The strategy is titled Towards Zero to reflect the landfill and carbon reduction ambitions that underpin it, but also create an umbrella brand that can support messaging around the higher order goals of waste avoidance and the myriad activities under the circular economy. Towards Zero seeks to harness the high rates of environmental awareness and strong levels of community participation within the Byron community to deliver a step-change around the generation and management of waste. This technical report is the third in a series of reports Arcadis has developed to map out the current context, define objectives and direction for the Shire, analyse options to achieve those goals and specify the actions for Council and the community to reduce and manage waste well into the future. The initial Business as Usual report took a stocktake of current assets, practices and issues; sized up the future challenge by forecasting growth in waste volumes (by stream); and highlighted opportunities and barriers in the broader Northern Rivers region to collaborate around game-changing waste processing infrastructure. The Preliminary AWT Assessment Findings memo report provided a refined analysis of the regional context and options to develop a regional alternative waste treatment (AWT) facility to process residual waste from Byron and neighbouring councils. Byron hosted a workshop with the other councils to assess their appetite for an AWT, which was followed up with a survey to determine waste volumes and current costs. This high-level analysis of opportunities and requirements resulted in a short list of technology types potentially suitable to the scale and nature of available waste in the Northern Rivers region. This Technical Report consolidates the key outputs of the BAU report (Sections 2 and 3) and AWT report (Section 4) together with the broader palette of the Council’s proposed long-term vision and key objectives for managing waste (as discussed with the Council project team), in order to develop the targets and specific actions that will underpin the Strategy. The thinking has been crystallised into a strategic framework, an interlocking architecture of vision, objectives, targets and actions presented as a strategy-on-a-page (Section 1.2). The report is not intended to form part of the public-facing Towards Zero Waste Strategy document, but the information within it may be used in the Strategy as appropriate. Scope Arcadis has responded to Council’s objectives and expected outcomes in developing the new Strategy. The key principles applied in developing the Strategy are: • Maximise resource recovery from wastes generated within the Shire • Minimise waste to landfill in support of a long-term landfill-free Shire, with a key focus on the tourism and business sectors • Aim for zero waste to landfill but recognise that if this is not practical, that all reasonable efforts to maximise diversion are pursued • Reduce greenhouse gas emissions in line with Council’s target for zero carbon from the Shire by 2025 • Embrace the concepts and ideals of a Circular Economy, which relies on innovation along the supply chain to move away from the unsustainable ‘take, make, dispose’ consumerism model to one in which waste is minimised and resources are constantly returned back into the useful economy • Prepare for future policy changes, both in New South Wales and Queensland, which may impact on current waste practices 3 Byron Waste Management and Resource Recovery Strategy • Use NSW state waste targets to provide the baseline for minimum performance • Devise solutions that are financially sustainable and do not impose a significant additional cost impact on Council and ratepayers, such as a clear pathway and actions to implement an AWT solution (if viable) • Align with, and build on, existing strategies and plans, including the Illegal Dumping and Litter Education and Enforcement Plan 2018, BRRC masterplan, Bioenergy Facility Project and relevant regional initiatives • Ensuring the Byron community has access to appropriate and cost effective waste management services, by building on and reinforcing the successes over recent years, while looking for new opportunities to do things better.
