Affected :

Libertad Pandan Laua an Islands up north

Electricity/Communications: • In the northern part of the province: Libertad, Pandan, Sebaste, Culasi- electricity and communications is intermittent.

Health Facility Damage: (see attached document for complete list and names)

• 3 BHS Totally Damaged in Libertad : Maramig BHS and Cubay BHS and Valderrama Municipality: Cansilayan BHS • 25 BHS Partially Damaged (still functional) • 8 RHU’s Partially Damaged (still functional) • 4 partially damaged hospitals- Pandan, Sebaste, Culasi, Barbaza (roofs, windows, doors)

Cold Chain:

• UNICEF conducted an assessment last week: Prelim results o No damage to vaccines due to the Typhoon (all RTC’s brought vaccines to hospitals or PHO- before or right after the Typhoon) o All RHC refrigerators for vaccines are home refrigerators and not vaccine refrigerators. o Need Vaccine carriers- especially in the municipalities in the north • Electricity out in many municipalities. No RHC has generators. Vaccines are currently being stored in areas with generators- Municipal Hall, Hospitals or private homes. • They would like generators for the RHU’s no one planning on helping with this at this time. • Routine EPI is on-going. No disruption

Drugs/ Medical Supply Needs: (PHO will send a list of needs tonight)

• ARI antibiotics, Cough Meds, ORS

Morbidities/Surveillance:

• ARI, Wounds are most common • Increase Diarrhea in (due to destroyed water piping- see WASH Section Below). Reportedly 51 cases in Buenavista since the Typhoon. A small increase in Tibiao Municipality but no numbers known or reported. 18 cases also reported in the island Barangay of Batbatan, in Culasi. • SPEED was not initiated after the Typhoon because there were no evacuation centers and no communications.

WASH

• Level 2 water supply was destroyed in Belison- piping destroyed. No known partners (national or international identified to fix the water supply) • Maniguin Island, Panagatan Island, Sibulo Island- no water supply on these islands. Boat in water from mainland. After Typhoon were cut off for a few days. Would like desalination for the island. They do not have partners to help with this.

RH:

• BEmONC: All RHC are BEmONC trained • CEmONC: at the provincial hospital only. They are working on getting the hospital in Colasi to become CEmONC for the northern province. They are getting national and province level support to do this.

Nutrition:

Currently are doing a nutrition survey and will have the results tonight and will email them to me. Preliminary results reveal “some MAM cases” in Culasi, Laua an, Tibiao and Barbaza.

MHPSS: • The PHO MHPSS team went to the northern part of the province for MHPSS and covered the following o Libertad: Teachers o Pandan: Teachers, Students, communities o Sebaste: RHU and hospital staff, teachers, BNS and CHW’s • They are planning on going to Tibio, Culasi and Barbaza next week

Organizations/Relief activities

• Unicef- cold chain assessment • OCHA: Assessment for data, etc • Canadian Army: Needs assessment • Local NGOS: Antique Medical Society, Philippine Federation of Private Medical Practitioners, Philippine Academy of Family Physicians, Gawad, , Kayang Kayang, World Vision, Armed Forces of the ) Provided medical missions and Food. • Local Government Units: Provincial municipality, South LGU.

PHO Reports the following needs for the Province:

1. Power supply (repair electricity/generators) 2. Access to safe water (mainly the islands) 3. Fix damaged facilities (especially in Libertad) 4. Basic medication.

Municipalities Visited:

1. Barbaza: a. General overview: Minimal visual Damage, Electricity working along the main highway. b. Hospital (head nurse: Jessica 09161427969, Dr Ginbap 09177220340) i. Partial damage (minimal damage of ER roof, hallway, wards, staff cafeteria, 2 damaged doors. ii. Water is not functioning 100%- therefore it only works for specific time periods. iii. Electricity: Working but not stable. Generator broken: Have a borrowed generator from the PHO. c. Immunizations: Routine EPI ongoing d. Morbidities: Reportedly an increase in pneumonia and diarrhea (4 admissions in past 3 days- normal is one). e. Medication/medical supplies: No medications or supplies were destroyed during the Typhoon. However, they reported that they need more antibiotics, IV fluids, cotton, plaster, Tetanus vac 2. Tibiao: a. General Overview: water is ok, electricity is working but not stable, b. RHU: Minor damage of the roof in the kitchen , broken window in the birthing center c. Currently- No increase in patient load, Routine EPI normal, d. Morbidities: Pneumonia, Fever Allergies/asthma. 7 cases of diarrhea after the typhoon, now none. e. Have had medical missions: AMHOP, Antique Medical Society, Office of Civil defense and a Jakarta organization. f. Currently the facility has a borrowed generator from the Department of Interior Local Government. 3. Culasi: a. Staffing: i. RHU: 1 midwife, 2 doctors ii. BHS: 15 BHS, each have a midwife iii. Nutrition Posts- 2 (totally damaged- need bamboo to repair) b. Morbidities: i. 1 week post-typhoon: increase in patient numbers. Common morbidities were wounds and pneumonia. There were 6 cases of diarrhea the first week. ii. Current: 20 cases of diarrhea over the past week on Batbaton island. Primarily due to damage to the fresh water spring box. The RTU provided Jerry cans, chlorine tabs and ORS to the island. Also provided material to fix and clean the spring box. c. Nutrition: i. #11 out of the 18 municipalities with the worse nutrition d. EPI- Normal e. RH: 20 deliveries in the RHU/month. 335 deliveries last year. They are hoping that within the next year they will upgrade the hospital to have CeONC capabilities. An OB/GYN is currently in her last year of training and will then be based in the hospital.
