Regional Assessment Update Region VI Assessment RDCC VI identified the following as the hardest hit LGUs: • Janiuay, Carles, Tigbauan, Pavia, Ajuy and Sta Barbara in Iloilo; Pan-ay and Roxas City in Capiz; and Kalibo, and Madalag in Aklan • Region VI has been provided assistance amounting to P38, 364,950.77. This includes rice (11,300 sacks) from NDCC, food and non food items from DSWD, DOH, DepEd , LGUs concerned and NGOs/Other GOs Responses • Deployed Rapid Assessment Team from NDCC together with OCDRC VI and DPWH in coordination with PDCCs of Aklan, Antique, Capiz, Iloilo and CDCC Iloilo City • Conducted aerial survey of affected areas in coordination with US Navy, AFP and OCDRC VI • DSWD – distributed relief goods from NGOs, US Balikatan, PAGCOR, NDCC and SM Foundation; conducted needs assessment in evacuation centers • DOH – extended immediate assistance and augmented assorted medical supplies, drugs and compact foods; deployed personnel from RESU 6 & 7 with Epidemiology Center to conduct disease surveillance activities such as cough, fever, dermatitis, conjunctivitis and diarrhea • DepEd – conducted clearing operations in the amount of P1M; conducted repair and maintenance in the amount of P5M • DPWH – installed barricades and warning signs in impassable roads and bridges; rehabilitated alternate route and temporary bridges; conducted clearing operations along major roads • DA – facilitated the release of 5 tons of fish for Kalibo and Aklan; provided 100 pieces gill nets for Aklan; conducted fishing expedition in Aklan using the deployed DA-BFAR vessel; distributed 20,000 bags of Certified Rice Seeds; distributed the Fertilizer Discount Coupon in Dumangas, Pavia, Barotac Nuevo, Iloilo, Kalibo, Banga, Aklan, Pan-ay and Capiz • AFP – transported five units rubber boat from Iloilo airport to RDCC VI Operations Center and Iloilo City; transported relief items, assisted in the SAR operations • PNRC – conducted relief operations; served 2,652 families/18,896 person to 4 municipalities in Iloilo 3 • Local DCCs – extended relief assistance amounting to Php10,312,880.00 (Aklan – Php1,206,530, Antique – Php181,800.00, Capiz – Php2,224,250.00, Iloilo – Php6,700,300.00 and Negros Occidental (120 sacks of rice, 65 boxes sardines, 65 boxes noodles and medicine) Status of Lifelines • Communications -(Smart, Globe, Butel and landline are all operational in Aklan, Capiz , Antique, Iloilo and Negros Occidental) • Water Supply - massive water shortage of potable water in Aklan, Antique, Iloilo and Iloilo City while in Guimaras, Capiz and Iloilo City water facilities are operational • Electricity - Pilar and Maayon in Capiz have no electricity and Guimaras is experiencing partial blackout due to damaged GUMELCO submarine cable Region XII Flashflood in Cotabato City • Out of 11,337 affected families, 904 families are now being housed in 10 evacuation centers in different schools and barangay multi-purpose halls in Cotabato City, namely, Cotabato City Central Pilot School – 17 families, J. Marquez Elem School – 281 families, Madrasa (Poblacion 3) – 65 families, KITFI – 173 families, Tamontaka National High School – 159, ND Village Elem School – 66 families, Ramco Rice Mill – 52 families, Barangay Hall – 52 families, Don E. Infrastructure Damaged roads and bridges which are not passable as of July 1, 2008 due to either collapsed or washed out bridge approaches, cut off road ways, road slips and collapsed road slide structure are the following: Iloilo 6 (Guimbal-Tubungan Road, San Joaquin–Miag-ao Road, Sta Barbara-Cabatuan-Calinog Road Alimodian Road, Cabatuan- Maasin Road and Lambunao NCA Road 11 Camangahan Bridge, Tacurong Detour Bridge, San Joaquin Bridge Tigum Bridge, Ulian Bridge, Mise Bridge, Nichols Bridge, Baltazar Bridge, Aquino Bridge, Imelda Marcos Bridge - 6 spans collapsed); and Pajo Bridge (washed –out) Antique 2 (San Remegio-Bugo Road and Bugasong Valderama Road) 2 (Bugo Bridge, Valderama Bridge and Haures Bridge) Romblon 3 (San Agustin-Sta Maria Road; Sibuyan Circumferential Road; and Tablas Circumferential Road); 2 (Cantingas Bridge Km 20+112 and Marigondon Bridge km 81+493) Leyte 1 (Libungan–Matag-ob-Palompon Road) 2 (Marao Bridge and Abisang Bridge) 2. Electrification Status of Power Restoration as of July 1, 2008 (source: NEA, TransCo) Luzon Mainland, power had been restored in all towns of affected provinces. Three (3) towns such as Balud in Masbate; Magdiwang in Romblon and Torrijos in Marinduque will be energized within 2 to 3 days. In the Visayas, power had been restored in all provinces except in five (5) towns.     CASE STUDY: Jalaud, Barotac Nuevo, Iloilo Province Background Barotac Nuevo is a second-class municipality in the province of Iloilo, Philippines (Figure 1). The town is surrounded by the municipality of Pototan in the west, Dingle to the northwest, Anilao to the northeast, and Dumangas to the South. It has a population of 51,867 residents in 2010 census subdivided into 29 barangays, namely: Acuit, Agcuyawan Calsada, Agcuyawan Pulo, Bagongbong, Baras, Bungca, Cabilauan, Cruz, Guintas, Igbong, Ilaud Poblacion, Ilaya Poblacion, Jalaud, Lagubang, Lanas, Lico-an, Linao, Monpon, Palaciawan, Patag, Salihid, So-ol, Sohoton, Tabuc-Suba, Tabucan, Talisay, Tinorian, Tiwi, and Tubungan (Province of Iloilo, 2018). Location profile of Barotac Nuevo (Barotac Nuevo Iloilo, 2018) The Barotac Nuevo mangrove rehabilitation site was originally planted with species such as bakhaw, bungalon, pagatpat, and lapis-lapis. However, due to government lease agreements, the mangrove forest was destroyed and converted to fishponds. Table 1 shows the timeline of the status of mangroves in Barotac Nuevo from 1970s to present. According to a focus group discussion conducted among community members in Jalaud, Barotac Nueva, productive fishponds were present from 1970-1989. The community benefited from marine products such as fishes (e.g. milkfish), crab, shells, and shrimps (pasayan). Dikes were built during this time and fishpond lease agreements (FLAs) were established. However, the fishponds were abandoned in 1990 due to the destruction of the main dike brought about by strong waves. The local government unit (LGU) was later notified by the community on the presence of the abandoned and unutilized fishponds. This gave way to the reversion of the site back into mangroves.
