 2012 at 613 metric tons.

 Fisheries production is mainly composed of Municipal Fisheries and Aquaculture. The latter chipped in 35 percent to total fishery pro- duction of the province and the bulk is contributed by municipalities.

 The Fisheries sector of Guimaras dwindled in size from 8, 949 metric tons in 2016 to 8, 644 metric tons in 2017 which is 3.41 percent lower than its total production from the previous year. The decline was traced to be caused by the municipal fisheries sub-sector that went down by 13.67 percent.

 Municipal fisheries production diminished from 6,506 metric tons in 2016 to 5, 617 metric tons in 2017. The drop was attributed to marine municipal catch that declined by 14.18 percent from 6,468 metric tons in 2016 to only 5,551 metric tons in 2017. However, inland municipal fisheries grew by 73.64 percent from 38 metric tons in 2016 to 66 metric tons in 2017.

 In 2017, the aquaculture sub-sector of the province recorded a total of 3,027 metric tons output. It was a 23.89 percent improvement over the previous year’s 2,443 metric tons production.

 Moreover, the value of private building construction in Guimaras also increased with a growth rate of 16.25 percent. On the other hand, the provinces of Aklan and Antique obtained a negative growth rate with –71.77 percent and –37.38 percent, respectively.

 Among the provinces of Western Visayas, Guimaras ranked fourth in terms of growth rate where Negros Occidental came first with a growth rate of 120.34 percent, followed by Capiz with 95.40 percent and Iloilo with 64.72 percent.

 The number of deaths recorded caused by the leading causes of mortality increased from 692 casualties in 2016 to 710 in 2017.

 The top three major causes of mortality recorded for the three consecutive years (2015 - 2017)are Cardiovascular Disease, Pneumonia and Cancer which comprises about 67.27 percent on the average for three years.

 Cancer (All Types), Diabetes mellitus, and Pulmonary tuberculosis were the leading causes of mortality in the province which recorded increasing trend over years.

 Mortality caused by pneumonia, cerebrovascular accident, malnutrition, and liver cirrhosis dropped in 2017.

 Residential buildings or households has a higher rate schedule in 2016 and 2017.

 Commercial, Industrial, Streetlights and Public Buildings have the same rate schedules for both years.

 GUIMELCO’s rate in 2017 decreased by 7.87 percent from Php12.699/ kwh in 2016 to Php11.0552/ kwh in 2017.

 Residential rate was higher by 1.4913 pesos in 2016 and 1.5053 pesos in 2017 than commercial, industrial, street lights, metered, and public building rates.

 GUIMELCO gave same rates/ kwh except for residential.

 The most common causes of fire in 2016 was the lighted cigarette butt, while in 2017 it was electrical connections that damaged millions of pesos on residential and commercial/mercantile.

 Unattended cooking stove, lighted match stick/ lighter, lighted cigarette butt and electrical appliances were the other causes of fires in 2017.

 Among the five municipalities of Guimaras, Buenavista is the most populous municipality of Guimaras. As of August 2015 it has a total population count of 50,437 individuals.

 The municipality of Nueva Valencia is the second most populated with a total population of 39, 810 individuals.

 Third most populated municipality is Jordan with 36, 096 and fourth is the municipality of San Lorenzo with 26, 112 individuals.

 Sibunag had the least population with 22,158 persons.

 Nueva Valencia is the largest municipality in terms of land area with 137.12 sq. km., while the municipality of San Lorenzo is the small- est with a land area of 106.23 sq. km.

 Across municipalities, Buenavista was the most densely populated with 436 persons per sq. km. followed by Nueva Valencia, Jordan and San Lorenzo with 290, 286 and 246 persons per sq. km.

 Sibunag had the least population density of 175 persons per sq. km.

 In terms of land area, Nueva Valencia got the largest chunk of 22.4 percent.  Sibunag and Jordan followed with 20.6 and 20.7 percent.  San Lorenzo had the least chunk of 17.4 percent.

 The municipality of Buenavista obtained an income of Php224, 826, 413.64 while Nueva Valencia which rank second has a total income of Php183, 178, 036.99.

 Buenavista maintained its rank since 2015 to 2017, while Nueva Valencia improved its rank from rank 4th in 2015 to 2nd in 2016 and 2017.

 The municipality of Sibunag has the least income with Php116, 603, 821.76., maintaining its rank 5th for 3 consecutive years.

 The highest total Crude Birth Rate was recoded in 2016 in the municipality of Jordan but in 2017, it was cut back by almost half registering at 32.76 percent.  San Lorenzo municipality posted the least crude birth rate for three consecutive years with a decrease of more than half each year from a 3.39 percent in 2015, it settled to 1.31 percent in 2016 and finally to 0.62 percent in 2017.

 The municipality of Buenavista ranked 2nd with the highest crime volume with 688 incidents recorded and Nueva Valencia ranked 3rd with 535 total incidents in 2015.

 The municipality of San Lorenzo recorded the least number of crimes with only 291 incidents recorded.

 Physical injuries has the highest incidents committed among crimes against person while theft has higher incidents on crime against property recorded in 2015.

 The municipality of Jordan has the highest recorded for Physical injuries while the municipality of Buenavista has the highest record for theft incidents among the 5 municipalities.

 There are no recorded incident of homicide in the municipalities of San Lorenzo and Sibunag, 2 incidents each from Buenavista and Jordan and one from Nueva Valencia.

 Jordan and Nueva Valencia has the most number of murder cases with 5 each.

 There were 13 cases of rape recorded in 2015, 5 from Buenavista, 3 from Nueva Valencia, 2 each from Jordan and San Lorenzo and 1 from Sibunag.
